STATEMENT OF WORK (SOW)
1.0. BACKGROUND
The Office of the Armed Forces Medical Examiner’s (OAFME) mission under the Armed Forces Medical Examiner System (AFMES) is conduct forensic pathology investigations to determine cause and manner of death in accordance with Title 10 U.S. Code 1471. Currently the digital radiographic equipment used requires 20-25 individual images to complete a whole body examination that takes more than 10 minutes and requires manipulation of the body. In addition, this process often requires two individuals to complete these scans in a timely manner.
New advancement in digital radiography now allows single pass, whole body images in less than 30 seconds and eliminates the need to reposition the body – thus one individual can conduct the process.
1.2 PURPOSE
The purpose of this requirement is to support the acquisition of a Conventional Radiography (C-Arm) for OAFME.
The scanner will be used to support their mission to provide forensic pathology investigations for the Department of Defense and other governmental agencies. The customer also requires the following:
• Removal of the current system (System ID: OEC 79-C1721, Model # OEC 7700 / ser#79-C1721)
• Installation and configuration of new system
• On-site training of AFMES personnel on the new system
• Maintenance plan to include parts and labor)
• One (1) year warranty to begin after installation and configuration
• Maintenance plan to include four (4) years
2.0 SCOPE
The Government requires a C-Arm that is a flexible format digital radiography (DR) system designed for high-throughput forensic radiography. The imaging system shall allow for the rapid completion of a whole body digital radiograph. Examination of deceased individuals benefit from modern imagining techniques such as the mobile C- Arm. The C-Arm is used to complement forensic autopsy, serving primarily to document metallic bullet fragments, foreign bodies, fractures, and injury patterns during the actual autopsy. The addition of cross-sectional imaging to forensic autopsy allows the radiologist and forensic pathologist to view postmortem anatomy in two and three dimensions without dissection. The Government requires the C-Arm to have both fluoroscopic imaging and single shot x-ray operating simultaneously. This can greatly assist in confirming the any foreign bodies located inside the body of the deceased. The desired imagery system should also enable localization of foreign bodies including bullets with multiple views without the need of performing additional scans, which is imperative to personnel safety as it greatly reduces overall radiation doses. The technology greatly benefits forensic pathology imaging and criminal investigation personnel to assist quickly in determining cause of death accurately.
3.0. QUALITY MANAGEMENT
3.1. The Contractor shall have a planned and systematic quality management process for monitoring and analyzing its contract performance.
3.2. The Contracting Officer's Representative (COR) will be the Contracting Officer’s (KO's) authorized representative in administering the contract. The Contractor's representative shall be available to discuss any problems that the Contractor's personnel may be experiencing during the performance of this contract.
Problems experienced by the Government with the Contractor's performance will be discussed and resolved.
Unresolved problems will be referred to the KO for resolution.
Inspection. The inspection and acceptance point for all services rendered under this contract will be the COR. The performance by the contract personnel, the quality of services rendered, and any documentation or written material in support of same, shall be subject to continuous inspection, surveillance and review for acceptance by the COR.
The COR for this effort will be identified at the time of award.
4.0 PERFORMANCE OBJECTIVES
4.1 Contractor will remove the existing system minus the internal hard drive. The Government will remove and retain the internal hard drive for sanitation purposes. The contractor is not authorized to remove or retain the hard drive.
4.2 Deliver C-Arm and software peripherals within designated room.
4.3 The Government requires the new C-Arm system to be delivered in the OAFME Morgue, Building 116, #8 dental station x-ray room. At this time, the Government does not anticipate and pre-preparation of the Room prior to installation of the new C-Arm system. If the new internal hard drive crashes it must stay in the Governments possession. The contractor will need to provide a new internal hard drive due to sensitivity and policy issues. If there will be an additional cost outside of the warranty for a new hard drive replacement please also indicate within the proposal. If Offeror believes pre-preparation is required, please indicate within proposal.
4.4 Training. The contractor’s technician shall possess an in-depth knowledge and have experience with installing and operating the C-Arm System and associated software peripherals. On-site contractor personnel shall provide training to OAFME up to ten (10) personnel upon installation.
