RESPONSE TO INDUSTRY QUESTIONS

Request for Information (RFI) Replace two Chiller Circuits at Building 56063

W91151-19-B-0007

1. Will the existing temporary Chiller need to be removed as part of this project?

No, contractor shall only be responsible for disconnecting this chiller from the existing system. DPW Operations and Maintenance Division (OMD) will remove it and all temporary piping and conduit from the job site prior to construction. Please coordinate with Mr. Sean Greene at (254) 432-1391.

2. Will the door that the temp piping is installed through need to be replaced as part of this contract?

No, DPW OMD will replace this door with the original door located on site. Please coordinate with Mr. Sean Greene at (254) 432-1391.

3. Will any ductwork cleaning be required as part of this project?

No.

4. Will the existing smoke duct detectors be required to be replaced as part of this contract?

Contractor shall ensure that ductwork smoke detectors are located as indicated in M-701. As long as the existing smoke detectors are functional, they do not need to be replaced.

5. The drawings show 2 Chemical Feeders CF-1 and CF-2. At the site visit there was a 3rd Chemical Feeder located near CWP-1. Is this Chemical Feeder to remain?

Yes, this third chemical feeder, which serves CWP-1 and CWP-2, shall remain.

6. Page MD-101B, Key note 2 says to demo the sheetrock ceiling as needed to remove ductwork. What type of finish will this require once complete?

The finish on the new sheetrock in this area shall match that of the surrounding sheetrock. I will provide a room finish schedule (as-built) in Technical Exhibit D.

7. ERV-1 and ERV-2 have fire suppression piped to underneath the units. Will this be required to be modified?

Existing fire-suppression piping shall not be modified, however, it may be demolished and replaced as necessary to demolish ERV-1 and ERV-2.

8. Can it be confirmed that TAB is required for this project?

Confirmed, but only as specified in Technical Exhibit B.

9. Can it be confirmed that Commissioning is required for this project?

Confirmed.

10. There is ductwork demolition required to take place per MD-101B outside of the Mechanical

Room. A Note 2 is indicated in Men 102 where new duct is to be installed showing that an area of drywall ceiling will have to be demolished. There is no indication in the other areas on this sheet where ductwork is to be demolished of whether ceilings exist. Can a reflective ceiling plan be provided for this area or provide confirmation that no ceiling exists except in Room 102 Men?

All ductwork outside of the room 107 (Mechanical) is covered by a finished ceiling, either sheetrock or tile. I will provide a reflected ceiling plan (as-built).

11. Sheet MD103 General Note 4 states that the contractor shall demolish all electrical and control devices associated with demolished equipment. Sheet M-701 and M-702 give detailed drawings for the new controls’ requirements. However, no electrical details have been provided which to bid from. Please provide electrical drawings indicating requirements for the project. We understand that an electrical connection will be needed at all new mechanical equipment but need to know location of panels to be tied into, circuit availability, etc.

I will provide panel schedules, lighting plans, and power plans (as-builts). All new equipment shall be tied into the same panel as the equipment it’s replacing. Electrical requirements for new equipment shall be based on the manufacturer’s instructions.

12. Please provide Electrical As-Builts of facility.

See question 11.

13. Technical Exhibit A Specifications includes several specifications and submittal requirements that do not appear applicable to this project. Please confirm this is a boiler plate document and only submittals and specifications that apply will be used for this project.

Confirmed.

14. There are requirements in the Specification for a Project Superintendent, Quality Control

Manager, and Site Safety and Health Officer. Specification Section 01 45 01.00 20 indicates this requirement in Paragraph 3.1 Please confirm whether one person can serve all three of these roles for this project since it is a smaller project being performed in a limited area.

No, for this contract, the PM, the Superintendent, and the QCM shall be three separate people.

15. Is the intent of the contract to provide uninterrupted service to the building during construction or is a cooling outage during construction acceptable? Are temporary chillers required to be carried in the contractor cost?

Contractor shall not provide any temporary chillers. The intent is to use the temporary chiller on site for as long as possible before disconnecting it to install new equipment. A cooling outage is acceptable during this transition, but its duration should be minimal.

16. In the Solicitation Document, under Pre-Requisites for Specialty Trade Licensure and

Certification it lists Mechanical HVAC license, Master Plumber, and Master Electrician license to be submitted. Based on the Statement of Work there does not appear to be any plumbing work on this project. As such, will a Master Plumber license be required?

No, a Master Plumber’s license will not need to be submitted for this project.

17. The chiller for this project is expected to have a 10-12 week lead time. Will the contractor be able to negotiate when the NTP start date will occur based on lead time of the chiller to ensure the project can be completed within 120 days of NTP as required?

The duration for this project will be extended to 180 days to accommodate the chiller lead time. However, contractor shall attempt to install this equipment as quickly as possible.

18. Pump Schedule states that CWP-3 is a base-mounted pump, but in the drawings it looks to be an in-line pump. Is there a preference?

As long as this pump satisfies the given GPM and head loss, there is no preference. Just be aware of the space limitation created by the new buffer tank. I will revise the pump schedule in M-602.

19. Pumps CWP-3, 4 and CHP-1 all show to be reusing VFDs. Without HPs on the existing pumps on the schedule, how do we determine if existing VFDs are sized appropriately?

Should we plan on providing new VFDs for all 5 pumps?

No work shall be done to CWP-1 and CWP-2 as part of this contract. Contractor should plan to provide at most three new VFDs. I will revise the pump schedule in M-602.

20. On the chiller schedule, note 1 shows to be Permanent Magnetic, and Arctic Cool does not make a magnetic in this size.

New chiller does not have to feature a permanent-magnetic motor. I will revise the chiller schedule in M-602.
