Reply: (See Statement of Objectives) - Vendor shall be able to provide medical gas that is medical grade United States Pharmacopeia (USP) rated by the Food and Drug Administration (FDA) to fill Brooke Army Medical Center’s three bulk oxygen and one bulk nitrogen tanks. There is a primary 9,000 gallon oxygen tank with a 6,000 gallon reserve tank that supports the main facility (Building 3551) and a 3,000 gallon Oxygen tank that supports the Hyperbaric Chamber (Building 3649). The nitrogen tank is 900 gallons and also supports the main facility. All gas manufacturers and fillers of medical gas must be registered with FDA as a drug manufacturer.

3. Question: What is estimated Bulk Oxygen daily usage (in inches) by tank?

Reply: We don’t record our daily usage in inches or gallons. We get billed monthly.

4. Question: What are the set points, FULL/TRYCOCK, REORDER, & LOW-LEVEL ALARM for the Bulk Oxygen tanks?

8. Question: What is estimated Bulk Nitrogen daily usage (in inches)?

Reply: We don’t record our daily usage in inches or gallons.

9. Question: Has there been any history of vaporizers icing up due to high volume?

Reply: No, not that I’m aware of.

10. Question: Are all tanks GOV Owned, Contractor Owned, or a mix?

Reply: All tanks are Gov’t owned.

11. Question: Which tanks are horizontal and which are vertical?

12. Question: How will the facility account for Costs for Emergency Deliveries (i.e., same day delivery, weekends, & holidays) that are not due to the fault of the contractor? Request adding a CLIN to offset these costs as distribution is the highest cost in this industry.

Reply: If tanks are filled twice within the week, no emergency bills will be required.

13. Question: Are there provisions for a site visit for offerors?

Reply: No, not at this time.

14. Question: Is there a reason the GOV did not include any liability insurance requirement specific to 325120 which is Industrial Gas Manufacturing in this solicitation? This solicitation is assigned to NAICS 325120, yet there is no mention of liability insurance listed in the solicitation.

Reply: The FAR Clause in reference to your question is FAR 52.228-5, which was inadvertently omitted and will be incorporated in to the Solicitation by amendment.

15. How will the GOV validate that the offeror has the necessary liability insurance if it is not part of the solicitation and not included as part of the bid package? It is important to note that there are very few underwriters that will insure small business for compressed gases under NAICS 325120/221210.

Reply: See question 15.

16. Will the GOV confirm that the offeror must have and provide proof of Liability insurance specific to NAICS 325120 at time of bid submission? It is important to note that there are very few underwriters that will insure small business for compressed gases under NAICS 325120/221210.

Reply: See question 15.

17. Question: PG. 63 of 98“Contractor must be licensed to transport and handle liquid Oxygen and Liquid Nitrogen.”Will the GOV affirm that the Prime Contractor that must be licensed in the State of Texas at the time of Bid Submission, as well as provide a copy of their licensure as part of the bid package?] Reply: See question 15.

18. Question: Will the GOV add VAAR 852.219-78 Limitations of Subcontracting – Certificate of Compliance which requires that the Prime Contractor affirms that“the offeror certifies that it will take ownership or possession of the item(s) with its personnel, equipment, or facilities in a manner consistent with industry practice”?

NOTE: “Industry practice as determined by the Compressed Gas Association (CGA) and the Gas and Welders Distributors Association (GAWDA) compliance sections require adherence to State Licensure requirements, which ensures capable SDVOBSs are accountable and relates directly to the statutory requirement of Prime Contractors having to be licensed within the State of Texas Department of State Health ServicesTitle 25 Ch 229 Rule §229.423 to distribute medical grade liquid oxygen (a prescription drug).

Reply: The clause you reference is a clause specific to the Veterans Administration, the FAR Clause reference is 52.219-14 which was inadvertently omitted and will be incorporated in to the Solicitation.

