Questions & Answers presented to the Goverment

Attachment 1

Q1. Page 52, section 7. Program Management. Does the Project Manager need to be named in the RFP response or later upon award?

A1. No, later upon award. See SOO 7.2.1.

Q2. Per 7.2.5., are the Project Manager and IT Project Manager required to be onsite for only the installation/validation portion or onsite for a set period of time post installation?

A2. The Project Manager and IT Project Manager must remain onsite until the installation/validation is complete and it is determined they are not needed on site.

Q3. Per 7.3, is the workflow to be performed after the award of the contract? Please clarify.

A3. Yes, after award.

Q4. Will the new analyzers be placed in the current configuration, noted on page 54? Are any changes to the layout anticipated?

A4. See SOO 5.1.9. The Contractor shall provide relocation of instruments up to two (2) times after initial installation between testing locations where needed to meet evolving mission requirements.

Q5. Page 45, section 5.2. Required Equipment - Do all three analyzer need to be interfaced to the automated line?

The RFQ states “The systems must have the ability to interface”. Based on the onsite visit it was understood Total

Laboratory Automation is not required for coagulation. Please confirm.

A5. See SOO 5.2.1.10. The systems must have the ability to interface with third party pre-analytical automation systems, to include automated track systems/centrifuges.

Q6. For special coagulation testing, the following questions will need to be answered to accurately determine volumes: Will all tests be run around the clock?

A6. Most special coagulation tests are batched weekly. Most special coagulation tests are batched weekly. These are performed during day shift, 7:30 thru 4:30, Monday thru Friday. They are not run around the clock. ATIII are run 24/7 if requested.

Q7. Is there a set schedule for performing special coagulation testing? Will each test be batched? If so, when will each test be performed? Once/week, twice/week, daily 5 days per week, daily 7 days per week, on demand, etc.

A7. Most special coagulation tests are batched once each week, Monday thru Friday. Factor VIII is sometimes performed on demand. Other factors are also performed on demand, but rarely. ATIII is also sometimes performed on demand, but majority of ship-ins are batched once per week. Depending on volume, some tests such as Lupus could be run twice in a week.

Most special coagulation tests are batched once each week, Monday thru Friday, 7:30 thru 4:30, Factor VIII is sometimes performed on demand. Usually performed during day shift, 7:30 thru 4:30, Monday thru Friday.

Other factors are also performed on demand, but rarely. ATIII is also sometimes performed on demand, can be run on any shift, 1 st , 2 nd or 3 rd , but majority of ship-ins are batched once per week, Monday thru Friday, 730 to 430.

Depending on volume, some tests such as Lupus could be run twice in a week, first shift, Monday thru Friday.

Q7. What is the frequency for running controls?

A7. QC is run every 8 hours at the beginning of each shift for routine testing which includes, PT, PTT, Fib, D-

Dimer and Heparin. There are 3 shifts. Routine testing is performed 24/7.

Q8. Which inhibitor is being tested? Factor VIII, IX, etc.? If there are more than one factor, what is the volume for each one?

A8. Usually Factor VIII Inhibitor at approx. 2 per month. Rarely Factor IX, Factor V usually once per year.

Q9. Please clarify, if possible, required workflow requirements for special coagulation testing.

A9. There is no workflow requirements for special coag testing. Instrument has to be the same instrument used for

Routine Coag testing.

Q10. Page 51, section 5.5. Training. Per 5.5.1, who in the Laboratory will be the point of contact to coordinate this training?

A10. The COR must coordinate training schedules with the Contractor.

Q11. Will the personnel be allowed to attend classes without having bench responsibilities?

A11. Yes

Q12. Please clarify the procedure for the contractor to follow in terms of making the plans for basic and advanced onsite workshops and training.

A12. The contractor will coordinate with the COR to determine what timeframes are needed for the basic and advanced workshops and training.

Q13. Is there an estimate on the cost to provide additional dedicated lines and LIS interfaces? Please confirm an estimate on these cost as well as where these costs are to be notated.

A13. Any additional dedicated lines and LIS interfaces that are needed for successful system operations will be identified by the Contractor in their proposal. In addition, the contractor shall provided detailed pricing to the

Government in the event the Government IT personnel are unable to provide. The Contractor should add this to his/her pricing volume as an additional line item.

Q14. Page 45, section 5.1. Specific Tasks/Description. Per 5.1.9., initially, will all three analyzers be installed in the main lab?

A14. Initially yes, however, there are plans in progress to move the bench top analyzer to the ED lab once the ED operations has been moved to their new location in the building. Timeline for this is TBD.

Q15. What is the plan for the bench top analyzer within the first 12 months? If moved, will the personnel trained on the analyzer move with the system? Will additional onsite training be required in the new location?

A15. The plan for the bench top analyzer is for it to be moved to the ED lab, no time frame as of yet. Additional training should not be required.

