5. Description of Supplies/Services: U. S. Medical Research Institute of Infectious Diseases (USAMRIID) has a requirement to procure a sciFLEXARRAYER SX. The Scienion instrument will be used to deposit quantities of proteins, chemicals, and other analytical reagents in microarray patterns. The Scienion analytical equipment provides an advanced camera system that will monitor the fidelity of the deposited material. The product of these micro-printed analytes will be used for high-throughput screening programs for a variety of sponsored research projects.
6. Authority Cited: 41 U.S.C. 1901 OR 41 U.S.C. 1903
(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR
(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR
(c) FAR 13.501(a)(1)(i): Only one source reasonably available (including brand name); OR
(d) FAR 13.501(a)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item.
7. Reason for Authority Cited: The suggested source for this requirement is S c i eni on U S , I nc . and the sole distributor in the United States and manufactured in Germany for the sciFLEXARRAYER SX analytical equipment. This device is required for the Government laboratory to produce high-throughput miniaturized assays (microarrays) that are an essential part of the day-to-day operations. The sciFLEXARRAYER SX has the following technical specifications that are not available with other similar printers either as single, or in combination (features), and these features are essential for the work performed at USAMRIID: The printer uses glass capillaries that can be cleaned with sonication for reuse. The printer has automated mounted cameras for QC purposes. This allows us to identify problems during printing and pause the print run for further adjustment before allowing a print to be completed. We use multiple surfaces ie. slides, multi-well plates, and petri dishes and this printer is able to print on all those surfaces. It has a sample recovery feature where unused material is re-deposited into source plate, saving valuable reagents. The printer is able to print samples with low viscosity, organic solvents and a variety of buffers. Finally, it is able to mix droplets of different origin on the printing surface.
The printed microarrays are produced by the Government laboratory to meet research milestones and other required objectives for high-throughput screening programs as needed. The highly reproducible and precise study results that will be delivered by this specific instrument are top priorities Based on the technical specification listed here, there are no other commercial sources of this equipment that satisfy the Government’s requirement.
8. Efforts to obtain Competition: Efforts were made to increase through market research completed via the internet by the Contract Specialist. There are no other authorized resellers or any other vendor available to provide for this requirement. USAMRIID personnel will continue to monitor the ability of vendors other than Scienion US, Inc. to provide items that fulfill all their requirements. Should such sources be identified, they will be extended the opportunity to compete subsequent acquisitions of this kind. Notice of Intent to Source will be posted to FBO, notifying the market of the Government’s intent to award a sole source contract to Scienion US, Inc. for the sciFLEXXARRAYER SX. No effort will be made to solicit offers from any other potential sources as is practicable as there is only one source capable of performing the required services. No effective competition is anticipated.
a. Effective competition. There is not a reasonable expectation for competition.
b. Subcontracting competition. N/A
9. Actions to remove or overcome barriers Competition: This item is not being competed because we need to maintain the merit, validity, and continuity of USAMRIID's research and regulated studies. Because of ongoing research protocols we must be able to compare the studies by using standardized equipment. It is the policy of USAMRAA to promote the use of competitive procedures, whenever and wherever possible. Based on the market research conducted by site visits, extensive discussions with collaborating laboratories, and vendor searches, there is only one responsible source for accomplishing this requirement.
10. Market Survey: During market research of other technology that may be able to meet the requirement there are no other technologies that have the ability to control the chamber conditions and monitor the spots for inconsistencies. There are no other supplies that provide non-contact printing onto a variety of surface formats such as slide, multi-well plates and Petri dishes. The technology enables the researcher to profile molecular binding characteristics which has a direct impact on drug discovery. In whole of general knowledge consensus was obtained through hands-on use of similar equipment over the last 10 years of operation. Site visits to facilities with operational versions of the instrument source as well as continuous use of instruments have confirmed the reliability of sciFLEXAEEAYER SX manufactured in Germany only with one reseller Scienion US, Inc.
11. Interested Sources: A Notice of Intent to Sole Source will be posted on FedBizOpps (FBO). This announcement will detail the Government’s intent to purchase the required item on a non-competitive basis. Any responses received will be reviewed for the purpose of determining whether a competitive procurement is in the best interest of the Government.
12. Procurement History and any other facts: New purchase. Previously competed? N/A Previous authority for less than Full & Open Competition:
