About this file

This solicitation amendment revises an existing solicitation for the procurement of two waterjet cutters by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal. The solicitation seeks a firm fixed price contract for one waterjet cutter to be delivered within 84 days of award along with training to be completed within 144 days, with payments structured at 75% on delivery and 25% on acceptance. An option for a second waterjet cutter is also included and must be exercised within 365 days if chosen. Offerors must demonstrate three years of relevant experience supplying similar equipment and provide references, and proposals will be evaluated on technical compliance and lowest price to determine award. SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

SOLICITATION AMENDMENT 3

The purpose of this Solicitation Amendment 3 is to:

1. Revise the Solicitation Narrative to indicate that the Government reserves the right to award to a proposal that has a non-compliance regarding the footprint, if determined to be in its best interests.

2. Replace Attachment 001, Purchase Description with revised Attachment 001, Purchase Description, revised 28 July 2020.

3. Provide answers to the following Contractor questions.

Q2. 4.1 Machine 1, Clin 0001 -- Item 4.1.1.3 states that equipment shall be contained in an area "20' long and 25' long." Please confirm the exact dimensions of the space reserved for Machine 1. Due to the requirements of Machine 1, we question whether enough space has been allocated for a waterjet system of this size (which would include ancillary items).

A2. The Government has not yet determined the exact location of the equipment at this time. The dimensions provided were utilized to account for various possibilities. The requirement was put in place to avoid receiving machinery that is unnecessarily large for the required work envelope or if a tight space restriction is determined. If you must list as a non-compliance, please provide a required footprint for your machine into the proposal as support information for the non-compliance. When evaluating the proposal, the review team will review the footprint for acceptability.

4.1 Machine 1:

The waterjet area is being moved in the near future and I am unsure of its exact location. The provided guidelines were estimates based on current equipment. The Government understands that the larger waterjet will most likely surpass the requirement.

Q3. Cutting Capacity/Pump - Please confirm whether the requirements of Item 4.1.3.4.4 are essential. To our knowledge, a direct drive pump (required in 4.1.4.5) cannot meet these requirements.

A3. 4.1.3.4.4:

This requirement is essential. This is the runoff test. Please see the updated Attachment XXX, RIPD provided as it might have changed the pump requirements.

Q4. 4.2 (Option) Machine 2, Clin 0002 - Please provide the exact dimensions of the area reserved for Machine 2.

A4. 4.2 Machine 2: Please see the response for 4.1

4. All other terms and conditions remain unchanged.
