SOLICITATION NOTES
1. System for Award Management (SAM): In accordance with FAR 4.1102, Offerors must be registered in the SAM database in order to be eligible for contract award. No award will be made to an Offeror not registered.

4. Award without Discussions: The Government intends to award without discussions; therefore Offerors should submit their best prices in their initial offer. If FAR Provision 52.212-2, Evaluation-Commercial Items, is included, Offerors must submit all information requested therein in order for the Government to determine technical acceptability.
5. Amendments: The Offeror shall submit to the Contracting Officer signed copies of all amendments issued to this solicitation. Failure to comply may cause your proposal to be rejected.
6. Payment: Payment for this action will be made by Electronic Funds Transfer (EFT) through the Defense Finance and Accounting Services (DFAS) utilizing Wide Area Work Flow (WAWF). See 252.232-7006 for more information.
7. Period for Acceptance of Offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.
8. Type of Contract: The type of contract resulting from this solicitation is specified in FAR Provision 52.216-1, Type of Contract for a Firm Fixed Price contract.
9. Proposals: Proposals shall be signed by an authorized individual in accordance with FAR 4.102, Contractor’s Signature. Failure to comply may cause your proposal to be rejected. Offerors should mark each page of their proposal as "Proprietary Information" if they want it treated as Proprietary Information under the Procurement Integrity Act.
10. Set- Aside: The proposed contract is 100% set-aside for small business concerns.
11. FOB Destination: Unless otherwise stated in the solicitation, Offerors shall provide FOB Destination prices.
12. Contact Information : A Technical Point of Contact (TPOC) will be appointed at the time of award. The successful Offeror will be furnished the TPOC name and contact information at the time of contract award.
13. Site Visit: Site Visit: A site visit is scheduled for Wednesday March 8th, 2017 at 1000 hours. Site visit attendance is urged but is not mandatory; however, failure to attend a site visit shall not be a reason for price increases to the contract after contract award. Submit the names of all attendees to Thomas C. Hall at thomas.c.hall111.civ@mail.mil no later than Friday March 3rd, 2017 at 1430 hours. All attendees will meet at Building 2S, Directorate of Contracting, 1 Overcash Ave., Letterkenny Army Depot, Chambersburg, PA. Offerors are required to obtain a visitor’s pass from the Badge Office (Bldg. 2 South, located beside the Contracting Office) prior to arriving at the Contracting Office. Please allow at least 45 minutes for this process. You must provide a current picture identification, vehicle registration and proof of insurance to obtain a pass. The documentation you receive with your vistor pass must remain with you during the site visit and returned to the gate guards after release of the site visit, prior to departure of the depot. **NOTE: FOR THIS SITE VISIT, PLEASE WEAR STEEL TOED SHOES, HEARING PROTECTION AND SAFETY GLASSES, as you will be in an industrial area the entire time of the site visit.

MICRO GRID VENTILATION SYSTEM
1.0 General
1.1 SCOPE: This specification shall apply to a turnkey ventilation system for the micro grid generator test cell in Bldg 57, Letterkenny Army Depot, Chambersburg, PA. The system shall include an exhaust fan with ductwork, 2 each up blast roof ventilators, a gas fired heated makeup air system, control panels, and all parts and labor required to provide a turnkey system.
1.2 General Information
1.2.1 HOURS OF WORK: All work shall be performed during Letterkenny’s tour of duty which is a compressed work schedule with eight days that are nine hours in duration, one day that is eight hours in duration and one standard day off within a two week pay period (80 hours). Monday through Thursday shall be nine hour days scheduled from 0600 through 1530. The first Friday of the pay period shall be an eight hour day scheduled from 0600 through 1430. The second Friday of the pay period shall be the standard day off. Other hours, weekend, and holiday work will be considered separately as requested by the contractor and approved by the Contracting Officer.
