AMENDMENT 0002-RFI RESPONSE
SOLICITATION # W81K02-18-T-0026
AMENDMENT 0002
SUBJ: RESPONSES TO REQUESTS FOR INFORMATION, SOLICITATION W81K02-18-T-0026,
REFERENCE LABORATORY TESTING, TRIPLER ARMY MEDICAL CENTER, HAWAII
1. Question: The notice posted on FedBizOpps.gov states that contractors should "quote their unit pricing based on the estimated quantities identified in each Contract Line Item Number." However, the solicitation does not provide estimated quantities for each test; please clarify.
Response: That is standard language for our contracts. This is a Commercial Buy and we really want your price for each type of test listed in the PWS. This is an indefinite quantity request, and it would be impossible to quantify the amount of tests the Government would need over a 5-year period. Vendors normally respond with their published price list. Some offer a special price-list for Government entities, while others do not.
2. Question: Please clarify the government's intent to issue multiple BPAs. If the government establishes BPAs with multiple vendors, how will the government determine which tests will be sent to each vendor?
Response: The Government may issue multiple Blanket Purchase Agreements (which are NOT contracts) to multiple vendors who can provide services that are required repetitively, over a period of time. Pricing for some types of test are lower with one vendor than they are with others. When tests are required, the
Contracting Officer's POC at the requesting agency is to document quoted (price list) pricing, and offer to the vendor that provides the best pricing (turn-around time included) that is in the best interest of the
Government. If pricing is the same for all vendors, the POC will rotate offering testing Purchase Orders
(PO's, which is the contract) among all vendors.
