3.5.2. Power generation/distribution shall be compatible with 240v – 50 Hz usage. All wiring and electrical systems shall comply with international safety codes and regulations. All receptacles shall be European standard configuration. Power generation system shall operate on diesel fuel. The contractor shall provide the fuel necessary to maintain no interruption in power generation services.
3.5.3. The electrical drops shall be placed at each structure in order to allow power to be turned off at the breaker box. The Contractor is responsible for proper sizing of primary power and alternate power. An alternate generator shall be provided by the contractor and rated at only 50% of the primary power. If primary generator becomes inoperable, the USG will physically switch from primary to alternate power. The Contractor will be notified of the failure and shall make provisions to provide 100% of required power with 36 hours of failure.
3.5.4. The Contractor shall provide adequate size wire to carry the electrical load without failure or significant voltage drop below the required amperage at the identified structure locations. The Contractor shall provide training of the selected base personnel on the operations and routine maintenance (fuel filling operations, manual transfer switch operation, and emergency actions upon generator failure). The Contractor is responsible for service maintenance as required and must adhere to all safety protocols IAW current OSHA standards. The Contractor is responsible for the design and grounding of the system. The Contractor shall demonstrate through design drawings that the system is adequately grounded. Power distribution shall have manual transfer switch (from primary to alternate power). The Contractor shall maintain a 10% spare of total breakers installed per site. International Electric Code is the standard for this project. The Contractor shall provide initial certification, calibration, testing, and programming of the power plant system by a certified technician. Power from the power source shall be available 24 hrs, 7 days per week. All conductors located inside the facilities shall have adequate physical protection from incidental contact in accordance with NESC and NFPA 70. All conductors and connections shall test free of grounds, shorts, and opens. The Contractor shall provide a floor barrier placed beneath the generators in the event there is a spillage.
3.5.5. The Contractor shall provide electrical infrastructure within all Contractor provided structures to ensure adequate electrical supply to include, but not limited to, lights, receptacles, lighting switches, etc. Lighting levels must meet specified requirements.
3.5.6. Personnel. The Contractor shall provide a Program Manager and an alternate who is responsible for the daily work performance. The Contractor shall provide written notice to the Contracting Officer and Government point of contact of any change of the Program Manager or his alternate within twenty four (24) hours of the change. The Program Manager or alternate shall be physically available during the hours between 0800 and 1800 within one hour of notification by the Contracting Officer or the Government point of contact.
