About this file
This document is a Request for Information (RFI) from the Department of the Army Medical Command (MEDCOM) regarding a potential requirement for organizational culture assessment and change management services.
The RFI outlines the background and objectives, which include conducting a comprehensive cultural assessment of the OTSG/MEDCOM headquarters and Medical Readiness Commands, developing a phased change management strategy, and implementing the initial phases of the change plan. Key deliverables would include a detailed cultural assessment report with gap analysis, a phased change management strategy document, and an initial implementation progress report. The RFI poses several questions to industry regarding relevant experience, methods, pricing, and potential challenges. Although this is not a solicitation, MEDCOM may issue a formal solicitation at a later date based on the responses received. Responses to the RFI are due by October 17, 2024.

DESCRIPTION OF REQUIREMENT: Over the past decade, the Military Health System (MHS), and by extension the Army Office of the Surgeon General (OTSG) / US Army Medical Command (MEDCOM), has undergone significant restructuring. As a result of these changes, Army Medicine functions have been distributed across various Army commands (e.g., medical logistics transitioned to Army Medical Logistics Command (AMLC), a direct reporting unit Army Materiel Command (AMC)). These changes have resulted in a complex oversight role that requires the integration of OTSG / MEDCOM HQ and the Medical Readiness Commands (MRCs) across various levels of the Army and the Defense Health Agency. Additionally, the OTSG / MEDCOM consolidated from two separate headquarters, to a single, dual-hatted, ONESTAFF organization, with split operations in Falls Church, VA and Joint Base San Antonio, TX. This restructuring requires the leadership to not only reassess the current functional alignment, but also to make the necessary changes to the organizational structure. Leadership has already identified areas where realignment can enhance efficiency and support Army and DoD strategic goals. Given these significant changes, leadership at this critical juncture must assess the current organizational culture to ensure that staff members across the organization understand the strategic priorities and feel empowered to be part of the mailto:walter.o.epps.civ@health.mil ongoing changes rather than feeling negatively impacted by them.
The primary objectives of the organizational cultural assessment are:
• To conduct a comprehensive organizational cultural assessment to understand the current cultural dynamics and their alignment with the organization’s mission and values.
• To develop a phased change management strategy that fosters a culture of empowerment, engagement, and positive adaptation to change.
• To implement the initial phases of the change management plan, ensuring that staff feels supported and motivated during the reassessment and realignment of functions and organizational structure.
Additional requirements are as follows:
• Detailed cultural assessment report with gap analysis.
• Phased change management strategy document.
• Initial implementation progress report, including staff feedback and recommendations for subsequent phases.
The goals of the RFI:
Organizational change can create stress for members of the organization which can inhibit adoption of changes and limit effectiveness of the realignment and efficiency of mission accomplishment. The OTSG / MEDCOM seeks vendors who are able to conduct a cultural assessment of the OTSG / MEDCOM headquarters and the MRC headquarters, provide the requested deliverables, and guide the organization through the next phase of transformation in a way that allows staff members to be a part of the process, empowered by the changes, and supportive of the alignment to accomplish Army and DoD strategic imperatives.
