PERFORMANCE WORK STATEMENT

Bacteriology Division

Period of Performance: June 2016 – May 2017

I. BACKGROUND INFORMATION

The Bacteriology Division, alongside the Non-Clinical Development Division has worked to upgrade out High Performance Liquid Chromatography (HPLC) GLP-compliant equipment at USAMRIID. Additional purchases of mass spectrometers are being made to allow for LC/MS capabilities. One of the mass spectrometers will be in BSL-3 and are not meant to sustain repeated decontamination procedures, requiring the replacement of various expensive components. The vendor will not service the instruments for general maintenance and minor repairs in the containment areas. The vendor recommended training our maintenance staff on the mass spectrometer to perform general maintenance and minor repairs in the containment suites.

II. PURPOSE AND OBJECTIVE OF THE PROCUREMENT

The objective of the mass spectrometer procurement is to increase the breadth of detection in small molecule separation. Our particular use of the LC/MS would be to be able to detect about 80% of all antibiotic compounds, saving the institute money over time with an in-house method for BSL-2 method development and validation as well as the BSL-3 instrument for running samples on the hot side. This eliminates any problems with sending BSAT samples to third parties outside the institute as well as any issues with decontaminating samples before taking them out of containment. The purpose of getting the vendor to provide training to our EMD staff allows for the mass spectrometer at BSL-3 to stay in containment permanently with the exception of major repairs.

III. CONTRACTOR REQUIREMENTS

The contractor must offer the required coursework for our EMD staff to perform general maintenance and minor repairs in the containment suites on-site at USAMRIID. The selected contractor will be providing training. USAMRIID expects to provide the contractor with a maximum of 4 personnel per year for a week-long training. USAMRIID expects to provide the contractor with a maximum of 4 personnel per year for one day of refresher training at the 6 and 12 month time points for personnel who have already completed the weeklong training. The proposed contract will be in effect for a period of one (1) year and will include options for four (4) additional years. EMD can choose to not execute the weeklong training if the need is not required due to lack of turnover in personnel.
