CMO Control Number: 2018-091

8. Market Research: A sources sought notice was conducted using FedBizOps on 03 May 2018 and closed on 18 May 2018, to determine the capabilities and interest for the HET M1070P1 Armor C-Kit and one source expressed interest. Enterprise Ventures Corporation (EVC) provides cost-focused professional services, business consulting, and production solutions for Government, private industry, and the public.

Although EVC may possibly be capable of producing the M1070P1 HET Armor C Kit, the time to perform reverse engineering, build and test, and produce the kits, by other than the OEM, as shown in paragraph 5, does not meet the required Government delivery schedule.

9. Interested Sources: As stated in paragraph 8, there is one source that may be capable of meeting the requirements for the M1070P1 Armor C Kit. However, for the reasons stated in Paragraph 5 above, award of this action to a source other than Oshkosh would result in an unacceptable delay. The notices required by FAR 5.201 will be published and any proposals received shall be considered.

It also states that major armor suite kits for the HEMTT were to be broken out for competitive small business set aside acquisitions. The HETs armored C-Kits were not discussed in paragraph 7 of the previous J&A.

5. There are no prior contracts for this requirement using full and open competition.