Q16. Pages 3, 5, 7, 9, and 11. The first line indicates CPT. The third line indicates Cost-Per-Test (CPT).

A16. All references to CPT (Cost-Per-Test) have been revised to read Cost Per Reportable (CPRR)

Q17. Per CPRR instructions on page 43 (5.1.1.), these items should be noted as CPRR (cost per reportable result) for PT, PTT, D-Dimer, Fib, and Anti-Xa assays.

A17. Page 43 Para 5.1.1 reads, "All costs for Prothrombin Time (PT), Activated Partial Prothrombin Time (aPTT), D-Dimer,Fibrinogen (FIB) and Anti-Xa assays will be calculated on a cost per patient reportable or patient billable basis based on the number of patients listed for each mandatory test listed in Table 1." They are identified as CPRR

Assays.

Q18. Please specify PT, PTT, D-Dimer, Fib, and Anti-Xa assays for this section.

A18. The government does not understand the questions as it identifies the assays as CPRR’s.

Q19. Please change CPT and Cost-Per-Test references to instead note CPRR and cost per reportable result.

A19. The reference to CPT (Cost-Per-Test) have been revised to read Cost Per Reportable (CPRR).

Q20. Please remove the two following paragraphs:

a. Note: Quantities are estimated. The Government will order supplies as needed, and only pay for those supplies that are ordered, received, and accepted.

b. The Government will order items on as needed basis, and shall only pay for the actual number of tests ordered, received, and accepted by the Government.

A20. The paragraphs will not be removed.

Q21. The two above paragraphs contradict each other. Quantities are determined in advance to determine pricing.

Quantities are paid based on reportable results performed, not on tests ordered, received, and accepted.

A21. The paragraphs will not be changed.

Q22. Question 8. Pages 4, 6, 8, 10, and 12. Please replace the word Mandatory with Specialty, if possible.

Mandatory is used on the tables on pages 15-20. It is also used on Table 1. However, these tables include both routine CPRR tests and special coag testing. It is confusing for these pages to know what is expected. Specialty, correct?

A22. Table 1 will be changed to read “Mandatory/Specialty Test”. In addition, a separate table does not add any additional information/value. All tests are (test per reportable) and the analyzers must be able to run all testing listed as per the Statement of Objectives.

Q23. Pages 12 and 13. For the CLIN items, are only the Maximum Amounts supposed to be completed?

A23. Page 12 – 13 “CONTRACT MINIMUM/MAXIMUM QUANTITY AND CONTRACT VALUE” has been removed and replaced with Minimum and Maximum Text.

Q24. Pages 15 to 20. Please separate these into two sets of tables per page 43, section 5.1.1.

i. Routine – CPRR – PT, PTT, D-Dimer, Fib, and Anti-Xa

ii. Special coag – All other tests

A24. A separate table does not add any additional information. All tests are test per reportable and the analyzers must be able to run all testing listed as per the Statement of Objectives. DFARS Provision 252.204-7011

Alternative Line Item Structure has been added to the solicitation. This provides Contractors with the flexibility to deviate from the Schedule B format provided the provision instruction are followed.

Q25. Routine – CPRR. Only CPRR price and extended price can be completed for CPRR calculations.

A25. This is a correct sentence. Fill in only what is applicable.

Q26. Special coag. Section 5.1.1 indicates these will be cost per kit. The only columns would be Kit price and catalog number. There needs to be flexibility to add additional lines for additional products needed such as controls and calibrator products in order to run the tests.

A26. DFARS Provision 252.204-7011 Alternative Line Item Structure has been added to the solicitation. This provides Contractors with the flexibility to deviate from the Schedule B format provided the provision instruction are followed.

Q27. Page 73, proposal items. Please clarify items to include in each email. Are these correct? Should subfactors each be delivered in a separate email? Pricing and Past Performance was listed, but a Past Performance section was not found.

ii. Volume II Technical Capability including Subfactors 1a, 1b, 1c, and 1d.

252.204-7011 ALTERNATIVE LINE-ITEM STRUCTURE (SEP 2011)

(a) Line items are the basic structural elements in a solicitation or contract that provide for the organization of contract requirements to facilitate pricing, delivery, inspection, acceptance and payment. Line items are organized into contract line items, subline items, and exhibit line items. Separate line items should be established to account for separate pricing, identification (see section 211.274 of the Defense Federal

Acquisition Regulation Supplement), deliveries, or funding. The Government recognizes that the line item structure in this solicitation may not conform to every offeror's practices. Failure to correct these issues can result in difficulties in accounting for deliveries and processing payments. Therefore, offerors are invited to propose an alternative line item structure for items on which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract structure is economically and administratively advantageous to the Government and the Contractor.

(b) If an alternative line item structure is proposed, the structure must be consistent with subpart 204.71 of the

Defense Federal Acquisition Regulation Supplement and PGI 204.71. A sample solicitation line-item structure and a corresponding offer of a proposed alternative line-item structure follow.
