About this file

This document is a Request for Information (RFI) from the US Army Combat Capabilities Development Command (DEVCOM) C5ISR Center Research and Technology Integration (RTI) Directorate, seeking information on passive ranging solutions for driving hazard and obstacle detection on combat vehicles. The technologies of interest include passive range finding, structure-from-motion/photogrammetry, SLAM, semantic segmentation, and other innovative image and signal processing techniques suitable for integration onto ground combat military vehicles. The RFI requires responses to be submitted by August 19, 2024, and provides details on the submission process, including requirements for JCP certification and handling of classified information. The RFI is for market research purposes only and does not constitute a solicitation or commitment to award a contract.

APPROVED FOR PUBLIC RELEASE

Rollover Avoidance and Vehicle Environment Navigation (RAVEN) Request for Information (RFI)

Background:

The US Army Combat Capabilities Development Command (DEVCOM) C5ISR Center Research and Technology Integration (RTI) Directorate is performing market research on passive ranging solutions suitable to provide drivers of combat vehicle with driving hazards and obstacle warnings. In the past, negative and positive obstacles (i.e. ditches, berms) have posed grave and sometimes fatal danger to Soldiers driving with low situational awareness in unfamiliar environments. RTI seeks technologies that can passively sense such obstacles in a timely manner (i.e. low latency) and preferably collocated with(in) the sensor such that the driver can be alerted before an accident is about to occur. Technologies of interest are those that could be used to increase Soldier situational awareness in challenging environments, dynamically localize objects that pose high rollover threat, and display these objects in real time to the Soldier and their broader systems (e.g. Team Assault Kit).

Requested Information:

The C5ISR Center requests the following information for each precision reference system:

Company Information

· Company Name

· Company Address

· RFI Technical POC Name, Email Address, and Phone number

· RFI Business/Contract POC Name, Email Address, and Phone number

· CAGE Code

· Facility Clearance Level

· Joint Certification Program (JCP) DD Form 2345 (JCP Home (dla.mil))

Technical Information

Technologies may include, but are not limited to, the following areas:

· Passive range finding

· Structure-from-motion/Photogrammetry

· Simultaneous Localization and Mapping (SLAM)

· Semantic segmentation

· Monocular or stereo vision

· High resolution inertial navigation system (INS) and global position system (GPS)

· Terrain maps

· Visual odometry

· Innovative image and signal processing techniques, algorithms, and capabilities

· Low Size Weight and Power edge computing (processing inside the sensor housing or collocated outside of the sensor)

· Sensor fusion

· Low latency processing or real-time processing and display

The technologies chosen should be suitable for integration onto ground combat military vehicles and their systems. All environment sensing must be done using passive sensors exclusively (technologies using LiDAR (light detection and ranging) or other time-of-flight reliant sensing techniques are not acceptable) and cameras operating in the visible light spectrum (red-green-blue/day cameras) will not be effective at night and under degraded environmental conditions. The solution should integrate high-definition midwave and/or longwave infrared cameras to fulfill passive sensing requirements and visual environment capture requirements for display to the Soldier. The technologies chosen should be effective in their mission on restrictive terrain (i.e. secondary roads, paved roads, etc.) with sensing requirements changing based on the difficulty of the terrain. Obstacles of interest that should be detected by the system (though not necessarily classified beyond “GO/NO GO terrain”) could include tank ditches, wadis, steep grades, thick trees, personnel, vehicles, buildings, curbs, signs, power boxes, and any other objects that pose rollover or other driving risks. Distinguishability between such objects as mentioned above and objects that pose no hazard to the driver (such as tall grass and bushes) is preferred.

Submission Requirements:

This RFI provides general public release requirements ONLY. Additional technical details for this RFI is contained in a controlled document containing Control Unclassified Information (CUI). Therefore, it is not available for general release via this announcement. To gain access to the controlled document, your company/entity must be certified by the Joint Certification Program (JCP). To request the controlled document, you must click on the title in SAM.GOV to request access. Please enter the reason for requesting access and with your JCP certification number and CAGE code. Once approved you will be granted permission to access the controlled document. You may request access to the controlled document until 19 AUG 2024.

All documents shall be portion marked IAW DoDM 5200.01-V2. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (submitted material will not be returned).