1.2.2 Security, Safety, and Fire Protection: All work shall comply with LEAD 385-1 and 385-4 for contractors working on the depot. The equipment and installation shall meet all of the safety criteria set forth in ANSI Z9.4 and
OSHA 29 CFR 1910.94
1.2.3 Security Requirements: The contractor shall be responsible to ensure that all employees and subcontractor employees that will visit the depot shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.
Contractor workforce shall comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
1.2.4 OPSEC Training: Per AR 530-1, Operations Security. Contractor employees and associated sub-contractor employees shall complete Level I OPSEC training within 30 calendar days of their reporting for duty and annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer if a COR is not assigned, within 15 calendar days after completion of training. Level 1 OPSEC training is available on the Letterkenny Army Depot homepage – www.lead.army.mil
1.2.5 iWATCH Training: The contractor and all associated sub-contractors with an area of performance within an Army-controlled installation, facilities or area shall brief all employees on the local iWATCH program. This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the TPOC or contracting officer. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance. The contractor shall report completion for each affected contractor employee and subcontractor employee, to the TPOC and contracting officer within 15 calendar days after completion of training. iWATCH training is available on the Letterkenny Army Depot homepage – www.lead.army.mil
1.2.6 AT Level I Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, if a COR is not assigned, within 15 calendar days after completion of training by all employees and subcontractor personnel. 1.2.7 BADGES: Identification badges will be issued for admittance of personnel before performing work or service on this contract. The identification badge is the property of the US Government and must be returned upon termination or demand. The contractor/vendor agrees that he will ensure all badges issued to employees are returned to the Badge and Identification Section, Security Division, Letterkenny Army Depot promptly on termination of need or on expiration, which occurs first. The badge room is located in Bldg 2, phone # 717-267- 5301. Hours of operation are 7:30 AM to 3:30 PM, Monday thru Friday, exclusive of Federal Holidays.
2.0 Government Responsibilities: LEAD shall be responsible for the following:
a. Provide access to the installation site during the hours specified.
b. Provide electricity for vendor hand tools.
c. Provide electrical service to within 25’ of where required.
d. Provide natural gas service to within 10’ of heated makeup air unit.
3.0 Contractor Responsibilities: the contractor shall be responsible for the following:
3.1 Upon award of the contract, the contractor shall perform an in depth inspection of the installation site to familiarize themselves with the site conditions. Any required facilities modifications will be made known to the LEAD POC at this time.
3.2 Provide all utility requirements and expected arrival date of equipment 60 days prior to equipment delivery. At this time the contractor shall also provide a firm installation start date.
3.3 Ensure the electrical installation is performed in accordance with the National Electrical Code and National Electrical Manufacturer's Association. All electrical work shall be subject to inspection by LEAD electricians.
3.4 Supply all equipment, parts, labor and materials necessary for the shipping, off-loading, storage, positioning, installation, and proper operation of the provided equipment.
3.5 Installation of the equipment in its entirety, including all electrical and natural gas connections.
4.0 Specifications:
4.1 Performance Specifications: The ventilation system shall accommodate the operation of the Force Provider micro grid test cell (see attached sketch). The following performance parameters shall apply to the main equipment components provided:
4.1.1 A 5,000 cfm minimum airflow exhaust fan shall be provided for the generator exhaust (six each generators operating simultaneously). The exhaust fan shall be rated for 300° F minimum air.
4.1.2 Up blast room ventilation (roof ventilators) shall be provided. Two each units shall provide a total minimum airflow of 8,000 cfm.
4.1.3 A gas fired heated make-up air unit (MAU) shall be provided. The MAU shall be rated at 12,500 cfm minimum and shall be capable of heating air to 60° F from as low as 10 ± 2° F.
4.1.4 The ventilation system shall comply with ACGIH standards for industrial ventilation and shall be designed and constructed in accordance with SMACNA guidelines.
