PART 1

GENERAL INFORMATION

1. General:

This is a non‐personnel services contract to provide accreditation to the Tank Automotive Research, Development, and Engineering Center (TARDEC) test labs to ISO/IEC 17025 standards by a third party Accrediting Body. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Introduction: The Contractor as an independent Contractor and not as an agent of the Government, shall provide qualified personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non‐personal services necessary to perform ISO/IEC 17025 Laboratory Accreditation as defined in this Performance Work Statement except for those items specified as Government furnished property and services.

The Contractor shall perform to the standards in this Task Order.

1.2 Background: TARDEC management has committed to operating their testing laboratories under a common Laboratory Quality Management System (LQMS). Accreditation to ISO/IEC 17025 General Requirements for the Competence of Testing and Calibration Laboratories is the industry standard for laboratory quality management.

TARDEC has used ISO/IEC 17025 to implement their quality system and to improve their ability to consistently produce valid results. This standard is about competence, and receiving accreditation is simply formal recognition of a demonstration of that competence. TARDEC currently has eight laboratories that are ISO/IEC 17025 Accredited. TARDEC’s goal is to accredit additional laboratories as well as maintain the ISO 17025 accreditation for the laboratories that have been accredited.

1.3 Objectives: The contractor must have international ISO/IEC 17011 recognition maintained through the Asia Pacific Laboratory Accreditation Cooperation (APLAC) and the International Laboratory Accreditation Cooperation (ILAC) Mutual Recognition Arrangement (MRA). The contractor shall conduct on‐site ISO/IEC 17025 Full Assessments to initially grant accreditation to one TARDEC laboratory each year, and conduct Surveillance Assessments to cover reaccreditation of eight to twelve currently accredited TARDEC laboratories. The contractor shall provide an Accreditation Certificate and Scope of Accreditation for each TARDEC laboratory meeting the requirements of ISO/IEC 17025 and contractor specific policies. The contractor shall be capable of granting accreditation to ISO/IEC 17025 in the following technology labs: Bridge Technology, Physical Vehicle Simulation, Armor Ballistic, Occupant Protection, Hit Avoidance, Laser Protection, Electrified Armor, Fire Protection, Energy Storage, Thermal Calorimeter, Air Filtration, Electric Components, Thermal Integration, Fuel Cell, Propulsion, Material Characterization, Fuel and Lubricants, Vehicle Electronics, and Robotics Interoperability.

1.4 Scope: The purpose of this work is to achieve/maintain ISO 17025 Accreditation of TARDEC Laboratories.

There are two work activities being performed: 1.) third party assessment to reaffirm accreditation of TARDEC’s currently Accredited Laboratories to ISO 17025: 2005 General Requirements for the competence of Testing and Calibration Laboratories including eight laboratories – Bridging Lab, Occupant Protection Lab, Fuels and Lubricants Lab, GSPEL, Propulsion Lab, SABL, Simulation‐PST, and Simulation‐MBT; and 2.) third party Initial Accreditation of one TARDEC Laboratory per year for five years, to ISO 17025: 2005 General Requirements for the competence of Testing and Calibration Laboratories and grant accreditation. See Section 5 of this Performance Work Statement located in Section C of this contact for specific details.

Base Year: 1‐Jul‐2017 to 30‐Jun‐2018 Option Year I: 1‐Jul‐2018 to 30‐Jun‐2019 Option Year II: 1‐Jul‐2019 to 30‐Jun‐2020 Option Year III: 1‐Jul‐2020 to 30‐Jun‐2021 Option Year IV: 1‐Jul‐2021 to 30‐Jun‐2022
