W56JSR-17-R-0004 Amendment 1 Software Code Assessment Questions

Questions Answer / Remarks

1. In paragraph C.3.2 of the Solicitation’s PWS, the terms

‘simple’/’medium’/’complex’ systems, as well as ‘small’/’medium’/’large’ systems are used. Are these meant to have the same or different meanings?

This is a typo. Any reference to the systems are to be simple, medium and complex.

2. In the SW Code Assessment CLIN Price Structure Exhibit B, What is the definition and purpose of the “weight” column?

The weighted column is used in Cost/Price analysis and evaluation purposes to calculate the Best Estimated Price based on a 1:2:1 ration for Simple/Medium/Complex systems.

3. In section L.18.2.11 the solicitation states that “Offerors shall provide evidence of an adequate accounting system. Evidence may include emails, letters, or reports from DCAA or DCMA.” Other than documents from DCAA/DCMA, what other documentation will the government consider sufficient evidence of an adequate accounting system?

DFARS 252.242-7006 Accounting System Administration provides a definition of an acceptable accounting system and outlines the system criteria. A letter on company letterhead from a certified public accounting firm indicating their compliance with DFARS 252.242-7006 would be acceptable evidence of an adequate system.

4. In Exhibit B (Price Proposal Sheet) is the value calculated in the “Total Proposed CLIN Price” fields (L18, L30 and L42) also the value that should be plugged into the “Amount” column of the SF33 Continuation Sheet for Item Number 1001, 1002, and 1003 (on pages 4 and 5 of the solicitation document)?

Yes

5. What number should bidders enter into the “Amount” column of the SF33 Continuation Sheet for Item Number 1001, 1002, and 1003 (on pages 4 and 5 of the solicitation document)? Is this value intended to be the total amount for all three range quantities for each of the three system types?

The AMOUNT total for each CLIN in Section B will be the Total Proposed CLIN Price for each CLIN from Exhibit B worksheet (L18, L30, L42 and L54).

6. Can the Government please clarify the contract reference in Block 4 of SW Code Assessment DD254 Attachment 0002.pdf?

The contract referenced in Block 4 of the DD254 is the historical contract with similar work used for historical purposes to develop the current RFP and supporting documents.

7. Can the Government please clarify in the regards to the Pricing: L.15.4 Offeror will also need to provide a signed Standard Form 33, acknowledgement of any amendments, completed Section B. We understand that we are completing the Price Proposal Sheet that provides CLIN pricing by the three System types and the Government is weighting quantity range for evaluation purposes.

The L Section than requires the vendor to complete Section B of the RFP. In the UNIT Quantities for each System type we assume this is the unweighted cost from the Price Proposal Sheet is this a correct assumption. Also to provide the AMOUNT total for each CLIN will we use the highest type of System Range and extrapolate across the 60 months to obtain the total price proposed for each CLIN?

The AMOUNT total for each CLIN in Section B will be the Total Proposed CLIN Price for each CLIN from Exhibit B worksheet (L18, L30, L42 and L54).

8. L .17.4 – j. references the RS3 proposal submission, assumption this reference should be against W56JSR-R- 17-0004, please clarify.

This is a typo. Delete the word RS3.

9. L.19.4 The offeror shall date, sign and return the completed Standard Form 33 and any amendments along with Exhibit B and C listed above prior to the proposal due date as posted on FedBizOpps. Should the reference to C be Section K?

Section K is within the solicitation document (SF33) itself.

Reference to “C” in L.19.4 is a typo. It should read Attachment 002 (DD254) as listed in L.19.3.

10. Given the complexity and high-level nature of the work, is there a reason this is being procured as LPTA versus best-value/trade-off? In our experience it is next to impossible to hire the level of talent and subject matter expertise needed to fill these positions in a LPTA environment – the talent is too scarce.

Source selection procedures are at the discretion of the Contracting Officer.

11. Pricing Excel Spreadsheet. What is the purpose of providing three different quantity ranges under CLIN 0001 when CLIN 0001 is broken out under CLIN 1001, 1002 and 1003?

To provide balanced pricing across all range quantities, systems and years.

12. Can you please clarify CLINs 1-3? In their current form, shouldn’t they be FFP for each one under the following breakdown: Year One (84 systems, 1-2-1 ratio) – 21 simple, 42 medium, and 21 complex? The range quantities don’t appear to map directly to the PWS requirements in Section 3.2.

See previous questions.

13. Without knowing at least a range for the number of lines of code, it is impossible to scope just how truly complex these assessments are. Can you provide a range for each level of complexity?

The complexity of the systems is defined in Section C.3.2 which is based on estimated hours to complete a scan and analysis of the code.

14. Appendix C - CDRL and Solicitation. C004 in Section C solicitation page 9 is labeled Training Events, in the CDRL it is labeled Training Materials.

The CDRL is correctly labeled. Training Materials are a required deliverable.

15. Appendix C – CDRL missing C7000 “Accounting for Contractor Services”. – was this in error?

No this was not in error. The Contract manpower Reporting information is listed in Section H - Narrative H0008 of the RFP.

16. Solicitation C.3.1.4 Phase In. How much time will be granted between IDIQ award and the release of the first task order? Will there be time provided for in-processing personnel; i.e. ID card, mandatory training, inventory and hand receipt of Government Furnished Equipment, issue and set up of computer systems?

The first task order is anticipated for release within 30 days of award. Specific timelines will be finalized with the awardee during the kick-off meeting.

17. Solicitation Page 1. Is there a reason the Proposal Suspense date is not included on the SF 33 in Section 9?

Section 9 is for Sealed Bids and is populated automatically if a Seal Bid is selected in the contract writing software.

18. Solicitation, page 27, Appendix F Financial / Protection of Sensitive Information. Is the requirement for company signature for the prime contractor only?

Yes

19. Solicitation page 28, Appendix G Government Furnished Equipment. Why so many laptops - 82? If this is a new requirement and no incumbent where did these 82 laptops come from? Does the contractor need some desktop and/or hard drives vice just laptops to run software assessments?

This number is an estimate of what the Government will provide in the lab when the work begins per regulations.

All GFP details will be worked out through a Task Order modification if required IAW FAR 45.102.

20. Solicitation Section L, page 62. Can exhibits, pictures, tables, etc. be reduced to Time New Roman Font Size 10?

Yes

21. Solicitation Section L, page 62. Why are there two separate files for Volume I Technical Ability and Management? Can the technical (20 pages) and management (10 pages) be combined in one file or does the Government want two separate files for Volume I?

Please follow the solicitation guidelines. The total of Volume I is to be no more than 20 pages for Technical Ability and 10 pages for Management.

22. Solicitation L, Page 63 Past Performance References. Can subcontractors provide past performance references

No

23. Solicitation Section L, Page 64 paragraph L.17.4 j. references RS3 solicitation. Is this an administrative error?

Yes this is a typo.

24. In our experience the FFP portions of this solicitation are typically performed on a CPFF basis, while the CPFF portions (program management) of this solicitation are typically performed on a FFP basis. Would the customer consider re-evaluating this procurement to make it easier for the customer to manage and the contractor to staff, price, and perform the work by changing the procurement methodology for these CLINS accordingly?

No

25. Given the current level of ambiguity associated with this solicitation and the large number of questions for clarification, we are requesting that the response timeframe be extended until Thursday, January 5th.

No extension will be granted at this time.

File details come from the government source that posted it. Updated .
