Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked. The following shall be included in the Narrative discussion:
(i) VOLUME I – Technical: The volume shall address all requirements of the Performance Work Statement to include the following four (4) separate chapters as follows:
Chapter 1: Product Development. The chapter shall discuss product development for the base contract period and all option years. Marginal levels of overall proven capability will indicate a lack of understanding concerning mission requirements and will result in the entire proposal receiving an unfavorable rating and/or being eliminated from the competitive range. The evaluation will focus on the Offeror’s Product Development. Offeror must have actually developed and implemented a comprehensive diagnostic software product for a DOD weapon system using Bayesian Belief networks, or an equivalent technology that meets Bayesian quantitative and qualitative standards, that identifies all possible causes of failure on the item being tested. This product must be a registered IT system under the Army Portfolio Management System (APMS). This product must be a fully-tested, working, and demonstrable product. Proposal shall reference an APMS registration number for a product.
Chapter 2: Management Capability. The chapter shall describe in detail all requirements of the Performance Work Statement to include the process by which you developed Bayesian networks for diagnostics using expert knowledge. Describe the methods you used to elicit knowledge from multiple experts, codify this knowledge, and mitigate biases. Describe how you managed the knowledge engineering process.
Describe in detail the process by which you developed Bayesian networks for diagnostics from data. Describe how you learned structure from that data and how you applied domain knowledge to the structure to create causal networks. Describe how you managed the knowledge engineering process.
Describe the process by which you tested these networks to ensure completeness and accuracy. Describe how you managed the testing process for knowledge engineers, programmers, and domain experts.
Describe the methods you used to develop and implement a user interface for Bayesian networks. Describe how you managed the networks and interface as interface as a software development project.
Describe how you manage movement between separate Bayesian networks and describe how that process is integrated with the software development.
Chapter 3: Staffing Approach. The chapter shall address all requirements of the Performance Work Statement to include the Offeror’s Staffing Approach. The evaluation will focus on the following:
Describe the management and technical staff, in detail, that you used to develop diagnostic software using Bayesian networks.
Describe the skill sets required to execute all facets of the development.
Describe the process you used to ensure knowledge engineers and software developers have and apply domain knowledge.
Describe how you managed staffing for software development on different types of equipment.
Chapter 4: Key Personnel. The chapter shall address all requirements of the Performance Work Statement to include the Offeror’s Key Personnel. The evaluation will focus on the following:
Describe in detail the responsibilities of each member of the development team.
Describe the process by which you perform quality control on the software and what personnel are involved.
Describe management of highly improbable diagnostic scenarios from a development perspective.
Describe management personnel. Explain why these personnel are experts (how were they selected, how were they evaluated, etc.). Proposals shall include personnel qualifications as referenced in PWS para 3.3 for educational and certification standards.

Direct Labor: On each CLIN worksheet, to include both CPFF and Cost CLINs, provide a listing of each proposed Direct Labor category (LCAT) with its base labor rate, corresponding amount of hours, and extended cost by Contractor Fiscal Year. The three column details (base/rate/dollars), as included in the above sample, must be proposed per Contractor Fiscal Year. The applicable labor rate must be referenced (linked) to the “Labor Rate” worksheet within the Summary excel file. The “Labor Rate” worksheet must list all applicable LCATs and provide the base labor rate per Contractor Fiscal Year.
Offeror and any subcontractor(s) are responsible for ensuring compliance with the Service Contract Act (SCA) for all applicable LCATs. If Offeror believes that LCATs are subject to the SCA, it must identify such LCATs as “SCA Labor” on its proposal.
Disclose the state and county in which the proposed SCA LCATs will be performing its effort, the Wage Determination Schedule used for the proposed SCA labor rates, and the Occupation Code and Title for each proposed SCA LCAT.
Indirects: The proposed indirect cost rates (inclusive of Facilities Capital Cost of Money Rates as applicable) are to be listed on the “Indirect Rate” worksheet within the summary.xls or .xlsx file. The costs on the CLIN worksheets for the base period and any option period(s) must be the result of calculations using the rates, by reference (linking), from the indirect rate worksheet (not hard numbers).
Note: The prime contractor and its subcontractor(s) will be permitted to propose Facilities Capital Cost of Money (FCCM) if provided for in its respective financial disclosures.