4.2 Design Specifications
4.2.1 General
4.2.1.1 The exhaust stack, ductwork, and hoods shall be fabricated from galvanized steel and shall be designed, constructed, and installed in accordance with the ACGIH Industrial Ventilation Code and SMACNA standards for a class 1 system.
4.2.1.2 The contractor shall be responsible for all required roof penetrations and any additional required roofing work.
4.2.1.3 The contractor shall be responsible for all concrete footer/pad work required to support the MAU.
4.2.2 Exhaust Fan
4.2.2.1 The fan shall be a Cincinnati HDBI-150 (5,000 cfm, 7-1/2 HP motor) or equivalent.
4.2.2.2 A variable frequency drive (vfd) shall be provided to regulate the airflow from app 3,800 cfm to 5,000 cfm.
4.2.2.3 The fan shall be roof mounted with curb and cap.
4.2.3 Exhaust Ductwork/Stack
4.2.3.1 An exhaust duct network will be provided to capture exhaust from each of the six generators and exhaust through a main trunk line. Capture hoods shall be provided at each generator.
4.2.3.2 Means shall be provided to position the hoods up and down.
4.2.3.3 A no loss stack shall be provided. Stack height and diameter shall be in accordance with ACGIH guidelines.
Duct velocity shall be 3,000 fpm minimum.
4.2.3.4 A backdraft damper shall be provided.
4.2.5 Room Ventilators
4.2.5.1 Two each Hartzell Model A69S or equivalent upblast ventilators shall be provided.
4.2.5.2 The ventilator units shall be belt drive with the motor mounted out of the blast stream and have swing out access to the fan bearings and shaft.
4.2.5.3 The units shall have a minimum volume flow rate of 4,000 cfm and be provided with 2HP minimum motors.
4.2.5.4 Roof curbs shall be provided for each ventilator.
4.2.5.5 Butterfly type backdraft dampers shall be provided with the ventilators.
4.2.6 Make-Up Air Unit (MAU)
4.2.6.1 A Cambridge model #M120 series or equivalent MAU with 10 HP minimum motor shall be provided
4.2.6.2 The MAU shall be an outdoor vertical unit with horizontal discharge.
4.2.6.3 The MAU shall be rated at 12,500 cfm minimum, total external static pressure of .32” w.c., input 1482 thousand BTU/hr (MBU), output 1363 MBU, natural gas (2 psi inlet pressure).
4.2.6.4 A concrete pad, wall through hole, ductwork, and grille shall be provided.
4.2.5 Electrical
4.2.5.1 All fan electrical wiring shall be included and outside electronics must be NEMA 4 rated.
4.2.5.2 Each fan (including the MAU) shall be configured for 480 Volt/3 phase service.
4.2.5.3 Electrical installation shall include a tie-in to building power which will be provided to within 25 feet of where required.
4.2.5.4 A motor starter shall be provided for each motor; resulting in four starters: one for the exhaust fan/blower, two for the ventilators, and one for the make-up air unit.
4.2.5.5 The controls and starters for the exhaust fan, ventilator fans, and MAU shall be contained in one wall mounted control panel. The controls shall be 110 Volt/single phase.
5.0 Drawings and Manuals: Two sets of the manufacturers clearance diagrams shall be submitted for approval.
Three sets of operator instruction manuals, maintenance service manuals and parts listing manuals shall be provided for the unit. These manuals shall be written in the English language.
6.0 Warranty: A one year minimum warranty shall be furnished with the provided equipment. The warranty shall cover all components. The warranty period begins when the LEAD Contracting Officer provides official confirmation that the equipment has satisfied all operational provisions of the contract.
7.0 Preservation, Packaging and Delivery: The contractor shall utilize standard commercial methods for preservation and packaging appropriate for the provided equipment and acceptable to commercial carriers. As a minimum, all areas susceptible to damage from exposure to the elements shall be preserved and/or packed to prevent damage. The contractor shall be responsible for ensuring the equipment is delivered to LEAD in good condition.
