1. CONTRACTING AGENCY: U.S. Department of the Army, Directorate of Contracting, Anniston Army Depot, Anniston, AL 36201-4199

2. DESCRIPTION OF ACTION: A solicitation resulting in a contract with Strippit Inc. to whom the solicitation will be restricted. The proposed contract will include a base year and option provision for four additional years.

4. AUTHORITY CITED: 10 U.S.C. 2304(c)(1) - Only one responsible source as authorized by FAR 6.302-1.

5. REASONS FOR AUTHORITY CITED: As described in FAR 6.302-1(a)(2), procurement by other than Full and Open Competition is necessary because Strippit Inc. retains the proprietary rights to all technical, design and software data required to perform necessary repairs, alignments and software licenses.

6. EFFORTS TO OBTAIN COMPETITION: This procurement action will be synopsized in the Federal Business Opportunities (FBO) stating the intent to negotiate only with the Strippit Inc. and to encourage any firm that recognizes these items/services and can provide supporting evidence, including written permission from Strippit Inc. to use any proprietary data needed to perform the service described in the specification, to identify themselves. All qualified offerors will be considered. However, it is determined that Strippit Inc. will retain all proprietary data for its own use and will not release any technical data.

7. ACTIONS TAKEN TO INCREASE COMPETITION: We will continue to conduct industry surveys of other vendors to determine if they have developed products and services which meet the requirements for this type of service. All vendors must have written permission from Strippit Inc. stating that they can have access to Strippit Inc.

proprietary data. Access to this data is required to properly service and maintain this equipment.

8. MARKET SURVEY: Strippit Inc. has been contacted and asked if they would consider releasing technical/design data. The market survey has revealed that no other vendor has the capability to perform this service due to the highly specialized nature of the Strippit machine and the proprietary technical, design and software data. In addition, a Request for information (RFI) was publically released on 24 July 2018, seeking sources for this effort. The RFI closed on 7 August 2018 and one vendor, RV Global Solutions, Inc. responded. The vendor was found incapable of performing the work due to lack of documentation indicating a knowledge of the lasers, repair, or replacement parts for the requirement.

9. INTERESTED SOURCES: To date no other sources have expressed an interest in writing. Additionally, the synopsis in the CDB, explained in paragraph 6 above, will be used to identify any other qualified vendors.
