About this file

This document is a Justification Review Document for Sole Source Procurement under FAR Part 13.501, prepared for the Brooke Army Medical Center (BAMC) Department of Pathology and Area Laboratory Services Histology Laboratory. The procurement seeks reagents, equipment, and services for high throughput specimen processing, including specialized staining techniques such as Immunohistochemistry (IHC), In-situ Hybridization (ISH), Immuno-Fluorescence, and Special Staining, along with whole slide scanning, image management, and laboratory workflow integration solutions.

The document justifies a sole source procurement with a specific vendor, citing unique technological capabilities and clinical requirements. The contract is planned for a base period from 1 October 2025 to 30 September 2026, with three optional one-year extension periods through 30 September 2029. Market research and sources sought notices were conducted, but no alternative vendors could meet the comprehensive technical and regulatory requirements. Key justification points include proprietary probe technologies, clinical continuity, diagnostic risk mitigation, and the vendor's extensive technical and clinical support capabilities. The procurement is subject to Defense Health Program (DHP) FY26 fund availability and will be awarded by the Medical Readiness Contracting Office-West.
