(D) The material used to bond the LPS to the grounding loop conductor will meet the requirements set for the in DA PAM 385-64, figure 17-5. The resistance of any object bonded to the LPS will not exceed 1 Ω. Exceptions are noted in DA PAM 385-64 table 17-1.
(E) Fences which come within six (6) feet of an explosive structure’s LPS will be bonded to the structure’s LPS or it’s grounding system.
5.1.2 Testing of the LPS Catenary Systems: Tests shall be performed IAW DA PAM 385-64 (appendix B) and test results documented on AMLD 4413 and shall be returned to the COR within five (5) working days of the test. Annotate results of three (3) Point Fall of Potential resistance reading (25 Ω maximum) in notes section. Lightning protection subsystem (bonding check) have a maximum resistance of 1 Ω. LPS Tests shall be IAW DA PAM 385-64 (Appendix D) with results annotated on AMLD 4413.
5.1.3 RESISTANCE OF SYSTEM: The resistance from all air termination systems and down conductors to the lightning protection grounding system shall be 25 Ω or less. If not, steps need to be taken until these levels of resistance are met.
Additional, deeper ground rods or any other approved method may be used to achieve this reading. At locations where achieving 25 Ω or less is not feasible through the installation of additional ground rods or a ground loop conductor, other alternatives are possible but must be approved by the LEAD COR and
TPOC.
5.2 Repair: The repairs for all points that do not successfully pass the testing process according to the list/steps in paragraph 5.1, shall be scheduled within 48 hours of approval. The static electricity charge dissipation subsystem has to possess a required resistance of less than or equal to 25K Ω to 1M Ω. The repairs may include replacement of ground rods (copper, copper-clad, stainless steel, hot dipped galvanized steel), ground loops (counterpoise) (stranded copper, copper-clad steel cable), and air terminals (solid copper, copper-clad steel, hot-dipped galvanized steel, solid aluminum, tubular aluminum, tubular copper), and catenary (overhead wire) system (copper, copper-clad, aluminum, stainless steel) and main conductor cables (copper, aluminum) and main conductor solid strip (copper, aluminum) and bonding straps (solid or stranded) (copper, aluminum). The repairs could also include but not be limited to cable replacement underground, which would require the cable to be a minimum of 30” underground. Repairs and replacement of components must meet the requirements of NFPA 780 and DA PAM 385-64 (table 17-4 LPS requirements). Grounding system material will be in accordance with NFPA 780, NFPA 70, Article 250, Part J, paragraphs 250-90 through 250-106 and DA PAM 385-64. After the repair is conducted, then a test must be conducted/repeated at no additional cost to the government except for the labor hours required to do the test, in order to confirm the point is within the established parameters. All test equipment shall be calibrated according to the industry standards established for this type of test equipment. The warranty on the repairs shall last at least 12 months from the date of the repair, which means that the repair will still be able to successfully pass the testing criteria in paragraph 5.0 up to 12 months from the date of the repair. If not, the repairs will be completed again and the warranty period will then begin from that that repair date.
5.2.1 Labor hours for the repair initiate upon arrival at LEAD. The cost to conduct the repairs per hour shall include all travel and administrative costs; in 60 minute increments; and will not include the cost of a lift. If total labor hours will exceed 5 hours, then a verbal or written approval from the LEAD COR shall be required before any work is authorized to begin.
5.2.1.1 Bonding: According to DA PAM 385-64; 17-22 Bonding shall have:
(A) Protection from side flash shall be obtained by either separation distance or by bonding. The required separation distance shall be determined by using the formula in NFPA 780, ‘Standard for the Installation of Lightning Protection Systems’ as indicated Bonding is used to reduce the possibility of a side flash and is used to ensure no electrical potential differences are produced by lightning current. Chapter 4 and Annex K of NFPA 780 shall be used to determine the minimum bonding requirements except as modified herein.
(B) For buildings which are 36 feet in height, or less:
a. Bonding will be required for large masses of metal (400 square inches or larger surface area) located on the exterior, within the facilities.
b. Bonding is also required if the object is within six (6) feet of any part of the LPS. Examples include facility metal items such as radiators, tanks, permanent machinery, stair rails, ventilators, metal doors, air conducting ducts, metal columns, and metal siding.
(C) For buildings greater than 36 feet in height: Bonding will be required as specified in NFPA 780, Chapter 3.
5.2.1.2 RESISTANCE OF SYSTEM: The resistance from all air termination systems and down conductors to the lightning protection grounding system shall be 25 Ω or less. If not, steps need to be taken until these levels of resistance are met. Additional, deeper ground rods or any other approved method may be used to achieve this reading. At locations where achieving 25 Ω or less is not feasible through the installation of additional ground rods or a ground loop conductor, other alternatives are possible but must be approved by the LEAD COR and TPOC.
5.2.2 Parts/Materials: This shall cover all parts and materials required for the repairs to be conducted in paragraph 5.2. If the amount of the parts/materials exceed $500, then verbal or written approval from the LEAD COR shall be required before any work is authorized to begin. All parts/materials used for repairs shall be UL rated and approved, and use a LPS standards, and CSA certified.
5.3 CONTRACTOR MANPOWER REPORTING (CMR): The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor shall completely fill in all the information in the format using the following web address https://www.ecmra.mil/. The required information includes:
