8392912 Contracting 00-73-46 Wage Determination

Comment Classification: UNCLASSIFIED (U)

The Decision No. AK20190001 is the "Building and Heavy" option for North Star Borough. It has a mistake in the piledriver welding rate. The 43.90 rate shown is actually the Welder that is Certified to Inspect welds. The piledriver welder rate is 39.34 ST. If this decision is used Contractors will have to pay the higher rate. The decision AK20200007 is the "Highway" option for the North Slope Borough. It has the correct piledriver welder rate. Could the decision used be changed? There are a lot of piledriver welder hours in this project.

(Attachment: Alaska-AGC-Pile-Drivers-Bridge-Dock-Builders-and-Divers-Schedule-A-9-1-19-to-8-31-2020.pdf) On:

Feb 10 2020.

Government Response. . The wage determination included in the solicitation is AK20200001 published on 01/31/2020 and is "Building and Heavy". Per WDOL prevailing wage resource book (https://www.dol.gov/sites/dolgov/files/WHD/legacy/files/Tab6.pdf) "Heavy Construction is a "catch-all" category which includes those projects which cannot be classified as Building, Residential or Highway.

Heavy construction is often further distinguished on the basis of the characteristics of particular projects, such as dredging, water and sewer line, dams, major bridges and flood control projects."

Due to the use of the pad and the location at the flood control project, the solicitation wage rate has been determined to be the most appropriate. On: Feb 11 2020

What hammer energy should the contractor assume for the 5 BPF? Probably not the same for large hammers vs small, fuel level changes, etc.

On: Feb 14 2020.

Government Response. . The specifications indicate that a vibratory hammer should be used and the driving energy shall be as recommended by the manufacturer for the piling weights and subsurface conditions. The contractor is responsible for selecting the appropriate hammer to drive the piles to the correct elevation and not overstress the pile. On: Feb 28 2020

"If the Contractor demonstrates that removal or penetration is impractical, make changes to the design alignment of the piling structure as directed." This could be a huge expense if piles are halfway down or more and hit a stone that won't move. Pulling all the sheets, moving templates, and redriving. 3.3.3 is more practical, "Pilings driven to refusal...shall be cut off to the required elevation". Is there a certain depth that 3.3.3 can be counted on? Or some other criteria?

Page 2 of 10ProjNet: Logged In User

On: Feb 14 2020.

Government Response. . There is no specified depth at which piles can be cut off prior to reaching tip elevation. The design is based on reaching the tip elevation shown in the plans. The piles should be driven to the specified tip elevation. See Amendment #6 for revision to paragraph 3.3.3. On: Feb 28 2020

This specification requires the contractor that sets and grouts the concrete deck panels to have PCI's Certificate of Compliance to erect Category S1. There is substantial construction of this type for bridges and docks in Alaska, but I personally don't know of this certification requirement on any of them. The hatched area indicates where base course and structural fill will be removed for the wingwall baling deck structure. Since both projects are bid as one, now, will the west cell have to be completely filled and then material partially removed or can the material in the west cell remain lower?

On: Mar 11 2020.

Government Response. . The cell may be partially filled. If construction is delayed and the cell is left open and unattended for a long period of time, consideration should be given to placing fencing or barriers to prevent people and/or wildlife from falling into the excavation. On: Mar 17 2020

If there is standing water in the cells after driving the sheet piles, will it have to be dewatered prior to filling the cells (requiring an ADEC dewatering permit)?

On: Mar 11 2020.

Government Response. . The contractor should be prepared to dewater inside the sheet pile cells prior to placing and compacting fill within the cells. It is not anticipated that a project specific ADEC dewatering permit will be required however the contractor is responsible for reviewing the ADEC General Permit for Excavation Dewatering and ADEC contaminated site map to confirm. This section states if refusal is met (due to obstacles or other)before attaining design tip, the Contractor is to make changes in the design alignment as directed. Depending on the stage of construction, changes in the design alignment could cost the small business contractor in the range of $200k to over $1 million PER INCIDENT, since it would probably require moving an entire cell and empor more than one cell. At the pre-bid it was stated that the sheet pile should go down good. If the contractor follows the specifications and drives with an appropriate sized vibratory hammer, could this specification be revised to limit the exposure to the contractor somehow? Refusal could come from cutting edges or other steel left in the fill, anomalies such as boulders, or just the dense layers as shown

Page 6 of 10ProjNet: Logged In User in the borings slowing the progression of the 60' sheets. The cause may not be identifiable from above ground.

