The Army has a current inventory of 40m dry gap 80T/110W bridge sets in the which Mabey is the Original Equipment Manufacturer (OEM). In order for these bridge sets to meet the current need, the Army requires additional parts, which are specific to the OEM. While other commercial bridges and parts are available in the marketplace, the parts are not interchangeable and only Mabey parts can be utilized to complete the bridges. The Army acquired these LOCB systems from Mabey as non-standard equipment on an as needed basis outside of a program of record and did not procure the Technical Data Package (TDP). Procurement of bridge sets and COEI to supplement existing LOCB assets in the is more cost effective than procurement of new bridges on a competitive basis. A competitive action would require procurement of duplicate bridge sets to achieve the same capability.
B. Duplication of Cost
The Army would incur a significant duplication of cost, which is not expected to be recovered through competition, if bridge sets and COEI were procured from a source other than Mabey. In order to compete the parts required, the Army would have forego existing inventories and procure a full complement of bridge parts in order to meet the current needs. The Army currently has a quantity of two Mabey 40m dry gap bridge sets. Based on the IGCE, each 40m dry gap bridge set has a unit price of In order to compete this effort, the Government would have to divest the current inventory of Mabey bridge spans and acquire all new assets to meet the requirement. If these assets were divested and a competitive action was pursued, the Army would need to realize a cost savings of 16% in order to recoup the cost of the assets divested. A cost savings of this magnitude is not expected through competition. The following table provides a breakdown of the total estimated cost if the Army was to procure these bridge sets and COEI on a competitive basis to fulfill this requirement:
Unit Price Qty Totals 40m Dry Gap Bridge Sets 8 Launch & Erection Sets 2 Mabey COEI Pier Set 2 Mabey COEI Span Junction Kits 2 Mabey COEI
Hardware
Transportation to Sagami- ISO containers 128
21 containers per 40m Dry Gap Bridge Set, 2 containers per All other Components Total Hardware and Transportation

Based on this substantial duplication of cost, ACC-WRN will solicit this action on a sole source basis to Mabey.
6. Efforts to Obtain Competition:
a. Effective competition: For the reasons outlined in paragraph 5 above, competition is not expected for this action. This procurement action will be synopsized in FedBizOpps. The notices required by FAR 5.201 shall be published, and that any bids or proposals received shall be considered.
b. Subcontracting competition: To ensure Mabey competitively awards subcontracts to the maximum extent possible, the contract will contain FAR clauses 52.244-5, “Competition in Subcontracting,” and 52.244-2, “Subcontracts.”
7. Actions to Increase Competition: PdM Bridging will conduct market research at the onset of a requirement to determine the feasibility of future competitive actions.
8. Market Research: Pursuant to FAR 10.002(b)(2), and DFARS 206.302-1(d), ACC-WRN issued a sources sought notice, On 19 March 2019, on behalf of PdM Bridging. To identify sources of supply that were capable of providing dry gap bridging capabilities. ACC-WRN received one response to the market survey from SAFE Structures. While SAFE Structures indicated interest in providing the Government with LOCB bridges and COEI, it did not provide any supporting documentation to indicate its capabilities. Additionally any parts would be specific to its bridge configurations and not interchangeable with the existing Mabey bridges.
For the reasons stated in paragraph 5 above, Mabey will be the only source solicited for this effort.
9. Interested Sources: To date, no sources other than those listed in paragraph 8 above have written to express an interest in this requirement.
