AMENDMENT 0003

Question 1) Ref 3.5.2, is the design review described an environmental impact review? Is a traditional professional engineer’s design review required?

Answer: This is not an environmental impact review and a traditional professional engineer's design review is not required. This is a more general review focusing on highlighting areas where the Environmental Division's environmental specifications should be incorporated into an in-progress design.

Question 2) Ref 3.5, Could you please give an example of a typical environmental design review? With a 150 reviews listed could you give us a sense of the amount of time that is spent on one typical design review?

Answer: The time can vary based on specific projects, but the Government would anticipate approximately 800 hours going into design reviews and 800 hours going toward developing and documenting the design review process with the various design participants (the 2nd bullet).

NOTE: An example review, including the SOW that was reviewed is attached with Amendment 0003.

Question 3) Ref 4.4, Based on historical info what are the professional backgrounds and levels of the 4 research analysts listed?

Answer: Bachelor degree in environmental discipline with 2+ years of professional experience.

Question 4) Would fewer more senior staff (+15) be considered to support the scope tasks listed 3.0 instead of junior level staff (+2yrs) described in Factor #1?

Answer: The short answer is yes.

The Government considers this to be a performance-based acquisition and is not purchasing FTEs. This is not a time-and-materials contract or level-of effort contract and the Government will not be incorporating proposals into the resultant award. It is up to the contractor to staff accordingly throughout the period of performance to successfully perform the contract in accordance with the PWS. The evaluation criteria in FAR 52.212-2 requires submittal of resumes so the Government can verify minimum qualifications, but it does not require a specific number of resumes or personnel to be submitted. NOTE: After award, should the actual workload begin to differ significantly from the projected and historical information provided in the PWS, the contractor should notify the Contracting Officer and an equitable adjustment will be considered.

Question 5) Does Factor #3, similar projects section have a page limit? Should Factor #3, be included within the two page cover letter limit?

Answer: No page limitation was initially given by the Government for this factor. FAR 52.212-2 is updated to specify a limit of 10 pages. Factor 1 does not have a page limit. The Factor 2 page limit is increased to 10 pages.

The following have been modified:

PERFORMANCE WORK STATEMENT

Pollution Prevention Program Support Aberdeen Proving Ground, MD

1.0 BACKGROUND

1.1 General. Pollution Prevention (P2) is the Army’s preferred approach, where timely and cost-effective, to achieve and maintain compliance with environmental laws and regulations.

The Aberdeen Proving Ground (APG) Pollution Prevention (P2) Program focuses on using environmentally sound solutions as the preferred method to achieve and maintain compliance and to reduce the compliance burden. P2 is accomplished by implementing cost-effective approaches to pollution source elimination, reduction, or waste minimization.

P2 encompasses those activities which reduce the quantity of hazardous, toxic, or industrial pollutants at the source by changing the production, industrial, or other waste generating process. P2 is not limited to hazardous pollutants released to air, water, and land, but also includes activities to encourage the reduction of the amounts of non-hazardous commercial and household wastes.

1.2 Pollution Prevention Opportunity Assessments (PPOAs). A PPOA is a tool used to define the specific characteristics of a single operation or activity that creates environmental impacts (e.g., wastes, releases or toxic chemicals to the environment, energy/water usage, habitat destruction). Specifically, the pollution prevention opportunity assessment is a systematic evaluation of a process or operation to:

1.2.1 Characterize all aspects of the process or operation, including process flow, waste generation patterns, material and power consumption, costs, manpower, and reliance on toxic chemicals.

1.2.2 Define the impacts that the process and related wastes have on the air, water, and land

1.2.3 Assign related costs and liabilities with specific wastes and management practices.

The information documented in the PPOA is then used to identify, refine, and plan the implementation of pollution prevention technologies or practices that will reduce the environmental impacts associated with the process.

1.3 Environmental Specifications. An internal Directorate of Public Works (DPW) document that details environmental requirements across media areas that must be considered and/or incorporated into design, construction, renovation, and demolition projects. This document is updated annually and/or when a significant regulatory change has occurred.

1.4 APG Commuter Center. The mission of the APG Commuter Center is to inform APG commuters of alternative commuting options by providing information, guidance and rideshare matching services. Additionally, the Commuter Center manager also advocates for alternative commuting opportunities at APG, such as commuter buses and shuttles. The APG Commuter Center began as a local government partnership with Harford County in 2013 with a 15-month grant through the Department of Defense (DoD) Office of Economic Adjustment. It was initiated as the result of an APG traffic study recommendation to reduce the number of single-occupancy vehicles commuting to APG.

1.5 The Transportation Working Group (TWG): The TWG was created to meet an Executive Order directive to reduce greenhouse gas emissions. It meets quarterly to address transportation issues affecting APG. The TWG reports to the Garrison Commander and often has regional attendees.

2.0 APPLICABLE DOCUMENTS

The following documents (the version shown or the most recent issue) form part of this Performance Work Statement (PWS). In the event of a conflict between these documents and the contents of this PWS, the most stringent federal, state, or local law/regulation shall prevail.

2.1 42 U.S. Code §6901 et seq, Resource Conservation and Recovery Act, Section 6002, 21 Oct 76.
