4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.

5.0 Requirements: The contractor shall receive engines for the following RCVs: MMPV/RG-33L Plus, Buffalo A2, RG-31Mk5E, and Husky MkII. The engines used in each particular platform are referenced in Appendix A of this PWS. Unless otherwise specified by LEAD the contractor shall subject all engines received to a requalification test.

If LEAD has determined an engine to be unserviceable, depending on the type of engine, either Option 1, 2, 3, or 4 shall be exercised.

5.1 Option-1 (CLIN XX01AA), Complete Overhaul of Cummins ISL8.0L 450 Engines: Option 1 shall be exercised where it has been determined by either LEAD, the contractor, or from the requalification test results, that a complete overhaul is needed. The costs of performing a second Requalification Test, as well as the cost for any components that were installed as part of the Life Cycle or Requalification options that would need to be re-placed in accordance with the respective engine OEM standards as a process of remanufacturing the engines shall be included in this CLIN. The costs for all other components that were previously accounted for by the Life Cycle and Requalification Options, and are not recommended to be replaced by the respective engine OEMs shall be excluded from CLIN; these previously installed components shall be inspected and serviced per the respective engine OEM service manuals. The cylinder heads and engine blocks shall be checked for warping/cracks. If warping or cracks are identified the affected cylinder head/block shall be replaced with a new assembly. The engines shall be rebuilt to “zero-hour” OEM standards/tolerances in accordance with Cummins shop manuals P/N 4021418 (base engine) and P/N 4021553 (electronic). For engines that utilize sleeves within the cylinder, the sleeve is to be replaced and the same original size piston and rings are to be used. For engines that do not utilize sleeves, the overhauled engine’s cylinders/pistons/rings shall conform to the next standard size over the piston removed from that engine. The contractor shall ensure that an overhauled engine’s performance meets or exceeds the performance as designated by the serial number on each of the engines received from LEAD. All overhauled engines shall be run through another three hour minimum engine requalification test. The contractor shall ensure that engines that pass the requalification test meet the Specific Repair Requirements of paragraph 5.20. For engines that fail the requalification test after being overhauled, the dynamometer test results shall be faxed or emailed to the LEAD COR within 24 hrs. The contractor shall specify potential causes for the failure. Engines that have been overhauled but have failed requalification testing are to be sent back to LEAD.

5.2 Option-2 (CLIN XX01AB), Complete Overhaul of CAT C13 Engines: Option 2 shall be exercised where it has been determined by either LEAD, the contractor, or from the requalification test results, that a complete overhaul is needed.

The engines shall be rebuilt to “zero-hour” OEM standards/tolerances in accordance with CAT shop manuals P/N KENR381 (specification manual) and P/N KENR3834 (Disassembly/Assembly Manual), and P/N SEBU8568 (Operation and Maintenance Manual).
