FOR

A-511 VEGETATION CUTTING/CONTROL

A-511 AIRFIELD

VEGETATION CUTTING/CONTROL

1. DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, tools, personal protective equipment (P.P.E.), and other items necessary to ensure that vegetation maintenance is performed properly. This will ensure that the vegetation is constantly at a safe height for aviation operations to continue in a safe manner.

1. a. Crew: The crew should consist of 10 personnel whose sole responsibility is to ensure the vegetation cutting is done properly and timely in the airfield. This crew should become extremely familiar with the airfield, as well as the vegetation cutting schedule in order to achieve the goal of maximum coverage over the 12 day scheduled period(see attached the diagram).

NOTE: Weekend work is authorized in the case of extreme weather conditions, such as long periods of heavy rain, or other natural causes that would prevent the ability to cut vegetation during the weekdays. The decision for the contractors to work on the weekend will be made by the Airfield Management on the condition of the airfield.

1. b. Required Equipment: The required equipment should consist of at minimum ( but not limited to) 1) Min 2ea of Industrial type riding lawn mowers 2) Min 2 ea of Medium to large size tractor with a large “bush-hog” type mower deck for cutting the heavy growth areas 3) Push lawn mowers 4) Weed-eaters 5)Baler, rakes (here, the bailer shall have the capacity to perform at least 50 Acres a day).

2. c. Supplies: The contractor should provide all required supplies that are necessary to operate all of the above equipment. Also, it is the contractor responsibility to perform maintenance on all of their own equipment. This includes blades, blade sharpening, weed-eater string, gasoline, brooms, rakes and preventive maintenance on all equipment. The contractor is responsible for providing all personal protective equipment, to include but not limited to: 1) Masks 2) Gloves 3) Boots 4) Hearing and eye protection.

1. d. Control and Supervision: At all the times while on the airfield, the vegetation crew will report to and follow the instructions of the Airfield Services. The crew will be escorted and follow all directions given by Airfield Services while on the airfield.

All vegetation crew members will be required to receive an airfield operations and safety brief conducted by Airfield Services prior to beginning work on the airfield.

1. e. Blade Requirement: All blades should be a “mulching” type that will minimize the size of clippings and sticks that are left behind. This is a safety and FOD (Foreign Object Debris) issue. Large clumps of cut vegetation can become projectiles under or near a helicopter’s rotor blade and can damage the engines of aircraft that are operating in the airfield. So at the same time have to cut the vegetation and remove.

2. VEGETATION MANAGEMENT.

2. a. Vegetation control: Contractor shall maintain the height of vegetation around buildings and structures between 3 to 4 inches. In addition, the vegetation on airfield shall be cut as per the schedule, which will be directed by the flight operations manager & Airfield services. Vegetation on the airfield shall be maintained to remain between 6 and 12 inches. This will ensure that the airfield is in accordance with Bird Aircraft Strike Hazard (BASH) standards. The vegetation shall not be shorter than 6 inches in height to prevent dust and debris on the airfield, and the vegetation shall never be taller than 14 inches in height to prevent bird habitation and wildlife nesting. The airfield vegetation will be maintained between 4 to 6 inches within 10 feet of all approach lighting areas, fueling operations, taxiways, and ramp surfaces. Also a five foot perimeter around all airfield lighting, poles, vent covers, NAVAID structures and buildings, fuel sample and FOD receptacle points, and fire extinguishers will also be maintained between 4 and 6 inches at all the times.

2. b. Remove Debris/Police grounds.

The contractor shall perform general litter patrol in all areas while cutting the vegetation. Responsibilities shall include, but not be limited to, the removal and disposal of all natural debris, (cut vegetation, tree limbs, dry brush, etc.), and man-made trash.

Every effort will be made to avoid cutting debris with the lawn mowers due to the possibility of creating additional FOD.

2. c. Hours of operation.

Contract should begin 01 APR and extend through 31 OCT. Working hours to be performed under this contract shall be performed between the hours of 0700 and until 1600, Monday thru Friday. Extended work hours on Weekends or holidays may be performed on a case by case with approval from Airfield Management.
