COMBINED SYNOPSIS/SOLICITATION INSTRUCTIONS
1. Issue Date: 9 September 2020 Close Date: 17 September 2020 10:00 AM EDT
2. Requiring Activity: US Army Medical Research Acquisition Activity (USAMRAA) for the US Army Public Health Center (APHC).
3. Description of Requirement:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order under the authority of FAR Part 12 and FAR Part 13.5. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
The associated North American Industrial Classification System (NAICS) code for this procurement is 541380 with a small business size standard of $16,500,000.00. This an unrestricted acquisition.
4. Request for Quotes (RFQ) NO: W81XWH20Q0228
This combined synopsis/solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07, 31 August 2020.
The objective of this RFQ is to issue a Purchase Order to provide COVID-19 wastewater sample analysis.
As part of the APHC mission, it is using wastewater analysis for public health surveillance of the novel coronavirus (SARS-COV-2) that causes the disease known as COVID-19. The data provided by this analysis will allow Army senior leaders to evaluate current conditions for coronavirus and determine appropriate policies to prevent and control virus spread. The Contractor will provide Ribonucleaic Acid (RNA) virus detection using quantitative polymerase chain reaction (qPCR) and Reverse Transcriptase polymerase chain reaction (RT-PCR) laboratory techniques. This analysis technique is not unique, but performing this technique on wastewater samples is. There are special preparation steps that must be taken to analyze the extremely low levels of virus RNA that might be in wastewater. Many laboratories test for coronavirus in samples taken directly from human patients, but required contractor lab will perform this test on wastewater samples. Review the attached Performance Work Statement (Attachment
1) for further details regarding objectives and tasks.
SOLICITATION CLOSING DATE: All quotes/offers must be received by 17 September 2020 10:00 AM EDT. Note: that you must be registered in the System for Award Management (SAM) system to be considered for an award. Registration is free and can be completed online. Above registrations can be completed through SAM @ www.sam.gov. The System for Award Management is a free web site that consolidates the capabilities you used to find in CCR/Fed Reg, ORCA, and EPLS.

Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. 1st Monday of every month for 12 consecutive months that meet the contractor’s laboratory’s standards (size, shape, material, cleanliness, etc.) for sample collection.
2. Experience: The Offeror shall submit written Experience which effectively demonstrates the following the Offeror’s relevant corporate experience identical to, similar to or related to performing services contained within the PWS. The Offeror’s experience (for this purpose, experience refers to what an Offeror has done, not how well it was accomplished) in performing proposed processes and procedures; the amount of relevant corporate experience the Offeror possesses; and that the organization has current capabilities for assuring performance of this requirement.
3. Past Performance: The Offeror shall submit no more than three (3) references of relevant contracts within the past three (3) years for its own performance. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Order of Importance:
Factor 1: Technical Approach Factor 2: Experience Factor 3: Past Performance Factor 4: Price
Basis for Award: Award of this requirement will be made on a competitive best value basis, using “best value tradeoff” among cost/price and non-cost/price factors. A best value tradeoff process will be used, thus, the Government may elect to award to other than the lowest priced offeror, or other than the offeror with the highest rated non-cost/price proposal. Past Performance will be evaluated independently from the other non-cost/price evaluation factors using different standards.
Government evaluators will not assume that the Offeror possesses any capability or knowledge unless it is specified in the proposal. After each of the non-cost/price factors is rated individually, an overall rating will be assigned collectively to these factors. If any of the above non-price evaluation factors receives an individual rating of “Unacceptable,” the collective overall rating will also be “Unacceptable.” Only offers/quotes receiving an overall rating of “Acceptable” or higher will be considered for award.
The non-cost/price factors are more important than price. However, as Offeror’s non-price factors are rated similar or equal, cost/price becomes more important.
Non-Cost/Price Evaluation Criteria:
The following criteria will be used to evaluate the non-cost/price aspects of the proposal.
(1) FACTOR 1 – TECHNICAL APPROACH: The technical approach will be evaluated to the degree that the Offeror’s proposal effectively demonstrates:
• How the Offeror will provide Ribonucleaic Acid (RNA) virus detection using quantitative polymerase chain reaction (qPCR) and Reverse Transcriptase polymerase chain reaction (RT- PCR) laboratory techniques for wastewater samples following all established protocols for procedures, detection limits and quality assurance/quality control.
• How the Offeror will electronically reporting qPCR and RT-PCR results of wastewater sample analyses weekly, no more than seven (7) calendar days following sample return receipt.
• How the Offeror will provide nine (9) sample bottles monthly (or total of 108 annually) the 1st
Monday of every month for 12 consecutive months that meet the contractor’s laboratory’s standards (size, shape, material, cleanliness, etc.) for sample collection.
(2) FACTOR 2 – EXPERIENCE: The Offeror’s proposal will be evaluated to the degree to which the
Offeror’s proposal effectively demonstrates the Offeror’s relevant corporate experience identical to, similar to or related to performing services contained within the PWS. The Offeror’s experience (for this purpose, experience refers to what an Offeror has done, not how well it was accomplished) in performing proposed processes and procedures; the amount of relevant corporate experience the Offeror possesses, and that the organization has current capabilities for assuring performance of this requirement.
(3) FACTOR 3 – PAST PERFORMANCE: The Government will conduct an evaluation of the Offerors Past Performance as well as that of its subcontractors. Past Performance consists of two aspects for evaluation, past performance relevancy and performance confidence; thus, the Offeror will be assigned two ratings for past performance. First, the Government will evaluate the Offeror’s past performance references to determine how relevant a recent effort accomplished by the Offeror is to the requirement to be acquired through this source selection. Common aspects of relevance include similarity of service/support, complexity, magnitude of effort, dollar value, and contract type. Second, the Government will evaluate the Offeror’s past performance references to determine the quality of work performed and assess the level of expectation that the Offeror can successfully perform the required effort.
Price Evaluation Criteria:
(1) FACTOR 4 – PRICE:
Price will be evaluated separately from non-price and past performance factors. A price analysis will be performed in order to evaluate the fairness and reasonableness of the proposed price. The proposed price will be evaluated to ascertain consistency with the level of effort described in the offeror’s technical proposal.
As the collective non-price factors begin to reach equality in the technical evaluation, price becomes a more important factor in the trade-off analysis.
The Government will evaluate the offer by establishing a Total Evaluated Price which will consist of the total price proposed for all base contract line items and the amount associated with FAR 52.217-8. The amount evaluated under FAR 52.217-8 will be calculated using the rates proposed for the base period, prorated six months.
