Narrative: WAWF PROCEDURES. If your order WILL BE PAID BY DFAS (not by credit card) and contains DFARS Clause 252.232-7003, Electronic Submission of Payment Requests, you must submit your invoice through Wide Area Workflow (WAWF). This clause requires invoices for supplies and services purchased by the DoD be submitted via electronic means.

The Wide Area Workflow system satisfies this mandatory requirement. WAWF can be accessed on the internet at https://wawf.eb.mil/

Ensure the Electronic Business POCs listed in the System for Award Management (SAM) for your company are the same individuals that will submit invoices through WAWF before using WAWF. SAM is accessible at www.sam.gov. For SAM access and navigation issues, follow the instructions provided at “User Guides and Helpful Hints” on SAM Home page.

If your Electronic Business (EB) POCs are correct, contact the WAWF helpdesk at 1-866-618-

5988 or by e-mail at cscassig@ogden.disa.mil and ask them to establish a group for your CAGE code. The group administrator will also have to call the WAWF helpdesk to request account activation. Once the group is established and the account is activated, you will be able to create a Combination Invoice/Receiving report (SUPPLIES/MATERIALS) or a 2 in 1 Invoice (SERVICES/EQUIPMENT) using the codes below and instructions available from our contract administrator/buyer.

Questions concerning payment should be directed to the responsible Defense Finance Accounting Services (DFAS). Please have the order number and invoice number ready when calling about payment status.

The accounts payable mailing address can be located in Block 18a of your order. You can easily access payment information using the DFAS web site at http://www.dfas.mil. Your purchase order/contract number or invoice will be required to inquire status of your payment.

3.1 General Requirements: The CNC VMC shall be new and one of the manufacturer’s current models capable of operation in accordance with the requirements herein. The machine will be a cast or molded frame (not a welded steel frame). The CNC VMC shall be capable of operation in manual, semi-automatic, or fully automatic cycle. The machining center shall use standard International Organization for Standardization (ISO) programming format for computer numerical controlled machine tools. It will include all required software and hardware necessary to program and operate the CNC VMC from the machine’s control panel. The control will include basic level Question and Answer with Graphics conversational assist programming for basic machining. The CNC control will accept programs from an off-line programming system. The CNC VMC shall have precision linear guide ways, precision spindle bearings, flood coolant system, through spindle coolant system, work light, full enclosure, spare parts list, maintenance and instruction manuals, standard set of wrenches and keys for the CNC VMC and its accessories. All parts subject to wear, breakage, or distortion shall be accessible for adjustment, replacement, and repair.

3.1.1 Controlled Axes. The CNC VMC shall have as a minimum of three (3) controlled axes that can be run in both simultaneous linear and simultaneous contouring modes (3-axes simultaneous contouring). Additionally, there will be an interface for the VMC to support a 4th axis rotary table for a total of four axes. Axes shall be defined as X,Y,Z and A. The rotary table shall be programmable in increments as small as .001 of a degree and shall be capable of contouring. There must be an integral torque limiting system which electronically senses axis overload which will shut down the machine to an Emergency stop condition. The ball screws need to have absolute position encoders or equivalent that divides the rotation of ball screw to a minimum of 1,200,000 divisions.

The position of all axes is to be known by the controller at all times including times of power loss, crashes or Emergency stop. The VMC will not require batteries to support the absolute position encoders. The VMC will not require to return to a home position at any time.

3.1.2 Travel. The minimum requirements for axis travels are: X-axis travel minimum 29.00” inches, Y-axis minimum 18.00 inches, Z-axis minimum of 18.00 inches.

3.1.3 Table. The minimum table work surface will for the machine is 38.50 inches in X-axis, 18.00 inches in Y-axis and table work load of at least 1,500 lbs.

3.1.4 Spindle. It shall be a 40 taper spindle with CT retention knobs and will be a dual contact type. The dual contact spindle will accept both single contact type tool holders as well as dual contact tool holders. The spindle will be an integral motor type with no belts or pulleys in the drive train.

3.1.5 Spindle Speed / Horsepower. Minimum horsepower (hp) will be 30hp intermittent duty with continuous duty of 25hp. Range of speeds shall be from 50 rpm to 15,000 rpm, infinitely variable.
