Justification and Approval for Other than Full and Open Competition

1. Contracting Activity: Regional Health Contracting Office-Central, Joint Base San Antonio, Fort Sam Houston, Texas.

2. Description of Action: This approval is for a firm fixed price bridge contract utilizing Defense Health Program Operation and Maintenance funds.

3. Description of Supplies/Services: Non-personal administrative support services (i.e., accounting clerks, administrative assistance, case management assistants, education technician, medical clerks, medical records technicians, project management analyst, management program analyst and word processors)for San Antonio Military Medical Center (SAMMC) and respective Military Treatment Facilities (MTFs) in the surrounding area of responsibility, JBSA- Fort Sam Houston, Texas. The period of performance is for a three (3) month period of performance 1 April 2018 to 30 June 2018 plus a six (6) month extension of services under FAR 52.217-8 (1 July 2018 thru 31 December 2018). Estimated value for a three (3) month base is . The total estimated value is to include the extension of six months as per FAR 52.217- 8 “Option to Extend Services”. There is no increase in the scope of services of being provided under this bridge contract compared with the current contract.

4. Authority Cited: 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Reason for Authority Cited: The purpose of this action is for the continuation of administrative support services until the Regional Health Contracting Office – Central awards the long term requirement. The long term requirement solicitation W81K00-18- R-0005 was posted on Federal Business Opportunities (FBO) on 7 February 2018.

Contract W81K00-12-D-0004 currently in place for nonpersonal administrative support services is set to expire 31 March 2018. The contract included FAR Clause 52-217-8, Option to Extend Services, and it has already been exercised for the maximum 6 month extension. Therefore, in order to avoid a lapse in service and not risk patient treatment and safety, a bridge contract is required until the future contract is awarded. The incumbent contractor, Infused Solutions, LLC, is able to provide uninterrupted services immediately following this award, which results in no disruption, delay, or harm to the Government, soldiers, civilians, and beneficiaries. In addition, Infused Solutions currently have the staff with the required certifications/training already in place to perform services.

(See FAR 2.101 and 3.104-4)

San Antonio Military Medical Center- Administrative Support Services

6. Efforts to Obtain Competition: The current requirement was competed and awarded to an 8(a) small business concern. The follow-on solicitation was posted on 7 February 2018 with a closing date of 7 March 2018. There is no other vendor capable of continuing the services for the short term bridge contract within the time line specified and required staff certified trained and vetted via security clearance/background checks to provide the administrative support services. Infused Solution, LLC is the only contractor with the capability and capacity to provide administrative support services at San Antonio Military Medical Center (SAMMC) and the respective Military Treatment Facilities (MTFs) in the surrounding areas of responsibility.

a. Effective competition. Based on market research and responses obtained from the draft solicitation and final solicitation posted there will be more than two 8(a) small businesses concerns competing for the long term requirement. The long term requirement solicitation, W81K00-18-R-0005, will be competed as a set aside for 8(a) small business concerns.

b. Subcontracting competition. In accordance with FAR Subpart 19.705-2, the Contracting Officer has taken action to determine whether the proposed contractual obligation requires a sub-contracting plan. According to the System for Award Management (SAM), the incumbent contractor, graduated from the 8(a) program and is not a small business and a sub- contracting plan does apply.

7. Actions to Increase Competition: The solicitation was posted 7 February 2018 to be competed among 8(a) small business concerns; however, it will not be possible to award a contract by 31 March 2018.

8. Market Research: Market research was conducted for the follow-on requirement for administrative support services with positive results. On 27 November 2017, the Small Business Administration’s Dynamic Small Business Search (DSBS) was utilized to identify 8(a) small businesses capable of providing administrative support services. The DSBS was queried using NAICS code 561110 and the keywords: “Administrative Services.” The search returned 53 8(a) certified firms and from reviewing the capabilities narrative there were more than five 8(a) firms identified that provide administrative support services. Infused Solutions is the only contractor that has the direct knowledge of the requirement and the staff on-site to continue administrative support services at SAMMC.

9. Interested Sources: There is a list of interested sources that expressed an interest in this requirement for the long term solicitation W81K00-18-R-0005 posted 7 February 2018; however, these sources are not being considered for the bridge contract because of the short time line, required certified and trained staff and security clearance/background checks. Competing this requirement at this time, will cause an interruption in a very

For Official Use Only (See FAR 2.101 and 3.104-4) critical service, which could cause harm to soldiers, civilians, and dependents without this requirement and it is not in the best interest of the Government. It will cause a complete mission failure to San Antonio Military Medical Center (SAMMC) and respective the Military Treatment Facilities (MTFs) in the surrounding areas of responsibility.

10. Other Facts:

a. Procurement history. Historically, these services were put in place to provide administrative support services for Brooke Army Medical Center, the Camp Bullis United States Army Health Clinic, the Mcwethy Troop Medical Clinic and the Fort Sam Houston Primary Clinic via the Mission and Installation Contracting Command (MICC) and performed under three Blanket Purchase Agreement (BPA) calls with FedSource, National Associates, Inc., and Career Management Associates. The BPA was administered by the MICC. The BPA expired in 2010. The requirement migrated from the MICC to MEDCOM. A one year, Indefinite Delivery Indefinite Quantity FFP, bridge contract W81K00-10-D-0003 was awarded by Southern Region Contracting Office-West (SRCO-W) to AIISource Global Management, an 8(a) certified business concern.
