PERFORMANCE WORK STATEMENT
TITLE: WRAIR Non-human Primate (NHP) Colony Maintenance Contract
SCOPE OF WORK:
The Contractor shall provide for the year-round husbandry and health maintenance of a primate colony to hold and breed Specific Pathogen Free Indian Origin (SPF IO) rhesus macaques, non-human primates (NHP), owned by Walter Reed Army Institute of Research (WRAIR), and managed by WRAIR Veterinary Services Program, (VSP).
When required by the Government, the monkeys shall be quarantined, immunized, and transported as directed.
The base size of the colony is expected to be approximately 320 NHPs at the initiation of this contract. The colony size may expand or contract based on the needs of the Government. The Contractor shall be able to accommodate a surge of up to 200 additional NHPs.
Based on current and projected research needs, the Contractor will be expected to provide a minimum of 50 research naïve (RN) 2.5-3 year old, >3.5 Kg SPF IO rhesus macaques per year. Breeding shall be conducted in multi-animal housing arrangements.
All NHPs housed under this contract will be provided by the Government and will remain the property of the government unless sold. At the conclusion of the contract performance, the Government will direct the disposition of the NHPs. Any approved costs incurred with regard to animal transportation and/or relocation (to include completion of diagnostics required for transport) following conclusion of the contract will be reimbursable by the Government.
Work is to be performed at the Contractor’s facility. The Contractor bears the responsibility of scheduling personnel to satisfy the requirements set forth in the statement of work.
The Contractor will maintain a digital system of records to store, analyze and display data on all past and present NHPs of the colony for the duration of the contract. The Contractor shall establish and maintain a copy of animal records on the designated WRAIR Animal Management System (AMS), a digital record keeping system.
The Contractor shall provide services to purchase additional NHPs and services to sell Government-owned NHPs.
The Government anticipates the availability of $1 million per year for the combined efforts of purchasing new NHPs and the services required to sell Government-owned NHPs. The contractor may propose a separate administrative fee for their services to sell Government-owned NHPs. Separate task orders shall be awarded for the purchase of new NHPs and the sale of Government-owned NHPs. Any proceeds on the sale of Government-owned NHPs above costs to sell, transport NHPs, and contractor administrative fee, shall be credited back to the Government on the animal husbandry and maintenance contract.
1.0 BACKGROUND:
WRAIR is a leader in infectious disease research. A critical component to this research is the use of SPF IO RN rhesus macaques. It is difficult to obtain these NHPs in sufficient number and of sufficient age to meet WRAIR research objectives on the open market in a timely manner. Due to this, WRAIR maintains a breeding and holding colony of approximately 320 SPF IO rhesus NHPs to meet the demand. The WRAIR Veterinary Services Program (VSP) maintains oversight of this colony, but the daily operation of a primate colony of this size exceeds the capabilities of the WRAIR vivarium and its staff. The WRAIR requires a separate entity to house and maintain this colony year round to include 24-7 security, routine husbandry, routine and emergency veterinary care and breeding management to these NHPs.
The Contractor shall furnish supplies, services and facilities necessary for animal husbandry and shall be responsible for the care and feeding of the NHPs and general maintenance and sanitation of the facilities in such a manner as to maintain the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC) accreditation. The Contractor shall be accredited and maintain AAALAC accreditation throughout the performance of this contract.
1.1 Objectives:
The contractor shall provide, manage and operate a holding/housing and breeding colony of SPF Indian origin Macaca macaques (rhesus) NHPs for duration of the contract. Purchasing and selling services shall be identified as an optional task as the Government requires. The base size of the colony is expected to be approximately 320 NHPs at the initiation of this contract.
