About this file
This document is an amendment to a solicitation for the procurement and installation of overhead cranes at Anniston Army Depot in Alabama. The amendment updates pricing for line items 0001 and 0002 to specify that installation pricing must include removal of existing crane systems. It also provides answers to questions from interested vendors regarding details like existing rail sizes, electrification brands, and contractor responsibilities for load testing and removing old cranes. Space for equipment preparation and accommodations for second shift work are also addressed. The Department of the Army Materiel Command Contracting Command Detroit Arsenal is the contracting agency for this opportunity to supply one 70-ton and three 30-ton overhead cranes by the date specified in the original solicitation.

QUESTIONS AND ANSWERS:
Question 1: Are there any drawings available on the existing cranes?
Answer 1: No
Question 2: Do you know the rail size the cranes will be running on in each bay?
Answer 2: I replaced the rail about 20 years ago and if I recall it is 90lb rail in all high bays.
Question 3: What brand and size runway electrification is existing?
Answer 3: It was replaced about 15 years ago, but the requiring activity is unsure of the brand and size.
Question 4: The middle bay high level shall have the attachment point for operator descender relocated. The location of the attachment point shall be directed by the ANAD safety office.” I assume we would provide a lug mounted on the cab for ANAD provided operator descender to mount to?
Answer 4: The requiring activity does not know where the lug will need to go but it will not be on the cab. The cab is top entrance and no good location to attach to cab. There is a one located on the catwalk but it is not preferred by ANAD Safety because it is lower than the hand rail. The Safety Office’s preference is to make the area of the handrail strong enough to attach the lug to it.
The descender is not part of this; ANAD will provide them.
Question 5: Will a separate CLIN be added for the removal of the old crane system? How should this be priced?
Answer 5: No, a separate CLIN will not be added. The installation price should include the cost to remove the old crane system.
Question 6: Where is the contractor responsible for handoff?
Answer 6: If “handoff” refers to the point at which ANAD takes operation of the new crane, it will be accepted once it has passed the acceptance test.
Question 7: Will there be a vehicle available to put the old cranes on?
Answer 7: Yes there will be a truck available, or the contractor may place the old crane outside the building. (In the past, ANAD has had a truck available to load the old crane on as it is taken down).
Question 8: Do the cranes have walkways (full or half)?
Answer 8: The SOW has been changed and requires a full walkway on the bridge motor side.
Question 9: Do the cranes have lights?
Answer 9: Not for the work being done on the floor.
Question 10: Are there exceptions to the hoist? (The SOW specified Detroit) Answer 10: No this is to cut down on the spare parts ANAD has to keep in storage. The depot has several Detroit on site now.
Question 11: If there is not enough room to remove the cranes, is the contractor responsible for additional accommodations needed to get the roof off?
Answer 11: All cranes have been removed over the last 15 years so they can be removed without removing the roof.
Question 12: Is ANAD going to load test?
Answer 12: The contractor will do the load test, including test weight and manpower to do the test.
Question 13: Will the contractor have space to prep? (The contractors at the site visit commented on the location of the bays in Bldg. 400 and expressed concerns about having enough space) Answer 13: ANAD will provide ample space to do the work.
Question 14: Will accommodations be made to work around 2nd shift and OT personnel schedules?
Answer 14: Contractor personnel with “No Escort Required” badges will be allowed to work as long as the building is open. This will be coordinating with the Contracting Officer or Contracting Officer’s Representative. (Attachment 3, SioanForm 380-2, will need to be completed by the winning offeror’s personnel who will require depot access to install the cranes. They will be issued a temporary “No Escort Required” badge).
