RESPONSE RFIS

AD012083P – COMBINE DRAINAGE PROJECTS:

1) Can the box culverts be poured in place versus precast?

Answer: The box culverts may be cast-in-place as long as the requirements shown in the design drawings are met.

2) Are the wing headwalls and wing walls still required to be provided in coordination with box culverts? There was some confusion about this as during site visit the question was asked if there was still any headwall work required and it was not clear if it was answered yes or no.

Answer: Headwalls and wing walls will only be placed where stated in the design drawings, which is only identified in the REPAIR FAILING DRAINAGE CHANNEL SE AREA OF RUNWAY site at RGAAF (see sheet 2C3).

Otherwise, all other culverts, headwalls, and wing walls will be left intact.

Regarding Drainage easement maintenance project:

1) During the site visit it was explained that all work to be done was at each of the 4 end locations and at the culvert between site 3 and site 4 channels. Furthermore, it was conveyed that no disturbance of trees and plant life would be part of the work in those channels, but looking at the drawings it shows that approx. a couple hundred feet of each channel on each end must have tress and vegetation disturbed and areas worked. Can you please provide more clarification?

Answer: See revised design drawings.

Regarding all three stand-alone projects:

1) Is there any export materials anticipated? If so, will these be required to be hauled off if any or can they be stockpiles onsite for later use by customer?

Answer: After cut and fill, cut material to be hauled off (or export materials) is anticipated at all three sites. The material at REPAIR EROSION AT TAXIWAY B AND F CENTER (HAAF) may be spread (not stockpiled) in other areas within the proximity of the project site with the approval of the airfield manager. For bidding purposes, however, include cost to haul off remaining cut material from all three sites.

2) Spec section 01 33 00, part 1 states: “The attached submittal register contains the required items the

Contractor shall submit for Government approval”. The specification is 3201 pages and the submittal register is 147 pages. Both include contain many items that do not pertain to the scope of this project. Is the government going to provide a submittal register and specifications tailored to this project in an amendment?

Answer: Specification 01 33 00, section 1.7 Submittal Register states, “Maintain and manage the submittal register, as the work progresses. Contractor is responsible for ensure all material and products used on the job site are identified and submitted to the government.” Also it states, “The original list provided by the government may not be all inclusive and additional submittals may be required.” The contractor is responsible for editing and providing the submittal register for review and approval to the government.

3) If no amendment is issued, who makes the final determination of which spec’s are used and what items are required to be submitted?

Answer: Contractor shall follow the specification per the material and equipment being used on the contract.

4) If no amendment is issued, Is the contractor responsible for editing the spec’s and submittal register and include the cost of those man hours in their proposal?

Answer: Contractor is responsible for ensuring all material and products used on the job site are identified and submitted to the government

5) Spec section 01 33 00, part 1 states: “all electronic submittals (disk) shall be on a CD-R disk only……….A hardcopy eng form 4025 shall accompany the CD-R and electronic form submitted by e-mail to COR. Are submittals submitted to the Government on CD with hardcopy 4025 and an e-mailed 4025 to the COR?;

a. “OR” are all submittals transmitted electronically to the COR as described in para 1.5.1?

Answer: All submittals that can be submitted by email is permitted. If an electronic submission is required that cannot be done by email due to size of files or requirement then they are to be done on CD-R- If a physical item is to be submitted for review then hardcopy is required.

6) Spec section 01 33 00, para 1.10 states: “For any rejection of a submittal the QCM has 1 days to resubmit unless directed otherwise from the KO.” One day is not enough time to change, rebuild and resubmit any submittal. Is this an error in the specifications?

Answer: This is not an error. The contactor has 1 day to resubmit or request additional time from the KO

7) During the site visit, it was mentioned that some of the sites need a SWPPP. Does each individual site require a SWPPP or can they be combined in one?

Answer: The government has no issue with the SWPPPs for all three sites being combined into one as long as the final SWPPP meets all of the TCEQ permit requirements for each site. If combined into one, the SWPPP will remain open and active until all three sites meet the final stabilization criteria. A notice of intent (NOI) must be submitted if land disturbance exceeds 5 acres.

8) Traffic Control around the air field was briefly discussed during the site visit. Site 1 (Murphy road area) appears to need some minor traffic control. The spec’s call for the TCP to be developed by a “roadway design engineer or traffic engineer”. Is this type of traffic control plan required for these sites?

Answer: A traffic control plan (TCP) will not be required if lane closure for an intermittent period of time is necessary, only advanced coordination with the COR and flaggers will be required. However, a TCP developed by the designated person as stated in the specifications will be required if full road closure or an extended single lane closure (more than 1 week) is required.

9) The solicitation calls for a project sign. There is not a location shown on the drawings for a project sign at any of the sites. Which site or sites get a project sign and where should it be erected?

Answer: See revised ‘Project Synopsis’. Project signs are not required for any of the project sites.

10) During the site visit the question was asked if a separate Superintendent was required for each work site. Ms

Lewis stated “yes, but the government would accept a Foreman if he met the qualifications”. Spec section 01 45 01.00 20, para 3.1 3-Key Personal does not address the qualifications of a Foreman. What are the qualifications for a Foreman on this project?

Answer: A Superintendent shall be required within 15 mins area of the job site if managing multiple job sites for this contract only.

11) Does this project require more than one Superintendent?

Answer: A Superintendent shall be required within 15mins area of the job site if managing multiple job sites for this contract only.

12) Will this project require more than one Quality Control Manager?

Answer: Contractor shall provide adequate QCM. There shall be only one Quality Control Manager.

13) Spec section 01 57 20.00 10, para 1.4 states: “-----Appointment of an Environmental Manager and the necessity of an Environmental Protection Plan shall be determined by the DPW Environmental Division.” Does this project require an Environmental Manger and Environmental Protection Plan?

Answer: Environmental Manager can be a dual role except with QCM. No plan is required

14) Will a gate guard be required at the entrances to the (both) Air Fields? If so, what qualifications / equipment do they need?

Answer: At REPAIR FAILING DRAINAGE CHANNEL SE AREA OF RUNWAY (RGAAF) and REPAIR EROSION AT TAXIWAY B AND F CENTER (HAAF), a gate guard is only required if the gate needs to be left open (i.e. hauling material in or out, etc.). In which case, see ‘AIRCRAFT OPERATIONS AREA – SECURITY’ on sheet 2G3 and F.1 through F.11 on sheet 3G2 in the revised design drawings regarding gate guard duties and procedures. No special training or equipment is required. Otherwise, the contractor shall assign one person with key control that will maintain a log of authorized personnel entering and leaving the site and will ensure the gate is locked immediately after personnel enters and exits the site.