“Data other than certified cost or pricing data” is defined in FAR 2.101 as follows: “cost data, and judgmental information necessary for the contracting officer to determine a fair and reasonable price or to determine cost realism. Such data may include the identical types of data as certified cost or pricing data, consistent with Table 15-2 of 15.408, but without the certification. The data may also include, for example, sales data and any information reasonably required to explain the Offeror’s estimating process, including, but not limited to—
(1) The judgmental factors applied and the mathematical or other methods used in the estimate, including those used in projecting from known data; and
(2) The nature and amount of any contingencies included in the proposed price.”
Above detail lends itself to mathematically verifying the computation of costs to be able to explain the estimating process and calculations. Therefore, a hard numeric value provided in a pdf document will not suffice. Explaining the estimating process and corroborating the calculations may be necessary at a minimum.
Subcontractor/ Interdivisional Entity (S/IE): Proposed S/IE costs are to be listed on the CLIN worksheets for the base period and any option period(s). An S/IE with a CR arrangement with the Prime Contractor is to be proposed in the same level of detail and in the same format as required of the Prime Contractor. Each S/IE teammate, irrespective of contract arrangement with the Contractor, is to provide sufficient information to evaluate the proposed costs (see “Supporting Documentation” below).
The proposed S/IE effort must trace to the applicable supporting documents. S/IE participants may submit proprietary information directly to the Government. (See Paragraph L.1 and all subparagraphs above).
MATERIAL/TRAVEL/Other Direct Cost (ODC)
Offeror shall include the exact Government-Provided estimates for travel/ODC/material in its cost proposal (see table below). The Government estimates are the total cost for travel, ODC and material exclusive of an offeror’s associated indirect charges. Offeror shall propose any applicable indirect charges on the travel, ODC and material estimates in accordance with its disclosed accounting practices. The Travel/ODC/material estimate plus the applicable indirect charges to travel/ODC/material will be provided on Cost contract item line numbers (CLIN’s) (no fee) 1002, 2002 and 3002.
CONTRACT PERIOD
TRAVEL
ODC/Material
Base period
$400,000.00
$2,800,000.00
Option period 1
$437,500.00
$3,062,500.00
Option period 2
$481,250.00
$3,368,750.00
DO NOT CHANGE THE ABOVE NUMBERS.
Fee: The proposed fee shall be in accordance with FAR 15.404-4(c)(4) and must not exceed ten (10.00) percent of the contract’s estimated cost, excluding fee. Material, Travel and ODC’s are Cost Reimbursement only with no associated Fixed Fee.
SANITIZED SUMMARY COST PROPOSAL: Sanitize the cost proposal and provide the Sanitized Summary Cost Proposal file (sanitized.xls or .xlsx). The sanitized proposal must not provide cost information, extended price information, rates (direct or indirect), quoted prices, or total pricing. The sanitized proposal will be used by the Government to verify consistency between the technical proposal and the summary cost proposal.
PRICING METHODOLOGY: Provide applicable CAGE codes and cognizant Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) office contact information. Provide the basis for all proposed direct and indirect rates. If a Forward Pricing Rate Agreement (FPRA), Forward Pricing Rate Recommendation (FPRR) or Forward Pricing Rate Proposal (FPRP) is used, include the applicable document in the supporting documents as indicated. If there is no FPRA, FPRR, or FPRP, provide the basis of estimate for the direct labor rates to include salary survey data, payroll data, or employment agreement letters as applicable, and as indicated. If there is no FPRA, FPRR, or FPRP, provide the basis of estimate for the indirect pool components showing the calculation of the proposed rates and listing the general ledger accounts that make up each pool of expenses - this information may be provided in “Supporting Documents.” Include a listing of individual Subcontractor /Interdivisional Entities identifying the company and its specific division or segment (including CAGE code) and provide the cognizant DCAA and DCMA office for each.
SUPPORTING DOCUMENTATION: For Direct Labor Rates and Indirect Rates, provide the supporting documentation employed in developing the proposed rates used in estimating the proposal. Supporting documentation may include but is not to be limited to: copies of existing FPRA, FPRR, or FPRP, copies of any recent DCAA reports, copies of any recent DCMA reports, and documentation for the proposed direct labor rates, such as recent actual direct labor rates supported by payroll records and/or paystubs, Letters of Intent (LOIs), Employee/Employer Pay or Salary Agreements or salary survey data. If providing LOIs, Offeror and/or its subcontractor(s) are to include the direct hourly labor rate for the proposed employee, identify the position, submit the LOI on Offeror’s or subcontractor’s letterhead with both the prospective employee’s and the employer signatures, and state that the LOI is for this RFP. Documentation of indirect expense rates for an FPRP or other statement of current rates must include the proposed expense pool (by expense account) and allocation base detail, along with the last two years' actual pool and base information.
