Contract/Program Background: It is the Government’s intent to award a sole-source Indefinite Delivery Indefinite Quantity (IDIQ) contract, for the inspection, testing, and repair of the Government Furnished Property OCUs, to the Original Equipment Manufacturer (OEM), DOK-ING D.O.O, located in Zagreb, Croatia or Science Applications International Corporation (SAIC), Tanner, AL.

The M160 Light Flail Robotic System, commercially known as an MV-4, is a mobile, unmanned, tele-operated flail system that can neutralize antipersonnel mines by destroying or detonating them with its rotating flail head. Designed to survive antipersonnel and antitank mine blasts, the M160 can be tele-operated from within the blast protected Medium Mine Protected Vehicle (MMPV) or from a safe dismounted location. It can also neutralize antipersonnel mines in small areas and footpaths.

The M160 was initially fielded as a commercial system, utilized as a contingency system for route and area clearance during Operation Enduring Freedom (OEF). Upon conclusion of OEF, the systems were shipped to Fort Leonardwood, Missouri for reset efforts.

The OCU provides real-time remote operation of the M160 system and attachments.

The current configuration of the OCU consists of a ruggedized plastic housing, radio, microcontroller board with an embedded user interface control firmware, video overlay card to combine video from the system and user interface/status data, joysticks, LCD display board, switches, battery, wiring harnesses and connectors.

DOK-ING, D.O.O., under contract N61339-07-D-0012 Task Order BR16, previously provided inspection, testing, and repair services of 21 OCUs.

The anticipated period of performance will be five years from the date of award unless the Government no longer has requirements. The Government will determine how to complete the proposed requirement based on market research, responses to this Sources Sought Notice, and at the discretion of the Contracting Officer.

Special Requirements: The Government anticipates it will provide the OCUs as GFP to the contractor in lots of eight per task order, issuing up to three task orders per year.

The total number of OCUs in the Government’s inventory will not exceed 150 units.

Task Orders will be issued, as repair services are required.

Based on historical data observed under contract N61339-07-D-0012 BR16, typical defects include broken joysticks, non-functioning LCD panel, shorted electronic boards, broken switches, damaged wiring harnesses/connectors, and non-functional batteries. A detailed summary of inspection, testing, and repairs can be viewed in Appendices A through C of this notice. Note that the repairs conducted under contract N61339-07- D0012 BR16 were on the previous configuration of the OCU, not including upgraded radios or cooling fan on the current configuration.

Some components of the OCU are proprietary to the OEM. The Government does not have rights, and does not plan to purchase reuse rights for the purpose of this proposed contract. The OCUs must remain in the current configuration; substituted parts are not accepted.

Upon completion of the repairs, the repaired OCUs will require functional tests, environmental (thermal) and vibration tests. The contractor will be responsible for conducting a failure free electronic stress test for a minimum of 18 hours (actual chamber test time) in a thermal and vibration chamber at temperature ranging from 0 degrees Celsius to 55 degrees Celsius on each major vehicle electronic Line Replaceable Unit (LRU) component. The OCU, outside of the transport case, shall endure a 24-hour failure free electronic stress test with a thermal range of 0 degrees Celsius to 55 degrees Celsius, and a vibration profile typical of the stresses encountered during handling in an operational environment. During this test, the system shall operate at a range of no less than 1000 meters, line of sight. The contractor will be responsible for conducting all testing in a System Integration Laboratory or Bench environment. The contractor will be required to develop necessary test environment with supporting tools, instrumentation, software, and personnel at its own expense.
