PERFORMANCE WORK STATEMENT (PWS)
Unidirectional Flushing EA Part 1 General Information
1. GENERAL: This is a non-personal services contract to provide unidirectional hydrant flushing services throughout the Edgewood Area.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform unidirectional hydrant flushing as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: Army Public Health Command (APHC) has given DPW a unidirectional flushing plan that needs to be implemented to insure clean water is supplied to buildings throughout the cantonment of Edgewood. Due to the age of the infrastructure, flushing must occur on a weekly basis.
1.3 Objectives: To implement APHC unidirectional flushing plan
| - This will be performed by flushing hydrants in the preferred sequence |
| - This needs to be implemented and maintained year round |
1.4 Scope: CONTRACTOR shall execute APG’s program to unidirectional flush the water distribution system, create a deliverable database in a suitable format that is compatible with APG’s current GIS/Database system platform. This work essentially consists of the locating of hydrants for all flushing sequences which will be provided on a map provided by the Government. This process will be performed in a way that allows their positions and processes to be documented and readily re-creatable by APG personnel upon demand. Operate/exercise each located required main line valve to ensure its ability to operate and close completely upon demand. Fire hydrants requiring additional work (requiring backhoe excavation) to make them fully operational shall be listed and the list given to the COR or designee. Minor repairs to valves and/or hydrants may be required which will be repaired/replaced by CONTRACTOR at the Government’s discretion and billed accordingly. The final report is due within thirty days after project completion. Weekly reports will be delivered to the COR or designee on Monday mornings. Reports shall list work performed the previous week: sections flushed, water used and other information requested by the COR. CONTRACTOR shall provide the services in a safe, efficient and professional manner. The CONTRACTOR shall provide their own tools and vehicles to execute this scope.
1.4.1 VALVES: To increase the water main velocity without opening additional hydrants (to conserve water), specific valves (identified in the flushing plan) will be closed prior to flushing as per APG’s Unidirectional Plan. These valves will be documented by the contractor to insure that all valves are re-opened at the end of each day.
1.4.2 PRESSURE READINGS: CONTRACTOR will use accurate pressure gauges to determine that the required velocities are achieved during the flushing process. CONTRACTOR shall provide written proof that the pressure gauges used are calibrated to industry standards, i.e. annual, semi-annual etc.
1.4.3 CUSTOMER FLUSHING PRESS RELEASE: CONTRACTOR will assist with developing notification for Public Affairs Office that briefly explains the Unidirectional Water Main Flushing program. The notification must be approved by the COR. CONTRACTOR will assist in developing a press release to explain the Unidirectional Water Main Flushing program and the affected areas. The COR will forward to APG Public Affairs Office who will send the notification via social media and APG newspaper. The notification is to alleviate customer concerns about the discolored water found in the base water distribution system. COR will be responsible for notifying PAO on a weekly basis of where the contractor will be flushing that week.
1.4.4 The CONTRACTOR will not be held responsible for possible valve or hydrant failures during operation, damage done to the water system during water main flushing (i.e. water leaks, discolored water, turbidity, etc.), or damage to the APG’s individual water customer unless neglectful operations by CONTRACTOR such as high water pressures due to unsafe operation.
0. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The Period of Performance reads as follows:
Base Year – August 1, 2017 Option Year I – August 1, 2018 Option Year II – August 1, 2019

The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. After acceptance of the quality control plan by the contracting officer, the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.
1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. - Atlas Corrections and Notations: CONTRACTOR will document needed corrections on GIS maps. The documentation will be included in the final report to aid APG in making corrections to their existing GIS files.
- At the end of each day, or as requested, a written list of broken or inoperable fire hydrants or mainline valves will be given to the COR. Critical fire hydrants/valves that may be subject to breakage will be discussed with the COR as far as operation of the valve PRIOR to exercising the valves on the hydrant to prevent loss of fire protection.
