QUESTIONS AND ANSWERS
Q1. With your request for CCFC and water circulating direct to the dyno equipment there is no need for a tank or tanks. If you still want a tank where will it function in the system and how do you want it designed to function?
A1. The tank in the purchase description is for the automatic glycol feed system (4.3.2)
Q2. If there is no tank requirement what is the spill containment area going to be for and what location do you want it? What size will it be?
A2. Spill containment for the 30 gallon glycol tank (4.3.2) will be required.
Q3. 4.1.2 What is the function of the heat exchanger and where is to be located in the system now that the cooling water will circulate direct between the CCFC tower and the Dyno machine?
A3. No separate heat exchanger is necessary. The CCFC system shall handle the heat load.
Q4. 4.1.11 The system shall have a 2’ high platform. Is this the correct height you are looking for?
A4. The 2’ height is the correct height for the specified system in the purchase description.
Q5. Section 4.1.2 - With a CCFC tower, the heat exchanger is built into the cooling tower, and thus a separate heat exchanger is not required… nor is an indoor water holding tank, but just an expansion tank for the glycol loop.
Please clarify.
A5. No separate heat exchanger is necessary. The CCFC system shall handle the heat load. The only indoor tank would be the glycol tank (4.3.2).
Q6. Section 4.1.8 PH range – should we assume this is for the water treatment in the open water side of closed tower, or is this the PH of the closed loop Glycol solution?
A6. PH is for the closed loop glycol solution.
Q7. Section 4.1.17 - Tower drainage piping?? With the closed loop CCFC, the basin of tower will be the storage of water, with the defined electric immersion heaters noted in section 4.3.6.6. what is this tower drain for, to empty water from tower during maintenance, or ??
A7. The tower drainage piping would be to empty water in the tower during maintenance.
Q8. Section 4.3.6.7 - calls for coils with maximum 3 fins per inch… this is a characteristic of one specific manufacturer, and not available thru any other CCFC manufacturer. Can this requirement be removed, so that the bidders can offer you more cost effective solutions?
A8. The system needs to be able to achieve required cooling while running without water when the ambient temperature is below 50 degrees Fahrenheit. If your design would achieve this result with a different design, this should be noted in your submittal. This could then be reviewed for technical acceptance.
Q9. Section 4.3.6.3 - Access ladder to service tower: preferred vendor’s tower is less than 6’, 6” in height, and they do not offer a ladder option… is this a true requirement, or just an option thru vendor that has the fins listed in above Section 4.3.6.4 A9. An access ladder for service is required.
Q10. Section 4.3.6 - Can tower be a different grade of Stainless steel, rather than 304? Preferred vendor says they provide a 300 series SS, but not specifically 304 A10. Anti-corrosion characteristics must meet or exceed that of 304 in a water/glycol mixture environment.
Q11. Section 4.3.8 - Backup spray pump shall be provided… is this a spare pump to be stored, and not installed in water circuit?
A11. The backup spray pump is to be stored.
Q12. Section 4.3.13 vs 4.3.15 – which type of valves can/should be used… Ball Valves or Butterfly valves? Or can it be the most appropriate for each application?
A12. The word butterfly will be removed from 4.3.15. It will now read “Tower cooling system water piping shall be schedule 40 steel piping. “
Q13. i. Section 4.3.12 - States “motor & starters shall be included”, but then states “VFD drives shall be used on all motors” The ½ HP water circulation pumps on CCFC water circuit will not provide sufficient water flow if run at less than the rated speed/GPM flow. A VFD has no significant benefit for this off/on control of a ½ water pump application.
Can the water pump(s) be controlled by motor starter rather than a VFD?
A13. VFD’s are required for all motors. 4.3.12 shall be changed to “VFD drives shall be used on all motors.” The motors and starters sentence shall be removed.
Q14. The dynamometer glycol supply pump must flow 75 GPM. Can this pump be controlled by a motor starter rather than a VFD?
A14. VFD’s are required (see A13).
Q15. Tower Fan(s) application is appropriate application for VFD controls, with their speed varying depending upon the outlet temperature of the coils in tower.
ii. Can standard motor starters be used for the ½ HP water pumps in tower, and the dynamometer glycol supply pump, rather than VFDs?
A15. VFD’s are required (see A13).
Q16. There is an overhead canopy in the area of the cooling tower location, if this canopy requires removal will the Government remove?
A16. If removal is required for the accepted design, the government will remove the overhead canopy.
Q17. Para 4.1.11 Platform- Since the cooling tower includes heaters Para 4.3.6.6, and the cooling tower manufactures do not recommend the towers be drained to storage (promotes bacterial growth), and the manufactures do not see a need for the platform, is this platform required?
A17. The two foot platform is required to keep the bottom of the system off the pavement.
Q18. 4.1.17 Tower Drainage-According to the tower manufacture, the tower will only require draining if service is required, this is typically achieved by a manual sump pump to drain, therefore other than service there is no need for this drain piping, is this piping required?
A18. The drainage piping is required. 4.1.17 in the PD shall be modified to state “Tower drainage shall be schedule 40 of a material suitable for exposure to long term ultraviolet light”
Q19. A cut sheet is provided in the bid information for an orifice plate flowmeter. Are we to provide it?
Is the base providing it? Or, is it already installed on the dynamometer?
A19. The orifice plate is provided by Letterkenny. It is already in the dynamometer system. The reason this is included is so its dimensions, specs, etc. can be included in design calculations for tracking flow rate across the orifice plate (4.4.1).
