Statement of Work Fairlead Beams
General requirements
1. Performing modifications to the Fairlead Beam (FLB) in accordance with drawings, procedures, and material specifications. Reference PDF files titles “Fairlead Beam Upgrade Fabrication Drawings”. Only certified welders may perform welding on the Beams.
Certificates must be provided with quotes. Follow American Welding Society D1.1, table 3.1 for welding requirements on ASTM A36 steel. Minimum yield strength 36Ksi, minimum tensile strength 58Ksi.
2. Use ONLY Sherwin Williams Zinc Clad IV. For Zinc Clad IV primed surfaces, Paint standard for steels will be one coat of Zinc clad IV (3.0-5.0 mils dry film thickness) followed by two coats of Sherwin Williams Acrolon 218 HS polyurethane topcoat (3.0-6.0 mils dry film thickness). The topcoat color will duplicate the original dark green color. The vendor shall follow the manufacturer’s recommendations for surface preparation and coating application.
3. Assuring the quality of work being performed on the FLB (first article test) is acceptable, when the first FLB is assembled, prior to painting, CETSC should be contacted and scheduled for an inspection to assure contract compliance. If accepted, modification on the remaining FLB’s can continue. If vendor desires, CETSC will consider a second inspection to observe a finished painted product to acknowledge acceptable quality workmanship.
4. Contract Manpower Reporting Application (CMRA) Requirements:
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contractor for the North Dakota National Guard via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the Help Desk at http://www.ecmra.mil/.
If the vendor determines there will be a charge for this requirement, the amount will be included as a separate line item on the offer schedule.
Anticipated Work Sequence
1. Degrease and power wash units as necessary to prepare for media blasting, welding, & painting.
2. Each existing Fairlead beam will come with 4 lifting rings. The lifting rings will need to be removed and beam surface ground smooth. The lifting rings shall be re-installed at similar location on new top plate, by attaching with the newly fabricated bent plates (as indicated in Fig. 5-17). Bent plates sizing should replicate existing.

3. Media blasting Fairlead Beams (FLB) of all paint coating down to the bare metal. Please note that some of the existing FLB’s paint may contain lead. The intent is to blast all areas down to the bare metal so a good bond is obtained between the metal and coatings and all surfaces coating protects the metal from the outdoor environment that they will be exposed to. There are areas that have limited accessibility, that getting down to bare metal and providing paint coverage is near impossible. Doing the best you can is all that will be expected in these confined areas. The top surfaces of the existing FLB that will be receiving the top plate cover does not require media blasting and can remain as it.
Figure 1 shows 2 beams that are typical of disassembled configuration, which will be sent for modifications.

Additional accessories are being sent for each beam requiring media blasting, painting and coating. They include the following:
• Retainer cover plate as shown in Figures 2.

• Brush holders and Retainer Ring shown in Figure 3.

• End Roller Housing shown in Figures 4-6.

4. Fabrication of top plate as shown in Fig 5-20a thru 5-20c.
5. Hand hole covers as shown in Figure 5-19.
6. Side gusset plate shown in figure 5-21.
Note: Plate B is welded around its perimeter to Plate A
7. Assemble by bolting and welding in accordance with Figure 5-17 (shown earlier).
Note that the top of existing beam and bottom of the new top plate do not require painting prior to assembly.
8. Contact CETSC for First Article Inspection.
9. Upon satisfactory inspection, prime and paint with topcoat.