The rates reflected in the FPRA, FPRR, FPRP, or DCAA/DCMA audit or review shall directly match the proposed rates as detailed in the proposal; if the rates do not match, provide sufficient detail explaining how the proposed rates are realistic for the Offeror and/or its S/IE. Include narrative on any changes of ownership, significant expansion or contraction of business base, extraordinary events, etc. that have occurred within the past year, or are anticipated to occur prior to award or within the contract POP, and any additional information on the selection or activities of your S/IE.
In support of proposed DIRECT LABOR RATES the Offeror shall provide the most recent documentation from the following:
a. Forward Pricing Rate Agreements (FPRA)
b. Forward Pricing Rate Recommendations (FPRR) from DCAA or DCMA
c. Compensation Rate Tables approved by DCMA or DCAA and reference to the labor categories proposed
d. Letter(s) of intent (LOIs) that include:
i. Position
ii. Direct hourly rate
iii. Submission on Offeror’s letterhead
iv. Signature of the employer and prospective employee
v. Statement that the LOI is for W15P7T-1517-R-0008 0022
e. Payroll records and/or paystubs showing rate of pay and reference to the labor category proposed
f. Salary survey data that includes:
i. Source of data
ii. Job title and description
iii. Geographic location
iv. Range of salary amounts with reference to applicability of amounts
The direct labor rates reflected in the supporting documentation provided should exactly match the direct labor rates in the proposal. If the rates do not match, the Offeror shall provide adequate detail explaining how the proposed direct expense rates are realistic.
In support of proposed INDIRECT EXPENSE RATES the Offeror shall provide the most recent documentation from the following:
a. Forward Pricing Rate Agreement (FPRA)
b. DCAA/DCMA report or memorandum containing the most recent finalized DCAA/DCMA audit or review showing indirect rate calculations with pools and bases AND three (3) years of Certified Actual Incurred Cost pool and base (by expense account) information that validates the calculations c.
d. Forward Pricing Rate Recommendation (FPRR)
e. Forward Pricing Rate Proposal (FPRP)
f. Approved Provisional Rates Proposal
g. Other statement of current rates
NOTE: If providing an FPRR, FPRP, Approved Provisional Rates Proposal, or other statement of current rates, Offeror shall include three (3) years of historical actual pool and base information (by expense account) that validates the proposed rates.
Supporting Documentation for S/IE proposed efforts is to include the following information: a breakout of costs for any S/IE in the same level of detail required for the Prime Contractor when decision by the higher level is non-competitive; the Prime Contractor’s Cost or Price analysis that supported the Offeror’s determination to propose the S/IE and the basis by which the Prime Contractor or upper level S/IE determined the vendor’s price reasonable; a statement that S/IE has an adequate accounting system, as determined by the Government in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 242.75, under a cost-type contract or subcontract; and, at a minimum, all hours, LCATs, materials and ODCs for Firm Fixed Price (FFP) and Time and Materials (T&M) S/IE efforts. S/IE(s) are to be identified at all tiers.
It is anticipated that competition exists; therefore, certified cost or pricing data is not required. However, in the event only one Offeror responds or the Contracting Officer determines that adequate competition does not exist, the Government reserves the right to request additional cost or pricing information up to and including certified cost or pricing data.
In accordance with FAR 15.403-1(b), data other than certified cost or pricing data is required to support cost realism. All documents provided in support of the proposed costs shall be referenced and explained within the Cost volume.
If after receipt of proposals the Contracting Officer determines there is insufficient information available to determine cost reasonableness or cost realism and none of the exceptions identified in FAR 15.403-1 apply, the Offeror may be required to submit certified cost and pricing data. Offerors shall provide evidence that the Government has determined the Offeror’s disclosure statement under FAR Part 30 to be adequate. If an Offeror certifies for an exemption to the requirement for a disclosure statement in accordance with FAR 52.230-1 (Section K of this solicitation), the Offeror shall state so in the Cost Narrative.
Offerors shall provide evidence of an adequate accounting system. Evidence may include emails, letters, or reports from DCAA or DCMA.
Offerors are advised that in order to be considered for award, proposed costs shall be determined fair, reasonable, and realistic. Offerors that fail to provide all of the supporting documentation as required above may not be eligible for award.
Offerors are reminded to identify any uncompensated or partially compensated overtime included in the proposal – per FAR 52.237-10.