19. Question: PG. 79 of 98 LPTA -What is the GOV’s rationale (contained in the contract file) for evaluating by Lowest Priced Technically Acceptable for a health care service as critical as Medical Grade Gas for Human Consumption (Oxygen being a prescription drug)? For example, the VAMC Rocky Mountain Regional (CO) has an active RFQ with evaluation as “most advantageous to the GOV considering price and other factors:” Caution-https://sam.gov/opp/7e4c977b47cd44eda5f0227b971e889f/view < Caution-https://sam.gov/opp/7e4c977b47cd44eda5f0227b971e889f/view > 6830--Bulk Oxygen Delivery and Tank Rental for Rocky Mountain Regional VA Medical Center -36C25922Q0435

Reply: The technical requirements have been addressed in the Statement of Objectives “Offerors shall demonstrate the ability to meet the requirements of the solicitation via the submission of a written capability statement with their quote. The technical requirement will be reviewed to determine if the contractor understands and meets the government needs.” Once this has been evaluated as acceptable, Price will be the next Factor for evaluation.

20. Question: PG. 62 OF 98“Contractor must be in compliance with DOT regulations regarding transporting of medical gas to the facility, to include cylinder structure and color-coded requirements according to AR 700-68, Storage and Handling of Liquified and Gaseous Compressed Gasses and their Full and Empty Cylinders.”This appears to be specific to medical gases. Can the GOV confirm if there is any requirement for medical cylinders as part of the back up on the either the bulk Medical Liquid Oxygen or Medical Liquid Nitrogen system(s)?

Reply: Yes, we have backup cylinders.

21. Question: How does the GOV want offerors to account for costs associated with the “Estimated two deliveries per week” as listed in the description on the schedule of items? Will the GOV consider adding a CLIN for normal deliveries? There is no CLIN for normal deliveries yet there is a potential for (2) deliveries per week on both bulk medical liquid oxygen and bulk medical liquid nitrogen. By adding a CLIN for delivery fee, the GOV is allowing offerors to better manage costs of distribution (the highest cost) and thus provide a better cost for Oxygen and Nitrogen product.

Reply: The contractor is required to submit invoices for the gas fill.

22. Question: PG. 63 of 98“Contractor shall be able to have on site repairmen available to make repairs to the existing bulk systems as required.” Other than the repair CLIN 0001AE & subsequent years for Labor Only, can the GOV clarify how the GOV will require the Contractor to invoice for parts and materials to perform repair if the GOV confirms that the bulk systems are government-owned?

Reply: The Contractor is required to summit invoices.

23. Question: PG. 62 of 98 Technical Capability:“The technical quotation shall not exceed 10 pages”What is the GOV rationale for only ten pages?

Reply: The government has established that 10 pages is adequate enough for offerors to outline their proposals against the evaluation factors. In a competitive environment is important to standardize so that all offerors are rated equally and fairly.

24. Question: “Estimated 2 deliveries per week” is that to refill all (3) Bulk Oxygen tanks each delivery? How many times during the past year has there been (2) deliveries in a week if the tanks are monitored by telemetry?

Reply: The tanks will be filled as needed based on the telemetry monitoring. If the tanks need filling twice a week, then it will be required.

25. Question: PG. 62 of 98 under Salient Characteristics: “BAMC has four bulk medical liquid oxygen tanks, 9,000 gallons tank, a 3,000-gallon tank and a reserve 6,000 tank, plus a bulk liquid nitrogen tank (900) gallon.” Is there a fourth bulk liquid oxygen tank and, if so, what is the size?

Reply: There are only (3) liquid oxygen sizes listed elsewhere in the RFQ. No. only 3 Oxygen tanks.

26. Question: Are the Bulk Oxygen tanks collocated or are the located to specific buildings on site?

Reply: All located together.

27. Question: Can the GOV provide a facility schematic depicted where each Oxygen & Nitrogen Tank is located on site?

Reply: I can provide you a location, all are located together.

28. Question:. Estimated 2 deliveries per week”, Please confirm this is the actual estimate for (1) tank for an estimated quantity of 6,000 CCF for one year? How many times during the past year has there been (2) deliveries in a week if the tank is monitored by telemetry?

Reply: I don’t have that answer.

29. Question:. What is utilized as the Reserve system for the Bulk Medical Liquid Nitrogen?

Reply: Cylinders.
