Sheet1
| Question | Answer |
| 1. What needs to be done for the submittal of the intent to bid that is due November 15th? | Send an email that you intend to submit a proposal. |
| 2. When is the cutoff date for questions to be submitted? | 15-Nov |
| 3. Is there an incumbent contractor currently performing these services or is this a new requirement? | Currently Leidos |
| 4. If there is an incumbent could you please provide the contract number? | W15P7T-10-D-D414 KX01 |
| 5. In Volume III - for pricing purposes, will the USG please provide an official start date for the program? We need this information to properly price the base and option years of the proposal. | It is the Govenments intent to award by the end of the 2nd Quarter FY18. However, that date may be pushed out 30 to 60 days. |
| 6. Page 6, Section L, Section 5 -- Past Performance Questionnaire - Will the USG provide a template of the questionnaire form? (The questionnaire form is usually provided as a separate attachment in the list of RFP docs). | We will upload the questionnaire to FBO |
| 7. Page 15, CEDAT RFP, Section C, PWS 1.6.2 - LOW PWS 1.6.2 refers to a "total man-hours of direct labor set forth above". Are we going to propose it or will it be provided to us? | There will be no LOE provided. |
| 8. Page 23, CEDAT RFP, Section C - Travel and ODC CLINs. Usually we see an ODC Plug # that is used but I don't see that provided here. Will a Travel and ODC worksheet be provided or will Travel and ODCs be part of each subsequent Task Orders? | Please see updated solicitation to reflect the plug number for Travel/ODC/material for base and 2 options. Section L has also been updated to reflect plug numbers. |
| 9. Page 11 CEDAT RFP, Section 1.2 - Paragraph states base year plus 2 option years as Period of Performance. However this conflicts with CLIN 2001, 2002, 3001, & 3002. Can you please clarify? | This is a stand alone contract "C type" not "D type where Task orders would be executed." It will be one year base with two options |
| 10. Page 4, 5, 6, CEDAT RFP, CLIN 2001, 2002, 3001, & 3002 - It states for each of these "This option can be exercised from the date of award to 60 months after date of award". Is the contract intended to be 5 years or 60 months or just 3 years of 36 months as stated in section 1.2 of the RFP? | This is a 3 year effort. The 60 month language is there as a place holder for cercumstances that may exist in the future. |
| 11. Page 7, 8, 9, CEDAT RFP, A001, A002, A003, A004, A005, A006, A007, A008 - Performance Completion Date is 20-Dec-2020. I believe this would be determined by date of contract award. I assume if contract is not awarded before 19 Dec 2017 then this date would have to change, Also if work can be assigned from 60 months after award then these deliverables could extend beyond 2020. Can you please clarify this date? | This is a 3 year effort CDRL's will begin from date of award as stated above in queston 5 |
| 12. CEDAT RFP, Section 3.0 - Requirements 3.0 – the SOW does not fully address the potential requirements for this program. |
Rationale being when a system such as CEDAT is fielded across multiple platforms in dispersed locations extraordinary support could be needed to complete mission requirements. These could be items such as fabrication of test jigs, brackets and mounts, fabrication of wiring harnesses, engineering analysis of changes to CEDAT on assigned systems. Additionally, contractor may need to conduct logistical analysis and studies of Army systems to assist in selecting candidate systems for future CEDAT applications
Recommend government consider adding short paragraphs to address “Contractor will provide Logistics, Training and Engineering Support, as required, to support engineering, logistics, technical manual development, test and fabrication requirements for the design, build and fielding of CEDAT systems.”
| Secondly recommend adding a paragraph for future surge training and fielding support needed to meet the customer needs for the program. “Contractor will provide, as needed, fielding and training support to meet future fielding missions.” | PWS updated to reflect industries question and attached FBO. Updates are in yellow. | |
| 13. W56JSR-18-R-0004 Solicitation, Section L, Pages 1, 7-8: On the first page of Section L of the solicitation, it states that the page limit for the Cost/Price information is two (2) pages. Later on, however, on pages 7 and 8, it says that the Cost/Price information should be presented as four Microsoft Excel workbooks. As four workbooks could not be contained in two pages, we are wondering if one of these two requirements was a mistake, or if there is some further detail or instruction which we would need before submitting this information? | Section L attachment to solicitation has been updated to reflect the correct language. Update in yellow |
