3. Description of Supplies/Services: Contractor shall provide 4,000 Small Rectangular Coastal Bermuda Hay Bales

The feed is to be delivered as needed, IAW the Statement of Work (SOW).

4. Authority Cited: 10 U.S.C. 2304(c) (5) as implemented by FAR Part 6.302-5 -- AuthorizedorRequired by Statute.

5. Reason for Authority Cited: is the only supplier in Bell County on DSBS with the selected NAICS 111940 Hay Farming. This business has the equipment and resources available to irrigate their hay fields ‘all year. This quality is advantageous to the Government by not depending on nature or natural rain fall. The recommended supplier can produce hay annually through the use of irrigation assets, and is located in the local community area. The Government has already confirmed capabilities in producing and delivering quality bales of 100% Coastal Bermuda hay.

Previous vendors procured hay from other states, which was low quality and once their supply was depleted, there was no way to produce during extended periods of drought season. Selecting any other contractor would result in substantial duplication of costs that would not be recovered through competition due to the numerous deliveries required throughout the year to meet the customer's need. Accepting delivery of all 4,000 bales at once is not feasible or in the best interest of the Government because of limited space and the product is prone to significantly degrading if stored improperly and/or not used shortly after delivery (i.e... drying out, mold, pest contamination, weed contamination, environmental/chemical contamination). It is not cost effective for the Government to explore out of state vendor’s due to the significant increase of delivery cost and turn-around times for delivery requests. The quality of hay from the suggested source exceeds all Government specifications and requirement expectations.

6. Publicizing Contract Actions:

The Justification and Approval for the Coastal Bermuda Hay will be posted on FBO within 14 days of award (see FAR 6.305 (a)).

7. Market Research: The market research identified is able to provide 100% Coastal Bermuda hay as indicated in the Statement of Work (SOW).

During our market research, it was noted that another vendor can provide Coastal Bermuda hay, however, their price point is not cost effective and the Vendor does not have adequate quantities required to feed the

Market research also indicates that the bales of hay are mixed with other types of hay which would not be compatible to 100% Coastal Bermuda hay. Also, past history indicate that previous contracts such as, either through a sources sought or posting on a reverse auction site, vendors did not submit a bid for this requirement or either the hay would be blended with other grass and not 100% Coastal Bermuda hay.

The previous contract awards either had low quality Coastal Bermuda hay or the hay was mixed with other types of hay which was not conducive to the
