The following items are applicable to this modification:

AMENDMENT NOTES

The following are applicable to this amendment:

1. The Acquisition Set Aside has changed from No Preference / Not Listed to Small Business. The set aside percentage 100.00% has been added.

2. The required response date/time has changed from 11-Jun-2021 04:00 PM to 18-Jun-

2021 04:00 PM.

3. Answers to questions submitted by interested vendors are included in this amendment.

4. An error in the Request for Technical Literature has been revised to reflect to correct anticipated delivery timeframe: Reasonable delivery for this item is 365 days. (The corrected Request for Technical Literature document will be attached with this amendment).

5. All other terms and conditions remain unchanged.

QUESTIONS AND ANSWERS:

Question: 1. Period of performance. The current statement of work states that the cranes should be delivered and installed by 365 after award but the request for technical literature states the items should be delivered in 600 days. What is the required period of performance on this contract?

Answer: 1. This is a typographical error in the technical literature it should be 365 days (Corrected Request for Technical Literature is attached with this amendment).

Question 2. 6.4 and 9.4 Bridge Girders: The paragraph references that the “Bridge shall be designed for all dead and live loads plus a safety factor of 5.” This is a might higher safety factor than CMAA regulations call for and will result in a much heavier and more expensive crane. The design requirement should follow CMAA design guidance for a Class D crane. Which is the correct design requirement for the bridge crane. There is a good change that the building structure is not designed to handle the additional weight of the crane that would be required under the current description.

Answer2. CMAA requirements will supersede.

Question 3. 7.1 references that the wire rope shall be in the English unit of measure and shall not be in the metric unit of measure. The Specified hoist Detroit DFR6053-15 comes with METRIC sized wire rope on it and is not available with English unit of measure wire rope.

Answer 3. The hoist requested is what should be supplied.

Question 4. What are the existing conductor rails and are we supposed to supply the new collector assemblies?

Answer 4. Requiring activity does not have the information on the conductor rails. (They are enclosed). The contractor are to supply the new collector assemblies.

Question 5. 12.2.4 Hoist loss of power references that “both brakes will set”. The specified hoist only has one brake on it. Is there supposed to be an additional brake on this hoist?

Answer 5. The hoist specified it will be tested. The load test is one requiring activity has used many times but may be outdated for this hoist.

Question 6. Who will provide the load test weights for the crane? If the government will not provide steel weights and the contractor is to provide weights is water available?

Answer 6. The contractor will have to provide steel test weights for test. No water is available.

Question 7. 9.2 references 200 ft/min and .5 ft/min low speed. The usual speed different between high and low speed is 10 times the high speed so the low speed would be 20 ft/min. Is this acceptable?

Answer 7. All motions are to be VFD controlled to allow infinite adjustable.

Question 8. Is a backup pushbutton or radio required on these cranes?

Answer 8. No backup required.

Question 9.Are any horns or lights required on these cranes? Are any flood lights required on these cranes?

Answer 9. No flood lights are required but horns and flashing lights are required as CMAA.

Question 10. Can we get a copy of the sign-in sheet from the walk through?

Question 10. The sign-in sheet from the site visit will be provided upon request.

Question 11. 17.0 Are the existing cranes to be disposed of by the government or the contractor?

If it is the contractor are they considered property of the contractor for scrap purposes?

Answer 11. The contractor is only responsible for placing the cranes outside the building.

Question 12. Does the Buy America Act apply to these cranes?

Answer 12. Yes, the Buy America Act applies.

Question 13: Why wasn’t this posted as a small business set aside as there are dozens of qualified small crane manufacturers in the United States?

Answer 13: This decision was based on an erroneous analysis of market research. This amendment changes the procurement type to total small business set-aside.

Question 14: Are there any drawings available on the existing cranes?

Answer 14: No

Question 15: Do you know the rail size the cranes will be running on in each bay?

Answer 15: The rail was replaced approximately 20 years ago. To the requiring activity’s recollection, there is 90-lb. rail in all high bays.

Question 16: What brand and size runway electrification is existing?

Answer 16: It was replaced approximately 15 years ago, but the requiring activity is unsure of the brand and size.
