QUESTIONS AND ANSWERS
Question 1. The FBO web notice amendment 0002 indicates a change of Performance Period (POP) to 30 Sep
2020. Item No 1001AA OPTION reflects 1 October 2018- 30 September 2019. Question, would the government confirm the Period of Performance (POP)?
Answer 1: The verbiage on amendment 0002 is correct: “See attached Amendment 0002, which extends the end date of the Period of Performance to 30 September 2020”. The conformed copy of the solicitation with all CLINS will be attached as a PDF file.
CLIN 0001: Period of Performance: 18 June 2018 - 30 September 2018.
CLIN 1001: Period of Performance: 1 October 2018 - 30 September 2019.
CLIN 2001: Period of Performance: 1 October 2019 - 30 September 2020.
Question 2: The original RFP, Amendment 0001, and 0002 have different RFP due dates (18 May, 31 May 2018 respectively). Additionally, the attachment 2, p. 74 of the PWS has the Past Performance Questionnaire due via email no later than Thursday, 24 May 2018, 15:00 pm CST. Question, would the government clarify when the RFQ and PP Questionnaires are due?
Answer 2: Past Performance Questionnaires are due via email no later than Thursday, 24 May 2018, 15:00 pm
CST. The closing date and time for RFQ is Thursday, 31 May 2018, 11:00 am CST.
Question 3: Section 1.1.1 of the PWS states the contractor shall provide maintenance and technical support functions for equipment and for the users of the equipment. Section 1.1.1 does not indicate the contractor is responsible for purchase, procurement of supplies, repair parts, and or material in order to perform maintenance.
There does not appear to be a reimbursable CLN for Supplies, only Labor. Question, would the government clarify if the contractor is responsible for purchase of supplies, repairs parts, and or material in order to perform maintenance? If so, will a reimbursable CLN be provided?
Answer 3: The Contactor is not responsible for and will not purchase, procurement of supplies, repair parts, and or material in order to perform maintenance. All supplies, repair parts, and or materials will be provided by the
Government. This contract is for and will reimburse labor hours only.
Question 4: The productive hours listed for each position is 1920 but the contract has EO 13706 in it which requires the 56 hours of sick leave. If the 56 hours of leave are taken into account then the productive hours should be 1864. Would the government update the productive hours to reflect the sick leave required by EO 13706?
Answer 4: No, the contract hours will not be updated. The Government will only pay for hours physically worked by the contracted employee, up to 1,920 hours per employee.

Question 5: Section 1.1 of the PWS references the Biomedical Equipment Repair Technician (BMET) services for
Carl R. Darnall Army Medical Center (CRDAMC) and outlying clinics. Section 2.11 of the PWS references the government providing use of “available MTF facilities and equipment”. Would the government please specify where the contractor Biomedical Equipment Repair Technicians report to begin the normal duty day in terms of work center, building and or facility?
Answer 5: On a normal day the contracted Biomedical Equipment Repair Technicians will report to the
Government Supervisor in the Medical Maintenance Department, located in Carl R. Darnall Army Community
Hospital, building 36065 Santa Fe Avenue, Fort Hood, Texas 76544. Details will be provided to the awardee at time of award.
Question 6: Section 1.1.2 of the PWS the contract indicates this is a non-personal service contract. Who provides the BMET I’s their coordinating instructions and or production control job orders in support of CRDAMC and outlying clinics?
Answer 6: The Government Supervisor located in the Medical Maintenance Department, at Carl R. Darnall Army
Community Hospital, will provide the coordinating instructions and production control. The contracted employee will be supervised at all times by a Government employee. Details will be provided to the awardee at time of award.
Question 7: Given the break in the contract, is the contractor bound by Executive Order 13495 (Non-displacement of Qualified Workers)? Given the break in the contract, are the incumbent employees granted “Continuous
Service”?
Answer 7: The previous contract ended prior to the posting of the solicitation for this requirement therefore, Non-displacement of Qualified Workers does not apply to this requirement. There are no current incumbents therefore, there are no employees that are granted “Continuous Service”. FAR Clause 52.222-17 is incorporated in the event that there is a follow-on contract after this period of performance.
Question 8: Regarding instructions to offerors, evaluation factor 2, Past Performance: Will the government consider evaluating a teaming partner’s past performance citation as one of the two references?
Answer 8: Yes the Government will consider Past Performance of teaming partner’s as a reference.
Question 9: The solicitation says that companies must fill out attachment 1, compensation plan, and submit as part of our bid response. Would you please provide attachment 1 as I don’t see it included in the solicitation package information.
Answer 9: Attachment 1, example Compensation Plan, is on page 72 of 75.
