RESPONSE TO INDUSTRY QUESTIONS

Response to Industry Questions W91151-18-B-0015 Repair Triple A. Rd.

1. G100. Traffic Control Note 1 states the Traffic Control Plan needs to be approved 4 weeks before work can start. Considering the 30 days needed for initial project coordination, this results in 58 days of the initial project duration in which work will not take place – even more considering the review and approval process. Will the contract duration be extended by these 58+ days?

Answer: The referenced note has been changed from 4 weeks to 2 weeks. This time is included in the 30 days allotted for coordination.

2. C-200. Note 3 states one lane shall be available for traffic during the entire duration of the project. Can traffic be diverted to the tank trails during construction? While providing one lane of travel for mill and overlay operations is not difficult, leaving one lane open for the reconstruction areas could cause safety concerns due to drop-offs.

Answer: The road may be fully closed. Traffic cannot be diverted to tank trails. At tank trails, tanks must be able to cross either over their current crossing area or immediately adjacent. See sheets C-502 – C-504 for tank trail crossing details.

3. C-200. Note 3 states one lane shall be available for traffic during the entire duration of the project. Can the road be shut down completely for the reconstruction and culvert installations? Shutting road down completely will reduce costs of the project.

Answer: The road may be fully closed. At tank trails, tanks must be able to cross either over their current crossing area or immediately adjacent. See sheets C-502 – C-504 for tank trail crossing details.

4. Plan sheets – New Culverts. Please provide flowlines of the proposed culverts.

Answer: Contractor is responsible for establishing flow lines on site and grading for positive drainage.

5. Plan sheets – New Culverts. Please provide limits of channel grading associated with the upstream and downstream side of the culverts.

Answer: Contractor is responsible for establishing grading limits. Slope must be between 1% and 3%. Grading limits must not extend 150’-0” from culvert mouth on either side. Grading must extend to the minimum extent that will provide the 1-3% slope.

6. C501. Detail K. Detail does not provide a definite road width, but rather, a range of widths. Please provide one width of road so all bidders are pricing the same scope of work.

Answer: Detail K refers to the asphalt overlay and milling section. The contractor should maintain the existing width of road for this section, which varies. Please use the maximum dimension of 24’-0” for variably listed roadway widths; for bidding purposes only.

7. C501. Detail L. Width of road shows to be 26 ft wide, 24 ft with two 1 ft shoulders. What is the overall width of the HMAC? The detail is a bit ambiguous, we’re not certain if the 1’ shoulders are base material or HMAC (so the HMAC is either 24’ wide or 26’ wide.)

Answer: The shoulder is asphalt. The correct HMAC width in the referenced detail is 26’-0”.

8. C501. Detail L. Please provide a cleaner version of this detail – we cannot make out the Paving Note numbers.

Answer: Sheet C-501 has been magnified for clearer viewing. Notes have been moved to a new note sheet G-105.

9. Can we use an alternative prime material instead of MC-30? Would like to submit AE-P for the prime material.

Answer: No. Please use the listed prime material.

10. The Section 32 01 16.17 page 3 last paragraph about the removal milled material has several places to dump them. Do you know if DPW will take procession of them or will the contractor remove them from Ft Hood?

Answer: Millings are to be maintained on Fort Hood as government property and will not become contractor property.

11. Is any of the material to be salvaged and retained by the government or is it the contractor’s property?

Answer: Millings are to be maintained on Fort Hood and will not become contractor property. All other waste not able to be used in the process of the project may be claimed by the contractor.

12. Will we be able to close the reconstruction section down completely and if not what requirements will need to be meet?

Answer: The road may be fully closed. At tank trails, tanks must be able to cross either over their current crossing area or immediately adjacent. Tanks trail crossing must be a minimum of 24’-0” wide. See sheets C-502 – C-504 for tank trail crossing details.

13. Note on C 501 states to use TXDOT specs for turf establishment. Do we use TXDOT specs?

Answer: Turf establishment specifics have been added to the plan set. See sheet G-105 for turf establishment details.
