About this file
This document is a justification and approval for other than full and open competition for a bridge contract to provide certified healthcare support services. The Regional Health Contracting Office-Central intends to award a firm-fixed price bridge contract to Magnificus Corporation to provide sixty-one healthcare providers, including physicians, nurses, and administrative staff, to support the Soldier Readiness Program at William Beaumont Army Medical Center at Fort Bliss, Texas. The services are required from April 1, 2020 through September 30, 2021, with a six-month base period and two three-month option periods, as the agency conducts a new full and open competition for a long-term contract. Only Magnificus Corporation can provide the services without interruption due to its existing staff already in place and providing the services at the facility.

Justification and Approval
For Other than Full and Open Competition
1. Contracting Activity: Regional Health Contracting Office - Central (RHCO-C), Joint Base
San Antonio- Fort Sam Houston, Texas.
2. Description of Action: RHCO–C intends to issue a Personal & Non-Personal Services sole source bridge contract for the following skillsets: Personal Services (Physician , Physician
Assistants, Nurse Practitioners, Licensed Vocational Nurses, Licensed Clinical Social Worker, Optometry Technicians, Audiology Technicians, Phlebotomists, Laboratory Technician, Nurse
Assistants and Psychologist) and Non-Personal Service (Medical Records Clerks and
Administrative Assistants) a total of 61 FTEs in support of the Soldier Readiness Program at
William Beaumont Army Medical Center (WBAMC) Fort Bliss, Texas. This action will be accomplished through the use of a Firm-Fixed Price contract through the use of a contract funded with DHP Funds.
3. Description of Supplies/Services: The Regional Health Contracting Office - Central has a requirement to continue Personal & Non-Personal Services of the following skillsets: Personal
Services (Physician , Physician Assistants, Nurse Practitioners, Licensed Vocational Nurses, Licensed Clinical Social Worker, Optometry Technicians, Audiology Technicians, Phlebotomists, Laboratory Technician, Nurse Assistants and Psychologist) and Non-Personal
Service (Medical Records Clerks and Administrative Assistants) a total of 61 FTEs in support of
William Beaumont Army Medical Center (WBAMC) Soldier Ready Program (SRP), Fort Bliss, Texas. The Firm-Fixed Price bridge contact is contemplated for a six month base period (01 April
2020 – 30 September 2020), plus two 3-month option periods IAW FAR 52.217-9 and a maximum 6 months extension IAW FAR 52.217-8, for a total performance period through 30 September 2021.
Estimated value for the six (6) month base is . The total estimated contract value is to include the extension of services should it be needed.
4. Authority Cited: 10 United States Code 2304(c)(1) as implemented in Federal Acquisition
Regulation 6.302-1(a)(2)(iii)(B), only one responsible source and no other supplies or services will satisfy agency requirement.
5. Reason for the Authority Citied: Bridge extension W81K00-19-0269-P00004 is currently in place for these Personal and Non-Personal Services at WBAMC SRP, included
FAR Clause 52.217-8 Option to Extend Services. The extension will expire 31 March 2020.
The purpose of this single award bridge contract is to allow time for the long term contract to be solicited, go through the award process and allow time for the new awardee to properly recruit, have boots on ground and transition.
These Personal & Non-Personal Services are critical to the mission of the WBAMC Soldier
Readiness Processing Center (SRP). Due to urgency, a Single Source Bridge contract is required to ensure continuation of these critical services until the follow-on contract can be made effective.

The IDIQ bridge contract W81K00-19-D-0002, was solicited as small business set aside. A GAO post award protest was received and corrective action is being taken. The Government received 25 offers; however, due to the time frame it would be impossible for a new contractor to come in and be able to perform by the required start date of 01 April 2020. This bridge contract with the current incumbent Magnificus Corporation will allow the Government the time to complete the award process of the new contract, transition time for the new contractor, and to address a possible protest.
There are certain barriers that would make it impossible for another source to perform the
Government's requirement. First, the requirement is for fourteen (14) separate specialties a total of sixty-one (61) FTE's and the anticipated timeframe to have this many personnel on the ground and working is at least 90 days because of the amount of time it would take to recruit, credential, privilege, train, and place these many healthcare providers. Secondly, a lapse in service would have an immediate negative impact, and mission failure in providing current health care operations and current health care services to our civilians, soldiers to properly process and deploy anywhere in the world needed to defend the nation and support of any mission set forth by the President of the United States. The incumbent contractor, Magnificus
Corporation is able to provide required services immediately upon award of this bridge contract because Magnificus Corporation is the only contractor that already has all the required healthcare employees recruited, credentialed, privileged, trained and in place to perform the required service. Magnificus Corporation is performing the requirements satisfactorily based on the monthly surveillance reports submitted by the Contracting Officer Representative.
6. Efforts to Obtain Competition: Based on the need and the ongoing process of awarding the long term contract, the required start date is 01 April 2020 for the bridge contract. The current extension will expire 31 March 2020.
a. Effective Competition: Magnificus Corporation is the only vendor capable of meeting the Government's urgent requirement with a start date of 01 April 2020 while the Government continue the award process of the long term contract. The long term contract estimated award date is 04 June 2020.
b. Subcontracting Competition: In accordance with FAR Subpart 19.705-2, the Contracting
Officer has taken actions to determine whether the proposed contractual obligation requires a sub-contracting plan. According to Small Business Administration Dynamic Small
Business Search the proposed contractor, Magnificus Corporation is a large business. A sub- contracting plan will be required.
7. Actions to Increase Competition: It is not possible to compete this proposed bridge contract in time for service to commence on 01 April 2020. However, the Regional Health
Contracting Office - Central in the process of resoliciting a long term contract requirement
(W81K00-18-R- 0018) that is a set aside for small business concerns.
8. Market Research: Market Research was conducted and there are capable service providers in the market who currently provide these services however, in this instance, award to any other vendor, rather than to Magnificus Corporation would be detrimental to healthcare services with
Page 3 of 6 (25 February 2016) the Solider Readiness Program at WBAMC; resulting in unacceptable mission failure in providing current health care operations and current health care services to our soldiers, civilians to properly process and deploy anywhere in the world needed to defend the nation and support of any mission set forth by the President of the United States. A vendor other than Magnificus
Corporation currently in place and providing services would equal mission failure.
9. Interested Sources: There are interested sources for this requirement; however, these sources are not being considered for the bridge contract due to the short timeline, required certified and trained staff and security clearance/background checks. Competing this requirement at this time will cause an interruption in very critical services, which could cause harm to soldiers and civilians that would not be in the best interest of the Government. It will cause complete mission failure to WBAMC Soldier Readiness Program. It is in the best interest of the Government to extend the bridge contract to the current contract; Magnificus Corporation because they are currently providing services and will be able to continue performing services without disruption at the
WBAMC SRP at Fort Bliss, Texas.
