Department of the Army Limited Source Justification for GSA Purchases under the SAT
Purchase Request #:
1. Contracting Activity: The United States Army Contracting Command-Detroit Arsenal (ACC-DTA) is the procuring activity for this action.
2. Description of the Supply or Service Purchased: This firm fixed price (FFP) supply action is for the purchase of Business Intelligence and Supplier Health data subscription that the Ground Vehicle Systems Center (GVSC) DMSMS, Obsolescence Management and Reverse Engineering (DORE) Team will be using in support of our Obsolescence Management Services to TACOM. The subscription product is Dun & Bradstreet’s (D&B) Direct+ Business Data and will be delivered via Application Programming Interface (API).
Direct+ is an alternative, machine-to-machine application programming interface to the same data available through D&B’s traditional data products. D&B will provide access to and support the D&B Direct+ Application Program Interface (API). The API will allow for direct data feeds and will allow GVSC to always have the most up to date information. In addition, GVSC will also be able to perform up to 200 detailed searches of companies using D&B’s Company Profile with Executives and Linkage (CMPELK) product.

4. Authority Cited: GSA: 40 U.S.C. 501 and FAR 8.405-6(b), Limited Sources Justification and Approval. This acquisition is conducted under the authority of the Multiple Award Schedule Program.
5. Reason for Authority Cited: Only D&B is capable of providing this specific set of data.
D&B has been providing the Business Intelligence and Business Health data to GVSC for use in conjuction with +Sustainment Engineering Risk Assessment (SERA) and VisCom Supplier Database tools for the past 10 years. This data is used in conjunction with Obsolescence Management Services that GVSC supplies to TACOM customers. D&B has compiled the most comprehensive and accurate repository of business data in the world. D&B business databases contain information on over 340+ million companies worldwide with information on mailto:erwinj@dnb.com
ACC-WRN FT 4275, 24 AUG 2017 Previous Edition is Obsolete Page 2 of 2 each company that is collected, curated, and that goes through a rigorous quality control process. With more than 30,000 global data sources, D&B applies the latest statistical technologies and methodologies to build the highest performing predictors, ratings, scores and advanced analytic models, which will allow GVSC to better monitor our supply base.
This ensures that GVSC supports our customers in a way that will allow us to identify Obsolescence and Supply issues in a predictive manner to minimize platform Readiness Issues.
Switching to a different provider of Supplier Health Data would ultimately reduce GVSC’s ability to provide accurate information to our customers as no other supplier can provide exactly the same type of information and Supplier Health Ratings that we have been using for many years.
6. Market Research: The GVSC DORE team members (Stan Michener, Eric Niemasz, and Steve Olevnik) conducted Market Research in April of 2019. Detailed meetings were conducted with two companies that provide Business Intelligence data, Deloitte and Interos.
Both companies provide Business Intelligence and Business Health data, but their business models did not support the required information to be able to properly support GVSC’s customers. GVSC’s VisCom Supplier database has over 30,000 suppliers in it. GVSC requires supplier health ratings on all 30,000 companies to be able to provide our comprehensive Obsolescence Management services to TACOM Customers. Dun & Bradstreet Government Services is the only company that can provide the data we require on all of those companies. During several detailed discussions in April of 2019, Deloitte concluded that its business model did not lend itself to being able to provide GVSC with the data GVSC requires. The team also met with Interos, which specializes in Supply Chain Risk Management; however, its business model is providing deep dive analysis of a company or supply chain and does not focus on providing Supplier Risk and Health ratings on a large number of companies like GVSC requires. Interos stated that it was better suited to provide a deep dive analysis on a small number of companies versus providing a Supplier Health or Risk rating on 30,000 companies. Based on the above, D&B is the only company that can provide GVSC with exactly the type of data that GVSC requires.
