DEPARTMENT OF THE ARMY

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity: Army Contracting Command-Warren (ACC-WRN) is the procuring activity responsible for this action.

2. Description of Action: This new contract action is to support the Tank Automotive

Research, Development and Engineering Center (TARDEC), for the procurement of

VisualDoD software and training sessions that will be purchased on a Firm-Fixed-Price contract. Fiscal Year 2017 Research, Development, Test, and Evaluation, Army

(RDT&E) funds will be used for this effort.

3. Description of Supplies/Services: TARDEC has a requirement for the following

VisualDoD foundations:

Base Year:

Floating Logins for VisualDoD Budget and Analytics (Qty: 10) 1-day Training & Program development workshops at TARDEC (Qty: 2) 1-day Training & Program development workshop at McKinsey & Co. (Qty: 1) Estimated Price: $55,000.00

Option Year 1:

Floating Logins for VisualDoD Budget and Analytics (Qty: 10) Estimated Price: $55,000.00

Option Year 2:

Floating Logins for VisualDoD Budget and Analytics (Qty: 10)

Estimated Price: $55,000.00

Estimated Base Year: $55,000.00 Estimated Option Year 1: $55,000.00 Estimated Option year 2: $55,000.00 Estimated Total Price: $165,000.00

4. Authority Cited: The statutory authority permitting other than full and open competition is 41 U.S.C. 1901, as implemented by FAR 13.501(a)(1), “Sole Source Acquisitions.”

5. Reason for Authority Cited: There are multiple tools available in the marketplace and each has specific functions and capabilities and exhibits different compatibilities compared with other data analysis tools and methods. First, VisualDoD is the only source that satisfies all of the requirements. TARDEC’s customers require data modeling support and are already using Visual DoD licenses. Multiple users both inside and outside of TARDEC will be working off of the same model(s). In order to be compatible with their data analysis efforts, TARDEC must synchronize with the same tool type, functions, capabilities, and compatibilities.

Second, there were three Analysis of Alternatives (AoA) studies led by other DoD agencies as well as DoD service contractors. The studies supporting functionality and capability data led to the selection of VisualDoD, over other tools, due to superior effectiveness to stated projects.

Third, several projects are currently under way in which development is being performed that will benefit from tools integration and data sharing. Not having the unified VisualDoD system would negatively impact the development and collaboration of in progress integrations. The use of another data tool will simply not be compatible with the pre-established VisualDoD system that other teams and DoD agencies currently use.

Finally, VisualDoD is the sought after defense budget and market analytic solution tool because it provides a comprehensive approach to defense analysis. Other industry solutions do not capture the fidelity of government data structures and are complex and difficult to manage. However, VisualDoD offers an exhaustive level of coding to allow users to seamlessly navigate the collected defense information. In summary, there are no other information systems that exist that offer a comprehensive approach to data organization; furthermore, no others offer the collaborative opportunities that exist with

VisualDoD.

6. Efforts to Obtain Competition:

a) Effective Competition. This action is for the software, VisualDoD, which is owned by McKinsey & Company, Inc. (McKinsey). McKinsey is the developer and proprietor of this software and does not have any authorized resellers. If other contractors with similar product capabilities to VisualDoD express interest and are able to meet the requirements outlined in this contract, TARDEC is open to their qualification.

b) Subcontracting Competition. In an effort to ensure subcontracting competition, the contract will include the following provisions: FAR 52.244-6 Subcontracts for Commercial Items and FAR 52.219-8 Utilization of Small Business Concerns.

7. Actions to Increase Competition: TARDEC is actively seeking competition. Over the course of the next few years, TARDEC will review competitive software capabilities to determine if competitive options exist.

8. Market Research: Market research was completed between 14 August 2017 and 31

August 2017. Market research was conducted using the following techniques:

a) Interactive, on-line communication among industry, acquisition personnel, and customers.

b) Reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line.

c) Obtaining source lists of similar items from other agencies

The market research indicates a severe limit in the data and functionality necessary to achieve a required capability outside of VisualDoD. Market research also shows the other means to acquiring similar data include workshops offered by Star Lab Corp., studies conducted by the Center for Strategic and International Studies (CSIS), and/or

CSIS' online-based Future Years Defense Program tool, which enables extremely limited and basic comparisons of current and past budgets. These are short-term, ineffective solutions that do not allow for real-time, year-to-year data mining and analysis of the DoD budget in support of TARDEC's External Business Office mission.

These AoA studies have resulted in the selection of VisualDoD over other tools due to functionality and capability criteria that was deemed useful to projects. The contract specialist also conducted internet searches to better define the requirement and look for additional sources, and searched electronic data access (EDA) for prior government contracts with the contractor. The prospective contractor was also contacted to obtain previous government contract numbers.

9. Interested Sources: The notices required by FAR 5.201 will be published and any proposals received shall be considered. As of 12 DEC 2017, no other sources have written to express an interest in this opportunity. The Combination synopsis and solicitation notice will be posted at the Government Point of Entry (FBO.GOV)
