REVISED SCOPE OF WORK
RECOVERY-
TOPOGRAPHIC/HYDROGRAPHIC SURVEY
SMALL BOAT HARBOR
SEWARD HARBOR
SEWARD, ALASKA
CONTRACT NO. W911KB-09-D-0002
1. Scope of Project: Perform a Condition Survey and re-establish horizontal control for the Seward Small Boat Harbor for the U.S. Army Corps of Engineers, Alaska District.
Seward Small Boat Harbor: condition survey of the small boat harbor to include all breakwaters above and below the waterline, and also including the entrance channel, the disposal site (mitigation area), and the area within 500 feet to the entrance of the channel. Set additional project control suitable for surveying harbor if needed that can be used for future plans & specifications for dredging. Horizontal Control: All Horizontal Control needs to be re-controlled and updated to 3rd order Class 1 holding current NSRS/NGS, NAD83, ASP Zone 4 published values. NAVD88 Elevations: Connect a minimum of two Primary Project Control Benchmarks to the NSRS 3rd Order differential levels holding published NSRS/NGS values. Vertical Control is in U.S. Survey feet referencing Mean Lower Low Water (MLLW=0.0 feet elevation). Tidal Datum is based on 1983-2001 Tidal Epoch from NOAA/NOS Tidal Bench Mark List: “9455090 Seward, Resurrection Bay, Alaska” published 4/21/2003.
2. Major Tasks: During the performance of work the Contractor shall complete the following major tasks:
A. Control: Horizontal control shall be derived by static GPS observations, and final output coordinates shall be NAD 83 ASP Zone 4 in U.S. Survey Feet. Vertical control shall be referenced to MLLW based on the 1983-2001 tidal epoch, holding a minimum of two USCGS Tidal benchmarks from NOAA/NOS Tidal Bench Mark List: “9455090 Seward, Resurrection Bay, Alaska” published 4/21/2003. Tie existing listed control, any newly set control monuments, USGS, NOAA and other monuments/Bench Marks within a reasonable distance to the control into the new control. Setting control monuments at the project site shall be required as necessary to replace or add for a safer and better recovery of the monument in the future. A horizontal and vertical control plan and the type of monuments to be set shall be submitted with the proposal. All new control shall be listed by name in a table with x, y, and z and located and labeled on the project drawing. Any NAD 27 drawings shall be converted to NAD 83 in US Survey Feet based on NADCON.
B. Topography: Within the areas to be surveyed the Contractor shall acquire all field topographic and planimetric information to be used for the appropriate scale of each project mapping with a one foot contour interval if and as required. All ground shots and graveled areas shall be to the nearest one tenth (.1) of a foot. Density of field elevations must support the proper project scale mapping and shall be provided as necessary to show all breaks in grade or changes in terrain (shot spacing shall not exceed 50 ft intervals). All breakwaters shall be surveyed and any anomalies shall be noted and written on the notes of the submitted drawings (this may require a cross section). The Corps shall be notified of any control that differs from the existing and the Contracting Officer shall determine if the horizontal control coordinate shall be changed to the new location.
C. Hydrographic: Soundings will be measured using a multi-beam sonar with sufficient overlap of data to obtain a one hundred percent coverage of the bottom. All soundings will be recorded as digital data in US Survey Feet, reduced to the nearest 0.1ft. All profiles (cross sections) shall be perpendicular to the shore or breakwater as applicable. The preplanned areas shall include both sides of any breakwater for a minimum distance of at least 75 feet from the edge of the breakwater (MLLW) where conditions permit. Any anomalies such as submerged ships, boats, large objects that could be a threat to navigation, etc. shall be noted and written on the notes of the submitted drawings and is to include X,Y, & Z coordinates.
a. Suitable Conditions: Suitable conditions are defined as (1) when the water surface within the project area having a chop not greater than two foot vertical distance measured from the wave peak to trough and (2) environmental conditions such as ice and snow in the sounding area would be of significant quantity to create questionable data or prevent data acquisition. Data acquired under these conditions may be subject to rejection by the Contracting Officers Representative (COR).
b. Fathometer Calibration: The contractor shall perform a Calibration Check immediately before and after each sounding operation and record the readings including corrections onto the fathometer chart or printer hard copy.
D. Tidal Datum Determination: See “2. Major Tasks, A. Control for vertical determination.
E. Site Photos: The Contractor shall acquire and provide aerial oblique digital photos of the project area and adjacent harbor facilities. These photos will be used for future budget development and justification purposes as well a historical accounting of existing development around the harbor. Photos shall be in a logical and identifiable format (photo log, .jpg). Aerial oblique photos shall not show any wheel, strut, wing, etc. A photo of any USACE signs with reasonable background shall also be required. Photos shall be clear and adequate to illustrate general site conditions, plus any complex details (noticeable slumps or damages to the break waters, partially submerged obstructions or other anomalies that in the surveyor’s judgment would be of value to the Corps for maintenance and repair purposes). Photos of all survey and control monuments for each project set or recovered along with Survey Monument Description Sheets shall be part of the deliverables.
F. Deliverables: Upon completion of all fieldwork, the Contractor shall produce 1 set of Paper Drawing Plots for mark up of the project and submit to the Corps as a preliminary survey with all navigation aids shown at location, all calculations and notes of the project/s with new surface/s submitted in .xml format and point files via email and on cd/dvd for the Corps to review and provide feed back to the Contractor. The Paper Drawing Plots of the project shall incorporate the topo and hydro with soundings being taken as negative unless preceded by a plus sign and displaying a contour interval of one foot. A bold contour will be displayed at the MLLW (0) elevation and another bold contour displayed at the project depth. The drawings shall contain a computation table showing total volumes calculated for side slopes, to project depth, and to over depth. Any obstructions or encroachments above the over depth or into the Federal Project Area is to be noted in the notes and shown and labeled on the survey drawing. The notes shall include equipment used to accomplish the survey. All drawings shall meet the latest version of the Tri-Services AEC Cadd Standard. The Final Submittal to the Corps shall include all raw data, processed data, point files, and any other pertinent data related to the survey, a summary report, drawings corrected by the Corps comments, one color contour relief by elevation of the area surveyed (darker areas being deeper and lighter areas being higher), and stamped by a Professional Land Surveyor licensed in the State of Alaska and a copy of the stamped drawing/s in .pdf format. Plots shall show all navigation aids and control monuments and other pertinent data and listed in the notes or tables. The Contractor shall provide to the Government all supporting Autodesk Civil 3D 2007 Data including all XML files.
3. Accuracy: The survey shall conform to requirements as specified in the most current USACE Engineering Manual EM 1110-1-1005 (Control and Topographic Surveying) and EM 1110-2-1003 (Hydrographic Surveying). Specifically, the following accuracies must be obtained:
