Intel Apps – Information Collection – Weather Effect – Industry Day 4 Q&A

1. Will the consolidated rules database be provided for interested parties, if not can example rules or database schema be provided?

Answer: Yes, any required artifacts will be provided for development or integration.

2. Will the government provide information on how the requirements differ for intel apps based on echelon?

Answer: The requirements are echelon agnostic, and will not differ for intel apps based on echelon.

3. Has the government decided if intel apps will be procured using FAR 12 procedures?

Answer: Pending on Market Research, we will determine if we purchase commercial applications.

4. ACM mentioned variability in the number of users using the apps. Has a cloud strategy been contemplated for intel apps?

Answer: Yes, PM Mission Command is working on a tactical cloud construct, and more details will be provided at future industry days.

5. Are there standards that the gov't can provide on the various products referenced. i.e., HPTL, NAI, running estimates, etc?

Answer: Yes, any standards relevant to procurement of information collection and/or weather effects will be provided.

6. Can the government provide documentation on the referenced APIs?

Answer: Yes, this can be available upon request and a verified CAGE Code (see the email address in the chat on this Teams event).

7. For the CP CE/SensorCE forward-thinking/updates would the additional integration or other efforts go through the winning contract and will the GVT be flexible with the COTS requirement if adjustments need to occur outside of the original awarded scope?

Answer: If there is a new requirement, the Government can always leverage an Engineering Change Proposal to support the forward-thinking updates.

8. Does the collection management app have an existing capability that it is replacing?

Answer: Yes, there is an existing collection management capability that will eventually be deprecated

9. The most recent Info Collection RFI was nearly identical to the one conducted one year ago. Has the government fully refined its requirements at this point or do you anticipate yet another RFI?

Answer: There might be a slight revision to the Information Collection requirements as we progress.

10. Assuming the tasking of collection is only for Organic capabilities the Commander owns. What about strategic capabilities? Does this application need to consider national assets?

Answer: The asset library must include all assets from space to mud; from a tasking standpoint, only organic assets should be considered.

11. With a single weather file being up to 8GB, is there enough processing available to a BN through a TSI to successfully process and analyze weather data?

Answer: The primary processing of weather data will occur at Corp/DIV/BDE where a weather product will be pushed to BN.

12. Is the expectation that applications that meet these requirements already exist and will be acquired and integrated? Or are you expecting to award contracts to build these applications?

Answer: Based on market research, we will have a make/buy decision during the contract timeline.

13. Will the Govt sponsor CPCE SDK access for evaluation of required integration effort?

Answer: The SDK will not be provided as part of the source selection integration/demonstration effort. SDK will be provided after the contract has been awarded.

14. Is there documentation that supersedes ATP 2-01.3 Intelligence Preparation of the Battlefield (March 2019) and Field Manual 34-81-1 Battlefield Weather Effects (23 December 1992)

Answer: Field Manual 34-81-1 Battlefield Weather Effects (23 December 1992) was not updated

- it is considered inactive. There is no documentation that supersedes ATP 2-01.3 Intelligence Preparation of the Battlefield (March 2019).

15. We are assuming that the Intel Apps are currently being sought for on-prem applications and the required solution should also consider ability to transition to hybrid “Cloud-hosted” applications;

is that a correct assumption?

Answer: That's correct.

16. Are there any automated workflows for the G2/S2 and G3/S3? If so, can the government supply the resources used for the automation, as well as the workflows themselves?

Answer: Yes, will be provided with the product library with the draft RFP.

17. Are the estimated contract value presented at the ALT sessions still accurate for these opportunities?

Answer: Those estimations are still accurate.
