Section SF 1449 - CONTINUATION SHEET
SOLICITATION NARRATIVE
1. The Army Contracting Command – Rock Island (ACC-RI), CCRI-AH hereby issues solicitation W9098S20Q0068 for Overhead cranes in support of the Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC). The award will be issued in accordance with FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13.5 (Simplified Procedures for Certain Commercial Items).
The Government intends to make one award to the responsive and responsible Offeror that quotes the lowest overall total price for all twelve CLINs. Due to the potential variances in quantity based on funds availability, the Government encourages Offerors to quote quantity discounts for the purchase and installation of 3-TON Overhead Cranes. Given that the purchase and installation of four (4), 3-TON Overhead Cranes is included with CLIN 0001, any quantity discount an Offeror choses to propose (quote) should be for the purchase of between five (5) and 14 each, 3-TON Overhead Cranes. Unless otherwise noted in the Offeror's quote discounts are based on the quantity per order and are not cumulative throughout the option period. The Government does not expect to have discussions.
Period of performance is nine months after date of award.
Note that CLINs 0003-0012 are subject to funds availability.
2. The following attachments apply:
Attachment 0001 RIPD E4000-20-9-14 Attachment 0002 20-9-14 CDRL
3. All unit prices proposed will be binding. The Government reserves the right to require the submission of any data (I.e. other than cost or pricing data) necessary to validate the reasonableness of an offer.
4. Contractor responsibility will be determined as outlined in FAR 9.104-1.
5. Offers shall remain valid for nine months after date of quote submission.
6. This is a DO-RATED requirement. This rating must flow down to your suppliers and mills. DO-RATED orders take preference over unrated or commercial orders.
7. On time delivery is very critical. Failure to comply with the contractual delivery schedule, may result in termination of the order or require consideration if the government elects to extend delivery. The Government is not required to extend your delivery schedule if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflicts, etc., should be considered at the time you are submitting your offer.
They are not acceptable excuses for failing to meet the delivery after award. Ensuring that you can provide quality products that conform to the contract is just as important as meeting the required delivery schedule. Delivery of nonconforming products results in delivery delays and increased costs to the Government. Please note that if you receive this award, your performance under this contract (including timeliness of deliveries and the quality of supplies/services delivered) will be monitored and recorded by this contracting office. This information may be used to determine a record of past performance for future contract awards. Contractors/offerors that are concerned about their record of past performance may contact this office if they wish to view and discuss their records.
8. Prices shall be submitted on an F.O.B. Destination (FAR 52.247-34) basis. The item shall be shipped to Rock Island Arsenal, Illinois, 61299-5000. The actual location will be on the award document.
9. Site Visit Information
A. A site visit is scheduled at 1000, June 10, 2020. All interested contractors must adhere to the Installation Access Requirements for Rock Island Arsenal. In addition, contractors attending the scheduled site visit for W9098S20Q0068, shall provide their company name, phone number/email address, and name of the person attending the site visit to john.e.jacobsen16.civ@mail.mil not later than 1100, 27 May 2002.
B. Location for the scheduled site visit is: RIA-JMTC, Rock Island, IL 61299. A meeting location will be provided upon completion of pre-registration.
C. All visitors to RIA-JMTC must obtain an installation visitor badge prior to entering the installation. In efforts to expedite this process, all visitors must pre-register three (3) business days prior to their visit with the Contract Specialist and Visitors Center. It is recommended that you arrive at the Visitors Center at least 30 minutes prior to the site visit time. Both U.S. Citizens and Foreign Visitors will need to present your valid Government Issued ID when entering Rock Island Arsenal check points. Acceptable forms of ID for U.S. Citizens are: State issued picture ID, or federally issued picture ID. Acceptable forms of ID for Foreign Visitors are: Passport, Visa Number, or Alien Registration.
D. Visitors must enter from the Moline, IL gate entrance to the Arsenal.
E. While the site visit is not mandatory, it should be noted that an offer may have extreme difficulty in formulating an accurate bid on this project without first examining the existing equipment and determine the existence of other potential obstacles.
F. During the site visit, contractors are urged to ask questions. Contractors are urged not to contact any other Government points of contact regarding any general information other than the Contract Specialist or Contracting Officer of this requirement. The Government will not be responsible for any information the Contractor obtains on their own. It is requested that all information/questions be coordinated with the Contract Specialist in writing. See clause Site Visit (April 1984) FAR 52.237-1.
G. Contractors are urged and expected to inspect the site where services are to be performed to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
H. Each visitor will be required to wear steel toed safety shoes and safety glasses and MASKS for the tour. If safety glasses are needed, a pair of safety glasses will be available. It is requested that visitors notify the Contract Specialist at the time of pre-registration that safety glasses are needed to ensure the request is accommodated.
I. All visitors will be required to review and return, signed, a copy of the RIA-JMTC Visitor Safety Card prior to their visit at RIA-JMTC. Upon confirmation of the Offeror's reservation to the site visit, a Visitor Safety Card will be provided via email.
J. The Government reserves the right to refuse any visitor who does not properly adhere to the safety requirements listed.
