RESPONSE: No. This is an all or none requirement.

2. In reference to clause FAR 52.222-17, Non-displacement of Qualified Workers; is there an incumbent? If so, does the incumbent’s employees have ‘rights of refusal’?

RESPONSE: This is a new requirement. There are no incumbents as noted in the announcement on fbo.gov.

3. On page 60 of the Solicitation it states that “Offerors shall submit signed and dated proposals to arrive no later than 12 October 2018, 12:00 PM PST’; please confirm that the actual date and time is October 18, 2018, 10 AM Hawaii time.

RESPONSE: The date and time shown in block 8 on the face of the SF1449 is correct. Responses are due by 10:00 AM Hawaii Standard Time.

4. The FBO listing indicates the effort as being under NAICS 541611, while Block 10 of the SF 1449 references the NAICS as 561110 with a $7.5M size standard. The bottom of solicitation page 16 then again references 541611. Could you confirm which NAICS and business size standard should be referenced?

RESPONSE: The NAICS Code for this requirement is 541611.

5. Please provide an Employee Classification Code for the requested roles.

RESPONSE: The Contracting Office does not have this information.

6. Will the government use a SCA Wage Determination for this requirement? If so, please provide a Wage Determination list.

RESPONSE: No. This requirement isn’t covered under a SCA Wage Determination.

7. Is the Service Contract Act to be followed for these positions? If so, what is the applicable Wage Determination for the proposal?

RESPONSE: No. The CDI Specialist Requirement does not fall under the Service Contract Act Wage Determination.

8. Is there any travel or other ODCs that need to be taken into account for CLIN pricing?

RESPONSE: Travel is not authorized under this contract. The Government isn’t at liberty to tell vendors how to price their contracts.

9. Will billings be based off of Fixed Price Level of Effort where hours worked will be billed each month, or will the billing be a fixed 12-month average of the total award?

RESPONSE: Firm Fixed Price Level of Effort. Billing is done in arrears as vendors are only to bill for the hours worked each month.

10. Section IV – Factor 3 – Price: Does the government want assumptions and rationale to how the total price was arrived at or just the CLINs Priced?

RESPONSE: No. See section IV Factor 3 Price - contained within the Addendum to 52.212-1 within the solicitation.

16) Is a completed Past Performance Questionnaire required to be submitted for each citation included in the Past Performance Summary of the Past Performance section?

RESPONSE: Yes. As we are only evaluating past performance questionnaires that are submitted timely and that are complete. This is noted in the Addendum to 52.212-1 contained within the solicitation.

17) Under Factor 2 – Past Performance, page 60 of the solicitation, it states “Recent is defined as “within the past three years”. Could you please define “Relevant”?

RESPONSE: past performance is relevant when it is for the services being contracted for within the solicitation. For example, if you have a demonstrated past performance providing Clinical Documentation Improvement Specialist Services that would be relevant. Submitting past performance for a Medical Laboratory Technologist in response to this requirement would not be relevant. There is information on relevancy contained within the section titled "Evaluation of Commercial Items" in the solicitation. Note: that in the Addendum to 52.212-1 it states "Each past performance information questionnaire submitted in response to this requirement must be for the required services being contracted for herein." If you would like to know how a company with no relevant past performance will be rated this information can also be found with the section titled "Evaluation of Commercial Items."
