MINIMUM ESSENTIAL CHARACTERISTICS (MEC)

Minimal requirements for Dengue Virus serotype 1 (DENV-1) complete proteome matched peptide set:

Required is a panel of overlapping peptide sets that match the consensus sequence of the complete proteome of the

DENV-1 virus that has been re-derived and qualified for use in our vaccine assessment studies. The peptides shall be compatible with downstream applications that include, but may not be limited to, assays to measure and describe the pattern of cell-mediated immunity generated by challenge with near wild-type DENV-1, vaccination or by natural infection with Dengue viruses. The minimal requirements for the peptide set are listed as follows:

1. 16-mer peptides overlapping by 11 amino acids covering each sequence. That is, individual, linear peptides which are 16 amino acids in length and overlap by 11 amino acids with the next peptide in the series. This requirement results in 677 individual peptides.

2. 10 mg of each peptide synthesized, by dry weight after lyophilization.

3. Minimum of 80% purity for each individual peptide (Quality Controlled by Electrospray Mass spectroscopy and HPLC).

4. Peptide capping at each synthesis step to avoid formation of deletion and spurious peptides.

a. N-terminus amine residue.

b. C-terminus acid residue.

5. Peptide aliquoting:

a. 6 master peptide pools containing 100-150 peptides each (customer defined make-up at time of order).

b. Use of sub-pool co-lyophilization and QC to ensure individual peptide presence in the final master pool.

W81XWH18R0062 Page 3 of 33

c. 5mg of each peptide will be used to construct the master pools.

d. Delivery of 200 aliquots of each master pools each containing 25mcg of each individual peptide in amber type crimp top tubes.

e. A peptide matrix of 24x28 peptide pools for testing individual peptide specificities.

f. Matrix pooling will utilize 2mg of each individual peptide. Matrix peptide pools will be delivered at 1mg of individual peptide per lyophilized pool in amber type crimp top tubes.

g. Remaining individual peptides (3mg) will be delivered as 3 x 1mg aliquots each in amber type crimp top tubes.

6. A turn-around time of no longer than 16 weeks from the time of approval of the contract and acceptance of the client to take on the project is required.

7. List 1 (below) details the amino acid sequence of the DENV-1 proteome consensus sequence.

BASIS OF AWARD

The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest price technically acceptable (LPTA) offer, which shall represent best value to the Government. Award shall be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors (ie. technical conformance to the requirements of the solicitation). Evaluation of price will be based on the offeror’s total price for all line items as delivered to the specified destination. Past Performance is not an evaluation factor for this acquisition. The Government anticipates award of a FFP contract.

The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable quotation with the lowest evaluated price. An overall technical rating must be at least "ACCEPTABLE" in order to be eligible for award. An "UNACCEPTABLE" rating, results in the technical quotation being rated "UNACCEPTABLE" unless corrected through discussions. An overall technical rating of

"UNACCEPTABLE" makes a quotation ineligible for award.

Technical Approach

Conformance to Minimum Essential Characteristics - Vendors shall submit a quote including all necessary documentation demonstrating that their solution meets all of the requirements within the MECs. If marketing brochures are submitted, please ensure that it denotes exactly how all the MECs are met; otherwise provide the supplemental information within the technical approach of your quote.

Price

Price (all CLINs shall be priced) - Proposed prices will be evaluated for reasonableness and completeness. The offeror’s initial quote shall contain the offeror’s best terms from a price and technical standpoint. The Government intends to evaluate offers and award a contract without discussions, but reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government reserves the right to make no award as a result of this solicitation.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.

Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.

In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).

(i) Certification Regarding Knowledge of Child Labor for Listed End Products (Executive Order 13126). [The
