1. Contracting Activity: Regional Health Contracting Office – Central, Joint Base San Antonio-Fort Sam Houston, Texas
2. Description of Action: RHCO-C intends to issue a sole source call against BPA W81K00- 18-A-0004 for Abbott for Quadra Assura ICD Implantable Cardioverter Defibrillators and various cardiac supplies. This action will be accomplished through the use of a Firm Fixed BPA call for a Period of Performance of 01 October 2019 – 30 September 2020. The total cost will not exceed $350,000.00.
Requirement: New Repeat Pricing: Firm-Fixed Price Time & Materials Cost Funds: OMA Other Funds: Defense Health Program Total Dollar Value: $350,000.00 (PR 0011411214)
Name of Intended Contractor: Abbott Laboratories Street Address: 3200 Lakeside Dr City, State, Zip:
3. Description of Supplies/Services: These devices provide pacing for slow heart rhythms and electrical shock or pacing to stop dangerously fast heart rhythms. The Quadra Assura ICD device is implanted under the skin in the upper chest area with connecting insulated wires called leads that go into the heart. Patients need an ICD or CRT-D if their heart beat is too slow, too fast or needs coordination to treat heart failure. Physicians utilize ICD's to restore normal heart rhythms in patients at risk for experiencing potentially life-threatening heart rhythms for San Antonio Military Medical Center, Joint Base San Antonio-Ft Sam Houston, TX.
4. Authority Cited:
(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR
(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR
(c) FAR 8.405-6(a)(1)(i)(A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR
(d) FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR
Control Number: 19-RHCO-C-
(e) FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.
5. Reason for Authority Cited: The Abbott QuadraAssura CRT-D has MRI compatibility features that only operate against existing Government-owned equipment. This allows physician’s additional options of leverage when managing patient care. QuadraAssura offers MultiPoint pacing and SyncAV technology to provide additional options for CRT patients who are not responsive to traditional cardiac resynchronization therapy. BPA solicitation, W81K0018T0080, was competed on FBO as an unrestricted procurement. Quotes were received from Abbott, Biotronik, and Boston Scientific. BPAs were issued as follows: W81K0018A0004 (Abbott), W81K0018A0005 (Biotronik) andW81K0018A0006 (Boston Scientific) for cardiac supplies and equipment. No small business responded to this requirement. This BPA call is for Abbott cardiac supplies and equipment. Based on the proprietary nature of each of the three companies with BPAs, no other company offers Abbott compatible products and therefore a sole source BPA call is necessary.
6. Actions to Increase Competition: When the current BPA expires, every effort shall be made to increase competition. Regional Health Contracting Office — Central will continue to evaluate the capabilities of other vendor's products and re-procure the equipment that provides the best value to the Government.
7. Market Survey: Market research was conducted and found no new businesses that could support this requirement.