8.0 Inspection and Acceptance: The provided equipment shall be examined for design, construction, materials, components, and workmanship to determine compliance with the contract and this specification. Any deviation from these requirements shall be cause for rejection.

ADDENDUM TO FAR 52.212-2, BASIS OF AWARD:
A. General Information:
1. The basis of award will be the Lowest Priced, Technically Acceptable offer. Offerors must receive a rating of Technically Acceptable in all factors/subfactors in order for their overall proposal to be determined Technically Acceptable.
2. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, and technical requirements.
3. The Government intends to make award without discussions, unless the Contracting Officer determines that discussions are necessary. Offerors should provide their most favorable prices in their initial offers.
B. Non-Price Evaluation Factor - Technical: The offerer shall provide all information possible for the Government POC to evaluate the proposal against all aspects of the purchase description. Information includes, but is not limited to: brochures, videos, drawings, and testimonials.
C. Price Evaluation Factor: Offerors shall complete the Schedule B with pricing for each Contract Line Item Number (CLIN).
D. Proposals will be evaluated initially independently of the price to determine the Offerors’ ability to meet the Government’s requirement set forth in the solicitation. The Government may make a final rating determination based on the proposal as submitted without requesting any further information. For all proposals determined to be Technically Acceptable, the offer providing the lowest price will receive the contract award.
1. Offerors’ technical proposals will receive an overall rating based on the following:
(a) Technically Acceptable: Offeror meets all requirements or technical specifications or has submitted all documentation requested in any technical evaluation criteria and all documentation meets the standard set forth in the solicitation.
(b) Technically Unacceptable: Offerer fails to meet all requirements or technical specifications or has failed to comply in submitting requested documentation in any technical evaluation criteria or the submitted documentation fails to meet the standard set forth in the solicitation.

52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR
EXECUTIVE ORDERS—COMMERCIAL ITEMS (DEVIATION 2013-O0019) (JAN 2017)
(a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(b)
(1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (b)(1) in a subcontract for commercial items. 52.216-1 TYPE OF CONTRACT (APR 1984)
The Government contemplates award of a Fixed-Price Supply contract resulting from this solicitation.
52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)
(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.
(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.
(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.
(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:

252.211-7003 ITEM UNIQUE IDENTIFICATION AND VALUATION (MAR 2016)
(a) Definitions. As used in this clause-
Automatic identification device means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.
Concatenated unique item identifier means--
(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or
(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number;
and serial number within the original part, lot, or batch number.
Data Matrix means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200
(ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 16022.
Data qualifier means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.
DoD recognized unique identification equivalent means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at http://www.acq.osd.mil/dpap/pdi/uid/iuid_equivalents.html.
DoD item unique identification means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.
Enterprise means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.
Enterprise identifier means a code that is uniquely assigned to an enterprise by an issuing agency.
Government's unit acquisition cost means--
(1) For fixed-price type line, subline, or exhibit line items, the unit price identified in the contract at the time of delivery;
(2) For cost-type or undefinitized line, subline, or exhibit line items, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery; and
(3) For items produced under a time-and-materials contract, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery.
Issuing agency means an organization responsible for assigning a globally unique identifier to an enterprise, as indicated in the Register of Issuing Agency Codes for ISO/IEC 15459, located at http://www.aimglobal.org/?Reg_Authority15459.
Issuing agency code means a code that designates the registration (or controlling) authority for the enterprise identifier.
Item means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.
Lot or batch number means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.
Machine-readable means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.
Original part number means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.
Parent item means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.
Serial number within the enterprise identifier means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.
Serial number within the part, lot, or batch number means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.
Serialization within the enterprise identifier means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.
Serialization within the part, lot, or batch number means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.
Type designation means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.
Unique item identifier means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.
Unique item identifier type means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at http://www.acq.osd.mil/dpap/pdi/uid/uii_types.html.
(b) The Contractor shall deliver all items under a contract line, subline, or exhibit line item.
