DEPARTMENT OF ARMY

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

Purchase Request #: 11330033

1. Contracting Activity: U.S. Army Contracting Command – Warren (ACC-WRN) is the procuring activity for this action.

2. Description of Action: This action is to support the Ground Vehicle Systems Center (GVSC) for the renewal of Star CCM+ software and maintenance support via a new Firm Fixed Price (FFP) contract. The type of funds are FY 2019, Research, Development, Test and Evaluation (RDT&E).

3. Description of the Supply or Service Purchased: This acquisition is for commercially available software and maintenance purchased below under the previous contract, W56HZV-17-C-L419, with two option years.

• Five (5) STAR-CCM+ Additional Session Annual renewals

• Four (4) STAR-CCM+ Power Session Annual Renewals

Suggested Vendor:

Siemens Government Technologies, Inc.

PLM Division 1881 Campus Commons Drive, Suite 300 Reston, VA 20191-1519 Cage Code: 0DZG1

DUNS: 105162098

4. Authority Cited: The statutory authority permitting other than full and open competition is 41 U.S.C. 1901, as implemented by FAR 13.501(a)(1)(ii) - Prepare sole source (including brand name) justifications using the format at 6.303-2.

5. Reason for Authority Cited: Star CCM+ is essential to the Government’s requirements. It is unique in that it streamlines the computational fluid dynamics simulation process by combining multiple steps into one user interface. U.S. Army Combat Capabilities Development Command (CCDC) Ground Vehicle Systems Center (GVSC) uses High Performance Computing (HPC) hardware resources at Army Research Labs & Air Force Research Labs. Star CCM+’s licensing scheme interfaces with HPC and is much more economical than similar software. It was created to take advantage of the capabilities of multi-processor computers and allows an unlimited number of processors to be utilized for each simulation job at no additional cost. Also, GVSC and CD-adapco have spent the last four years incorporating enhancements to the STAR-CCM+ software, such as the automatic fire suppression capability, which is not currently available in any other Computational Fluid Dynamics (CFD) codes. STAR- CCM+ provides a framework to develop a hook (script) for modeling a special scenario such as fire suppression capability which is vital for war fighter survivability. We developed this hook and validated the results with test data for multiple ground vehicles.

This capability resides internal to GVSC and is not available to outside world.

As it relates to analysis requiring body dynamics, Six Degrees of Freedom (6DOF) and CFD hydrodynamics solving, STAR-CCM+’s unique capabilities have been rigorously used and supplemented for over six years at GVSC. Analytics uses it to support multiple Marine Corps programs for swimming-related problems and force projection regarding bridging. Over that timeframe, customized solving capability, exclusive to STAR-CCM+, was developed at GVSC to solve a wide range of hydrodynamics problems involving amphibious vehicles, boats, and wet gap bridging. Such customized capabilities involve the complicated physics associated with: the flooding, capsizing, and sinking of a vessel;

the motion and forces acting upon various sections of a wet gap bridge and its cable-based anchorage system; the ability of a swimming amphibious vehicle to negotiate user-specified wave / wind characteristics; the interaction of the flow around the vehicle / vessel hull with the flow through and around the propellers; the transition of an amphibious vehicle swimming across a river via water propulsors and then climbing up the river bank via the vehicle wheeled running gear; vehicle swimming maneuverability such as turning;

amphibious vehicle disembarkation from a ship into a body of water; hydrostatic characteristics of a vessel for a range of heel and trim angles; the impact of breaking surf waves on a swimming vehicle; the beaching of water vessels. Another tool offering comparable modeling and simulation (M&S) capability and customizability is not known at this time. Even if such a tool exists, the development of new models and customized run scripts to achieve the same level of capability as that associated with STAR-CCM+ and duplicate already developed models would take at least four years at a substantial cost. Typically, each amphibious vehicle analysis takes an analyst about six months for building and validating the model. The fully burdened cost for a full time analyst in the GVSC System engineering Analytics group is approximately $250K. GVSC has about eight different vehicle platforms and to build the model and validate this model will cost around $1M (8 models X 0.5 man year X $250K).

To utilize a software and maintenance support from a different vendor, the existing software would also have to be changed, resulting in a duplication of costs ($1M described above) and unacceptably delaying programs and missions. Such delays include the time and costs involved for another contractor to redevelop software, as well as the training of CCDC engineers to use it. Training and getting familiar with the software takes a minimum of 4 months for a GVSC system engineering analyst. For six engineers to get fully trained in the alternate software would cost $525K (6 engineers X 0.35 man years X $250K). Delaying this procurement will also cause discontinuity in the support GVSC provides to its customers and associated partners. While license costs for alternate software are expected to be similar, the additional costs associated with the training and conversion will not be recovered via competition.

6. Effort to Obtain Competition: The initial need for such software began in 2008 and continues to date. Numerous software companies were contacted and a survey of cost and capabilities was conducted. CCM+ is the only software that meets all of the Government’s needs. GVSC would be open to consider other software brands in the future if they effectively meet and exceed mission requirements, and are economically viable and compatible with its existing systems.

7. Actions to Increase Competition: This requirement will be publicly posted on the Federal Business Opportunities website (FedBizOpps) for interested and capable parties.

GVSC-Analytics will continually monitor for commercial software packages that address the Government’s need for highly detailed software related to propulsion cooling, thermal loads, vehicle swimming and fire suppression. If a commercially available flow and thermal modeling software package becomes available that will greatly exceed the capability of STAR-CCM+, and provide cost savings, GVSC - Analytics will consider transitioning.

8. Market Research: Pursuant to FAR 10.002 (Procedures), product literature published by the vendors listed below was reviewed and compared on March 27th, 2019. The research was done by , Team Leader for GVSC – Flow and Thermal team. The flow & thermal team identified several commercially available software packages that can be used for flow & thermal modeling. These software packages included:

Exa Power Flow CFD (Dassault Systems) ICFD software (LSTC Corporation) Acusolve (Altair Corporation)

While all listed software provides some capabilities of interest to GVSC, each has its own unique functionality that needs user training. They also require the redevelopment of existing fluid & thermal virtual models of vehicles. The market research mentioned here is based on internet search (March 19th, 2019), GVSC industry day interactions (July 12th, 2017), and technical conference attendances (10th April 2018 & 9th April 2019).

9. Interested Sources: No other sources have written to express an interest in this procurement. The Government will synopsize this action in accordance with FAR 5.201 and will consider any proposals received.
