2.0 SUBJECT: The Military Performance Division of the US Army Research Institute of Environmental Medicine (USARIEM) conducts research aimed at physical performance optimization, injury reduction/bone health, military biomechanics, cognitive/neurological performance, injury epidemiology, and deployment health and protection. The below services requirement supports research in the area of cognitive/neurological performance.
3.0 BACKGROUND: The Military Performance Division conducts research evaluating the effects of operational and environmental stressors on marksmanship performance and target discrimination. The Engagement Skills Trainer (EST) 2000 is the system used to conduct all simulated marksmanship activities, and the current hardware has reached its End of Life (EOL) expectancy. In addition, the software (currently at Windows 7) will have to be upgraded to Windows 10 to conform to DoD standards.
Thus, USARIEM has the requirement for a services contract to upgrade hardware and software components of the EST 2000.
4.0 RESPONSE INSTRUCTIONS: Respondents should address the following in their capabilities statement:
The scope of this effort requires the contractor to upgrade all hardware exceeding its EOL and to upgrade software associated with the system to Windows 10. Services include replacing existing hardware and upgrading operating system software for the EST 2000. The hardware upgrade shall include new Ethernet-based floor boxes, an ATLAS3 camera kit, a project, a DC weapon power supply, and all associated cabling. The software shall include upgrading the EST 2000 operating system with Windows
10. Work shall be completed within 12 months of contract award and on-site installation at USARIEM shall require no more than 10 business days. The new hardware and software shall, at minimum, maintain all current capabilities of the EST-2000 at USARIEM.