Agreed, small chance, but would be disastrous to a small contractor.

On: Mar 11 2020.

Government Response. . Any change to the design alignment would be at the direction of the Contracting Officer and made in accordance with the applicable clause(s) of the contract. Section 31 41 16 has been revised in Amendment 0007. On: Mar 12 2020

Structural Drawing note states "Core drill at a diameter equal to the inside of the pile approximately 2" into the existing concrete footing. Clean out the bottom of drilled space to the extent practical. Min. bit diameter of 21" (+2/-0)."

What is the goal of this task?

Is a person going to be required to chip the core drill plug from the footing?

Is an alternate method such as drilling multiple taps into the footing an acceptable option?

On: Mar 13 2020.

Government Response. . 1)The objective is to create a void space equal to the inside diameter of the pipe pile for the concrete fill inside the pile to be keyed into the existing footing. This is shown in Detail F9 on Sheet S-102.

2)As much of the drill plug as possible should be removed from the top of the footing.

3)This may be an acceptable alternative. A detailed installation plan should be submitted for review and approval after award. On: Mar 19 2020

What is the allowable load on a driven pile?

Structural drawings and specifications do not provide limits, except for "Refusal." Pipe piles can be crushed at excessive loads.

On: Mar 13 2020.

Government Response. . For those piles not over the wing wall footing, a tip elevation is provided that piles must be driven to. Geotechnical data indicates the piles should be able to be driven to that tip elevation with the appropriate hammer without damaging the pile and this will likely provide the required load capacity. The contractor will submit their plan for installing piles without damage for approval by the government. The piles for the wing wall deck are designed for a 175 ton ultimate, 58.3 ton allowable bearing load (FS = 3.0).

As stated in the specifications, the contractor must perform PDA testing on two piles to verify the bearing capacity has been achieved. PDA testing on the first two production piles driven (not including piles over the wing wall foundation) is recommended.

For piles over the wing wall, piles are to be driven to the top of the footing and stopped. A sudden refusal is expected when this occurs. On: Mar 19 2020

If a flood event occurs after removal of rap and gravel, is there concern of catastrophic erosion of the site?

Is the contractor to follow gov't procedures or course of action to minimize erosion impacts? What would this include?

Page 7 of 10ProjNet: Logged In User

On: Mar 13 2020.

Government Response. . If this situation occurs, it will have to be assessed at the time. The potential for a flood event is typically known several days in advance. On CHL022, Wing Wall Baling Deck, Sht S-201, Detail D1 shows "Top of Retention Plate" @ elevation 515.5' Appears this is on the west edge of the Wing Wall Baling Deck.

Does the retention plate at this elevation wrap two sides of the deck? I.e.: Is this steel elevated above the aggregate surfacing on the south elevation of the deck also? Does the retention plate tie into Cell 1 of the sheet pile?

On: Mar 18 2020.

Government Response. . The retention plate does run along the "westerly" or downstream end of the wing wall baling deck and along the front or waterside face as per D5/S-507. There is no retention plate on "easterly" or upstream end of the wingwall deck. The entire concrete deck and girder system transitions into the cell structure. The front or waterside retention plate does tie into a single cell sheet pile with a weld at the upstream end per detail D7/S-201. Drawing C-103 shows a note of PVC waterstop being installed at the joint between cast-in-place concrete and the pre-cast panels. Specification section 03 30 53 includes reference to the PVC water-stop at paragraphs 2.4.1.l and 3.1.4.

On Sht S-505, Note 3 states "Cast a PVC Water-stop into the onshore end of each panel. Free end will waterstop will be cast into the MSE wall top slab; see specifications."

These appear to be contradictory. Given the schedule limitations of the contract (River Baling Deck Cells must be complete prior to starting Wing Wall portion), the CIP slab faces the possibility of not being completed before concrete plant seasonal shutdowns. What is an acceptable alternate method of sealing the joint?
